राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 4 मार्च, 2025 गृह मंत्रालय, भारत सरकार की दिनांक 24.09.1968 की अधिसूचना सं0 एस0ओ0 3532 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्‌ द्वारा औषधि नियंत्रण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में स्टाफ कार चालक (सामान्य ग्रेड) के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं; अर्थात्‌ :-

(i) इन नियमों को औषधि नियंत्रण विभाग, स्टाफ कार चालक (सामान्य ग्रेड) भर्ती नियमावली, 2024 कहा जाए।

(ii) ये आधिकारिक राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

उक्त पद की संख्या, उनका वर्गीकरण तथा वेतन

मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट होंगे।

उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे

वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;

(ख) जो एक जीवित पति या पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका

है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।

शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून

के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की

छूट दे सकती है।

जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह

कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के

किसी भी उपबंध को छूट दे सकती है।

इन नियमों में केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार

अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये

उपबंधित किए जाने वाले अपेक्षित आरक्षण, आयुु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

1.	ः	स्टाफ कार चालक (सामान्य ग्रेड)
2.	ः	01 (2024) *परिवर्तन कार्यभार पर निर्भर
3.		ः सामान्य केंद्रीय सेवा, समूह 'ग', अराजपत्रित, अलिपिकीय
4.	ः	वेतन मैट्रिक्स में स्तर-2 (रुपये 19900-63200/-)
5.	ः	गैर चयन
6.	ः	18-25 वर्ष* ( केन्द्र सरकार द्वारा जारी अनुदेशों अथवा आदेशों के अनुसरण में विभागीय उम्मीदवारों के लिए ऊपरी आयु सीमा 40 वर्ष तक शिथिलनीय।) - आयु-सीमा निर्धारण हेतु निर्णायक तिथि दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी द्वारा यथाविज्ञापित होगी। * यदि पद को अखिल भारतीय खुली प्रतियोगिता के द्वारा भरा जाना है, तो आयु सीमा 18-27 वर्ष के बीच होगी।
7.	ः	( i) मोटर कार हेतु वैध ड्राइविंग लाइसेंस का होना, (ii) मोटर तंत्र की जानकारी (उम्मीदवार को वाहन में मामूली खराबी को दूर करने में सक्षम होना चाहिए।) जिसके लिए परिवहन विभाग द्वारा गठित बोर्ड द्वारा कौशल परीक्षण आयोजित किया जाएगा जिसमें कम-से-कम दो राजपत्रित अधिकारी शामिल होंगे। (iii) मोटर कार चालक का कम से कम 3 वर्ष का अनुभव;

		तथा (iv) दसवीं कक्षा उत्तीर्ण हो। अन्यथा सुयोग्य उम्मीदवारों के मामले में अनुभव संबंधी योग्यताएं दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जातियों अथवा अनुसूचित जनजातियों के लिए आरक्षित रिक्तियों को भरने हेतु अपेक्षित अनुभव रखने वाले इन समुदायों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है तो अनुभव संबंधी योग्यता (योग्यताएं) दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी के विवेक पर शिथिलनीय है।

9.	ः	02 वर्ष सीधी भर्ती वाले उम्मीदवारों के लिए
10.	ः	पदोन्नति द्वारा जिसके न होने पर सीधी भर्ती द्वारा
11.	ः	विभाग में हल्के मोटर वाहन चलाने का लाइसेंस रखने वाले तथा ग्रेड में तीन वर्षों की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर-1 (रुपये 18000-56900/-) के समूह 'ग' कर्मचारियों में से; बशर्ते कि उन्होंने परिवहन विभाग द्वारा गठित बोर्ड जिसमें कम-से-कम दो राजपत्रित अधिकारी शामिल हो, द्वारा आयोजित किए जाने वाले कौशल परीक्षण को उत्तीर्ण किया हो। जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्तें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्षित अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो (02) वर्ष, इनमें से जो भी कम हो तथा उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है।

			यदि विभागीय स्थायीकरण समिति का अधिसूचित अध्यक्ष विभागीय स्थायीकरण समिति के किसी भी अन्य सदस्य से कनिष्ठ है, तो विभागीय स्थायीकरण समिति का वरिष्ठतम सदस्य अध्यक्ष के रूप में कार्य करेगा।

Delhi, the 4th March, 2025

F. No. 50(44)/DC/Estt./2024/1487.—In exercise of the powers conferred by the proviso to Article 309 of the constitution read with Government of India, Ministry of Home Affair's Notification No. S.O.3532 dated 24.09.1968, the Lt. Governor of the National Capital Territory of Delhi, hereby makes rules regulating the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the Drugs Control Department, Government of National Capital Territory of Delhi as following, namely:

1. Short title and commencement-

(i) These rules may be called the Drugs Control Department, Staff Car Driver (Ordinary Grade) Recruitment Rules, 2025

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, Classification and Pay Level in Pay Matrix- The number of the said post, its classification and level in the pay matrix shall be specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule aforesaid.

4. Disqualification.-No person,

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving- Nothing in these rules, shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
