फा. सं. 1/31/1143/एलसी/स्था0/भर्ती नियम/प्रचा0अधि0/2023/6424-27.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जीएसआर 840 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा दिनांक 20 मार्च, 1971 की अधिसूचना सं0 फा0 2(5)/71-सेवाएं-II के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या हटाए जाने के लिए की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग से परामर्श के पश्चात्् एतद् द्वारा श्रम विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''प्रचार अधिकारी'' के पद की भर्ती पद्धति को विनियमित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को ''प्रचार अधिकारी'' भर्ती नियमावली, 2024 कहा जाए। (ii) ये दिल्ली राजपत्र में अपनेे प्रकाशन की तिथि से लागू होंगे।
2. अनुप्रयोग - ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम 1 में निर्दिष्ट पदों पर लागू होंगे। 1475 DG/20252 DELHI GAZETTE : EXTRAORDINARY PART IV] 5. अयोग्यता :- कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
6. छूट प्रदान करने की शक्ति :- जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के साथ परामर्श से व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इस नियम के किसी उपबंध से छूट प्रदान कर सकती है।
7. बचाव :- इस नियमों में कोई भी बात इस संबंध में सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक या व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर कोई प्रभाव नहीं पडे़गा।

| अनिवार्यः (1) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से किसी विषय में स्नातक उपाधि। (2) किसी सरकारी कार्यालय या सार्वजनिक क्षेत्र के उपक्रम या सांविधिक या स्वायत्त संगठन या मान्यता प ्राप्त विश्वविद्यालय या संस्थान में प्रचार अथवा जनसंपर्क का कम से कम एक वर्ष का अनुभव। वांछनीयः किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से जनसंचार/जनसंपर्क/पत्रकारिता में डिप्लोमा अथवा स्नातकोत्तर डिप्लोमा। मानक टीप ः केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति की अवधि भी सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। | |||

NOTIFICATION
Delhi, the 27th February, 2025
F. No. 1/31/1143/LC/Estt./Rectt. Rules/Pub.Off./2023/6424-27.— In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs, Notification No. G.S. R. 840 dated 13th July, 1959, and in supersession of Notification No. F.2(5)/71-Services-II dated 20th March,1971, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi after consultation with Union Public Service Commission is pleased to make the following rules regulating the method of recruitment to the post of Publicity Officer in the Labour Department, Government of National Capital Territory of Delhi, namely:—
1. Short title and commencement: i) These rules may be called the "Publicity Officer" Recruitment Rules, 2024.
ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3. Number of post, classification and Level in the Pay Matrix. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule.
5. Disqualifications: No person,
a) Who has entered into or contracted a marriage with a person having a spouse living, or
b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post:
4 DELHI GAZETTE : EXTRAORDINARY PART IV]Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
6. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of personsin consultation with UPSC.
7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard.

| Desirable: 1. Diploma or Post Graduate Diploma in Mass Communication/ Public Relations/Journalism from a recognized University or Institute. Standard Note: The period of Deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Govt. shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt of applications. | ||
