राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 25 फरवरी, 2025 .-गृह मंत्रालय, भारत सरकार की दिनांक 21 अक्टूबर, 2014 की अधिसूचना सं. एस.ओ. 2740(अ), दिनांक 21.07.2015 की अधिसूचना सं0 एस0ओ0 2014 (ई) के साथ पठित भूमि अधिग्रहण, पुनर्वास तथा पुनःस्थापन में उचित प्रतिपूर्ति एवं पारदर्शिता का अधिकार अधिनियम, 2013 की धारा 11 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उपयुक्त सरकार होने के नाते राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल को यह प्रतीत होता है कि सार्वजनिक प्रयोजनार्थ अर्थात् दिल्ली जल बोर्ड हेतु अपशिष्ट जल उपचार संयंत्र (डब्ल्यूडब्ल्यूटीपी) का निर्माण के लिए ताजपुर खुर्द ग्राम, उप-प्रभाग/तहसील कापसहेड़ा, दक्षिण-पश्चिम दिल्ली जिले में कुल 19 बीघा 14 बिस्वा भूमि की आवश्यकता है।
सामाजिक प्रभाव आकलन अध्ययन सामाजिक प्रभाव आकलन (एसआईए) इकाई, भारतीय लोक प्रशासन संस्थान (आईआईपीए) द्वारा किया गया था और एसआईए प्रतिवेदन दिनांक 08.03.2024 को प्रस्तुत की गई थी। सामाजिक प्रभाव आकलन प्रतिवेदन/प्रारंभिक जांच का सारांश इस प्रकार हैः-

अपर जिला मजिस्ट्रेट, दक्षिण-पश्चिम जिला, राजस्व विभाग को प्रभावित परिवारों के पुनर्वास तथा पुनःस्थापन के प्रयोजनार्थ आरएफसीटीएलएआरआर अधिनियम, 2013 की धारा 43 के प्रावधानों के अन्तर्गत प्रशासक रूप में नियुक्त किया गया है।
अतः यह अधिसूचित किया जाता है कि उपरोक्त परियोजना के लिए ताजपुर खुर्द ग्राम, उप-प्रभाग/तहसील कापसहेडा, दक्षिण-पश्चिम दिल्ली जिले में मानक माप 19 बीघा 14 बिस्वा भू-खंड अधिग्रहणाधीन है, जिसका विस्तृत विवरण निम्नलिखित हैः-

यह अधिसूचना भूमि अधिग्रहण, पुनर्वास तथा पुनःस्थापन में उचित प्रतिपूर्ति एवं पारदर्शिता का अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11 (1) के प्रावधानों के अंतर्गत उन सभी के लिए बनाई गई है, जिनसे यह संबंधित हो सकती है।
भूमि के नक्शे का निरीक्षण जिलाधिकारी, जिला दक्षिण-पश्चिम के कार्यालय में किसी भी कार्य दिवस में कार्य समय के दौरान किया जा सकता है।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 सरकार एतद्द्वारा जिला मजिस्ट्रेट, दक्षिण-पश्चिम जिला, दिल्ली और उनके कर्मचारियों को उक्त अधिनियम की धारा 12 में यथा उपबंधित तथा विनिर्दिष्ट अपने कार्यों के समुचित निष्पादन हेतु अपेक्षित भूमि पर अपना स्वामित्व रखने तथा उसका सर्वेक्षण करने, किसी भी स्तर पर भूमि का अधिग्रहण करने, भूमिगत खुदाई या छेद करने तथा समस्त अन्य कार्यों को करने के लिए प्राधिकृत करती है। अधिनियम की धारा 11 (4) के अंतर्गत, कोई भी व्यक्ति जिलाधिकारी की पूर्व अनुमोदन के बिना ऐसी अधिसूचना के प्रकाशन की तिथि से भूमि का कोई भी लेनदेन या भूमि के किसी लेनदेन का कारण अर्थात् बिक्री/खरीद आदि अथवा ऐसी भूमि पर किसी प्रकार का अतिक्रमण नहीं करेगा।
अधिग्रहण पर आपत्तियां, यदि कोई हों, तो हितबद्ध व्यक्ति द्वारा अधिनियम की धारा 15 के अंतर्गत यथा उपबंधित इस अधिसूचना के प्रकाशन की तिथि से 60 (साठ दिन) दिनों के भीतर जिलाधिकारी के समक्ष दायर की जा सकती हैं।
यदि राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार संतुष्ट है कि भूमि सार्वजनिक प्रयोजन के लिए आवश्यक है, तो अंतिम अधिसूचना यथासमय दिल्ली राजपत्र में प्रकाशित की जाएगी।

PRELIMINARY NOTIFICATION

F. No. ADM/LAC/SW/2015/12966.—In the exercise of the power conferred by sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 read with Government of India, Ministry of Home Affairs Notification No. S.O. 2740(E) dated 21st October, 2014, read with S.O. 2014(E) dated 21.07.2015, it appears to Lieutenant Governor of National Capital Territory of Delhi being the appropriate Government that a total of 19 Bigha 14 Biswa land is required in the TajPur Khurd Village, Sub- division/Tehsil Kapashera), South West Delhi, District for public purpose, namely, Construction of Waste Water Treatment Plant (WWTP) for Delhi Jal Board.
The Social Impact Assessment Study was carried out by Social Impact Assessment (SIA) Unit, Indian Institute of Public Administration (IIPA) and SIA report was submitted on 08.03.2024.The summary of the Social Impact Assessment Report/ preliminary investigation is as follows: -
As per recommendation of the Social Impact Assessment report, the requisite parcel land serves legitimate
and bonafide public purpose and is bare minimum amount of land. There is no family likely to be displaced due to
the proposed acquisition of land.
A total of Nil families is likely to be displaced due to the land acquisition.
The Additional District Magistrate, South West District, Revenue Department is appointed as Administrator under the provisions of Section 43 of the RFCTLARR Act,2013 for the purpose of rehabilitation and resettlement of the affected families.
Therefore, it is notified that for the above said project in Tajpur Khurd Village of Kapashera Sub- division/Tehsil South West Delhi District a piece of land under acquisition measuring, 19 Bigha 14 Biswa of standard measurement, whose detailed description is as following: -

This notification is made under the provisions of section 11(1) of the Right to Fair Compensation and Transparency in Land acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013), to all whom it may concern.
A plan of the land may be inspected in the office of the Collector, District South West on any working day during the working hours.
The Government is pleased to authorize District Magistrate, South West District, Delhi and his staff to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act.
Under section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc., or create any encumbrances on such land from the date of publication of such notification without prior approval of the Collector.
Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the date of publication of this notification as provided under section 15 of the Act before Collector.
If the Government of National Capital Territory of Delhi is satisfied that the land is needed for Public Purpose, a final notification will be published in the Delhi Gazettein due course.
