.—गृह मंत्रालय, भारत सरकार की

दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 फा0 27/59-एचआईएम (i) के साथ पठित भारत के संविधान के अनुच्छेद 309

के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्‌द्वारा व्यापार एवं कर

विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''मल्टी टास्किंग स्टाफ'' के पद की भर्ती पद्धति को विनियमित करने के लिए

निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

(i) इन नियमों को व्यापार एवं कर विभाग, मल्टी टास्किंग स्टाफ भर्ती नियमावली,

2024 कहा जाए।

(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन

स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे

वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की

है; अथवा

(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा की है,

वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।

शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून

के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की

छूट दे सकती है।

जहां सरकार का यह मत हो कि ऐसा करना आवश्यक है, तो वह कारणों को लिखित

में अभिलेखबद्ध करते हुए, आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इस नियम के उपबंधों को छूट दे

सकती है।

इन नियमों में सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित

जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों या कोई अन्य विशेष वर्ग के व्यक्तियों के लिए

उपबंधित किए जाने वाले अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

1.	ः	मल्टी टास्किंग स्टाफ (एमटीएस)
2.	ः	71* (2024) *इसमें परिवर्तन कार्यभार पर निर्भर।
3.	ः	सामान्य केन्द्रीय सेवा, समूह 'ग', अराजपत्रित, अलिपिकीय
4.	ः	7वें सीपीसी के अनुसार वेतन स्तर-1 (रुपये 18000-56900/-)
5.	ः	लागू नहीं
6.	ः	18-25* वर्ष (केन्द्र सरकार द्वारा जारी अनुदेशों अथवा आदेशों के अनुसरण में विभागीय उम्मीदवारों के लिए 40 वर्ष तक शिथिलनीय।) - आयु सीमा निर्धारण हेतु निर्णायक तिथि सक्षम प्राधिकारी द्वारा यथाविज्ञापित होगी। *यदि अखिल भारतीय खुली प्रतियोगिता द्वारा पदों को भरा जाना है, तो आयु सीमा 18-27 वर्ष के बीच होगी।
7.	ः	(i) किसी मान्यता-प्राप्त बोर्ड/संस्थान से मेट्रिकुलेशन या समकक्ष उत्तीर्ण।
8.	ः	लागू नहीं
9.	ः	सीधी भर्ती हेतु दो वर्ष
10.	ः	सीधी भर्ती द्वारा
11.	ः	लागू नहीं

			यदि अधिसूचित अध्यक्ष विभागीय स्थायीकरण समिति के किसी भी अन्य सदस्य से कनिष्ठ है, तो विभागीय स्थायीकरण समिति का वरिष्ठतम सदस्य अध्यक्ष के रूप में कार्य करेगा।
13.		ः	लागू नहीं

NOTIFICATION

Delhi, the 2nd January, 2025

No. F. IV/18/T&T/HR/RRs/2022/47.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification No. F.27/59- Him. (i) dated, the 13" July, 1959, the Lt. Governor of the National Capital Territory of Delhi is pleased to make rules regulating the method of recruitment to the post of 'Multi Tasking Staff' in Department of Trade & Taxes, Government of National Capital Territory of Delhi as following, namely:

1. Short title and commencement. - (i) These rules may be called the Department of Trade and Taxes, Multi Tasking Staff, Recruitment Rules, 2024.

(i) They shall come into force with effect from the date of their publication in the Delhi Gazette.

2. Number of Posts, Classification and Pay Level in Pay Matrix - The number of the said posts, their classification and the level of pay thereto shall be as specified in column (2) to (4) of the schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc. – The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule.

4. Disqualifications – No person,-

(a) Who has entered into or contracted a marriage with a person having a spouse living, or

(b) Who having a spouse living, has entered into or contracted a marriage with a person,

Shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operations of this rule.

5. Power so to relax. - Where the Government is of the opinion that it is necessary any of to do, it may by order, and for reasons to be recorded in writing, relax the provisions of this rule with respect of any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard.

Age limit for direct recruits.	18-25* years (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issues by the Central Government) Note : The crucial date for determining the age limit shall be as advertised by Competent Authority. *In case of post being filled up by all-India Open Competition, the age limit would be between 18 years and 27 years.
7.	Educational and other qualification required for direct recruits.	Essential: i). Matriculation or equivalent pass from a recognized Board/ Institution
8.	Whether age and educational qualifications prescribed for direct recruitment will apply in the case of promotes.	Not Applicable
9.	Period of probation, if any	Two years for direct recruits
10.	Method of recruitment whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods	By direct recruitment
