राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 10 मार्च, 2025 .— गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं. एस.ओ. 3532 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा दिनांक 5.05.2008 की अधिसूचना सं. फा. 3(26)/2007- प्रशि0प्रशा0/321 द्वारा अधिसूचित सहायक निदेशक/प्रधानाचार्य(सीनियर स्केल)/सहायक प्रशिक्षुता सलाहकार के पद हेतु भर्ती नियमों के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग केेे पूर्व परामर्श के उपरांत एतद् द्वारा प्रशिक्षण एवं तकनीकी शिक्षा निदेशालय ,राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत प्रशिक्षण विंग में सहायक निदेशक/प्रधानाचार्य(सीनियर स्केल)/सहायक प्रशिक्षुता सलाहकार के पद की भर्ती पद्धति के संबंध में निम्नलिखित भर्ती नियम बनाते हैं, अर्थात्ः

(i) इन नियमों को सहायक निदेशक/प्रधानाचार्य(सीनियर स्केल)/सहायक प्रशिक्षुता सलाहकार भर्ती नियमावली, 2025 कहा जाए।
(ii) ये शासकीय राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।
पदों की संख्या, इनका वर्गीकरण तथा इसके साथ संलग्न वेतन मैट्रिक्स में स्तर के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
ऐसा कोई भी व्यक्ति (क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह का अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं, तो वह किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है। 5. जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए तथा संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्ति के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी भी उपबंध को छूट दे सकती है। 6. इन नियमों में केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने वाले अपेक्षित आरक्षण और अन्य रियायतों पर कोई प्रभाव नहीं पडेगा।

| (ख) कॉलम 7 के अन्तर्गत सीधी भर्ती वालों के लिये तथ निर्धारित शैक्षिक योग्यताएं तथा अनुभव रखने वाले। जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; व े पदोन्नति के लिए विचारणीय है, उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्तें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो (02) वर्ष, इनमें से जो भी कम हो तथा उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है। भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला में है वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगे। केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद मे ं प्रतिनियुक्ति की अवधि भी सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। |

F. No. 1/ITI(1)/RR/2019/111.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number S.O. 3532 dated the 24th September, 1968 and in supersession of the recruitment rules for the post of Assistant Director/Principal (Sr. Scale)/ Assistant Apprenticeship Advisor notified vide notification No.F. 3(26)/2007-Trg. Admn./321 Dated 5.05.2008, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Assistant Director/Principal (Sr. Scale)/ Assistant Apprenticeship Advisor in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
[PART IV DELHI GAZETTE : EXTRAORDINARY 51. Short title and commencement:- (i) These rules may be called the Assistant Director/Principal (Sr. Scale)/ Assistant Apprenticeship Advisor Recruitment Rules, 2025.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications:- No person,
(a) Who has entered or contracted marriage with the person having a spouse living, or
(b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person.
6. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

| promotion, their senior would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. Note 2: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 3: The Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt of applications. |
