(जीएनसीटीडी) द्वारा दिनांक 14 मार्च 2024 को दिल्ली सौर ऊर्जा नीति, 2023 जारी की गई ।
राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार एतदद्वारा दिल्ली सौर ऊर्जा नीति, 2023 में निम्नलिखित
संशोधन करती है-
(1) इसे दिल्ली सौर ऊर्जा नीति, 2023 (प्रथम संशोधन) कहा जाए।
(2) ये दिल्ली सौर ऊर्जा नीति, 2023 (प्रथम संशोधन) की राजपत्र अधिसूचना के जारी होने की तिथि से
लागू होंगे।
(3) निम्नलिखित खंड को प्रतिस्थापित किया जाएगा, अर्थात्ः-

| इस संरचना के अन्तर्गत, रेस्को डेवलपर उपभोक्ता की छत को पट्टे पर लेता है, और पीपीए के माध्यम से सीधे डिस्कॉम को बिजली ब ेचता है। उपभोक्ता डिस्कॉम के साथ नेट-मीटरिंग अनुबंध पर भी हस्ताक्षर करता है। | इस मॉडल का उद्देश्य रेस्को मॉडल पर सौर संयंत्र स्थापना को उपभोक्ता द्वारा डिस्कॉम के माध्यम से पूर्व निर्धारित टैरिफ पर रेस्को डेवलपर को सौर बिल भुगतान के साथ जोड़ना है। इ स मॉडल से उपभोक्ताओं को महत्वपूर्ण लाभ होगा, क्योंकि वे बिना किसी अग्रिम लागत के आरटीएस को अपना सकते हैं; डिस्कॉम से एक ही बिल के अन्तर्गत नेट-मीटरिंग लाभ प्राप्त कर सकते हैं। | |
| समूह आवासीय सोसायटियों/ आवासीय उपभोक्ताओ ं हेतु अतिरिक्त लाभ v . 10 किलोवाट तक की आवासीय प्रणालियों हेतु एमएनआरई द्वारा पूंजीगत सब्सिडी दिनांक 31 मार्च 2026 तक या एमएनआरई द्वारा समय-समय पर यथा विस्तारित/संशोधित। 500 किलोवाट (प्रति घर 10 v i किलोवाट) तक की प्रणाली वाले समूह आवासीय सोसायटियों और आवासीय कल्याण संघों के लिए एमएनआरई द्वारा पूंजीगत सब्सिडी दिनांक 31 मार्च 2026 तक या एमएनआरई द्वारा समय-समय पर यथा विस्तारित/ संशोधित। | समूह आवासीय सोसायटियों/ आवासीय उपभोक्ताओं हेतु अतिरिक्त लाभ v . 3 किलोवाट तक की आवासीय प्रणालियों हेतु एमएनआरई द्वारा पूंजीगत सब्सिडी दिनांक 07.06.2024 के एमएनआरई कार्यालय ज्ञापन के अनुसार या एमएनआरई द्वारा समय-समय पर यथा विस्तारित/संशोधित। v i समूह आवासीय सोसायटियों और आवासीय कल्याण संघों हेतु ईवी चार्जिंग सहित सामान्य सुविधाओं के लिए एमएनआरई द्वारा पूंजीगत सब्सिडी, 500 किलोवाट क्षमता तक (3 किलोवाट प्रति घर की दर से) जिसकी ऊपरी सीमा जीएचएस/आरडब्ल्यूए में व्यक्तिगत निवासियों द्वारा स्थापित व्यक्तिगत छत संयंत्रों को शामिल करती है या एमएनआरई द्वारा समय-समय पर यथा विस्तारित/संशोधित की जाती है। | |
| viii. हाइब्रिड रेस्को के विशिष्ट मामले में, जीबीआई रेस्को डेवलपर को दिया जाएगा क्योंकि वे सौर संयंत्र के मालिक होंगे। जबकि आरटीएस प्रणाली को अपनाना वाणिज्यिक और औद्योगिक उपभोक्ताओं के लिए स्वाभाविक रूप से लागत प्रभावी है, तो भी पूंजीगत बाधाओं सहित कई अन्य बाधाओं के कारण विगत 5 वर्षों में इसे अपनाने की | viii. जबकि आरटीएस प्रणाली को अपनाना वाणिज्यिक और औद्योगिक उपभोक्ताओं के लिए स्वाभाविक रूप से लागत प्रभावी है, तो भी पूंजीगत बाधाओं सहित कई अन्य बाधाओ ं के कारण विगत 5 वर्षों में इसे अपनाने की गति धीमी रही है। इसलिए, ऐसे उपभोक्ताओ ं के लिए पहली बार 200 मेगावाट के परिनियोजन हेतु अर्ली-बर्ड जीबीआई को भी प्रस्तुत किया जाएगा। |

| राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार सभी सौर परियोजनाओं के लिए 2,000/- रुपये प्रति किलोवाट की दर से अधिकतम 10,000/- रुपये प्रति उपभोक्ता तक सब्सिडी प्रदान करेगी। आरटीएस प्रणाली के चालू होने के बाद सब्सिडी उनके पहले बिजली बिल के माध्यम से दी जाएगी। | आवासीय एवं ग्राहकों के लिए सभी सौर परियोजनाओं हेतु पूंजीगत सब्सिडी : र ाष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार सभी सौर परियोजनाओं के लिए प्रति उपभोक्ता 3 किलोवाट तक 10,000/- रुपये प्रति किलोवाट की दर से सब्सिडी प्रदान करेगी, जैसा कि नीचे दिया गया हैः र ाष्ट्रीय पोर्टल (पीएमएसजी पोर्टल) के माध्यम से आवेदन करने वाले उपभोक्ताओं हेतु, राज्य पूंजीगत सब्सिडी प्रत्यक्ष लाभ हस्तांतरण (डीबीटी) के माध्यम से उपभोक्ता को हस्तांतरित की जाएगी। डीबीटी के माध्यम से राज्य सब्सिडी को हस्तांंतरित करने हेतु डेटा पीएमएसजी पोर्टल से लिया जाएगा। | ||||

| यदि उपभोक्ता पीएमएसजी के बाहर छत के ऊपर सोलर स्थापित करता है, तो राज्य पूंजीगत सब्सिडी भी पात्र उपभोक्ताओं पर लागू होगी। राज्य सब्सिडी डीबीटी के माध्यम से पात्र उपभोक्ताओं को हस्तांतरित की जाएगी। इस मामले में, उपभोक्ता दिल्ली सोलर पोर्टल पर विवरण उपलब्ध कराएगा। उपभोक्ताओं का विवरण दिल्ली सोलर पोर्टल से लिया जाएगा। य दि डिस्कॉम एक रेस्को प्लेयर के रूप में कार्य करेगा, तो नेट मीटर की स्थापना तथा डिस्कॉम द्वारा दावा प्रस्तुत करने के प"चात् डिस्कॉम को राज्य पूंजीगत सब्सिडी दी जाएगी। | ||
| परिच्छेद 4.5 सुव्यवस्थित प्रक्रियाएं तथा सूचना तक पहुंच | (ii) दिल्ली में सभी डिस्कॉम में समस्त नए नेट मीटरिंग आवेदन नए पोर्टल के माध्यम से किए जाएंगे। उपभोक्ता अपने नेट-मीटरिंग आवेदनों की स्थिति को इस पोर्टल के माध्यम से ट्रैक कर सकते हैं। | (ii) यदि उपभोक्ता पीएमएसजी के माध्यम से सौर प्रणाली स्थापित करना चाहता है, तो नेट मीटरिंग आवेदन राष्ट्रीय पोर्टल (पीएमएसजी) के माध्यम से डिस्कॉम को भेजा जाएगा। यदि सौर प्रणाली की स्थापना पीएमएसजी के बाहर है, तो उपभोक्ता को डिस्कॉम/दिल्ली राज्य पोर्टल के माध्यम से आवेदन करना होगा। |

No. F.7 (37)/VC/DDCD/2022/1979.—Delhi Solar Energy Policy 2023 was issued by Govt of NCT of Delhi (GNCTD) on 14th March 2024.
GNCTD hereby makes the following amendments to Delhi Solar Energy Policy 2023.
(1) This may be called the Delhi Solar Energy Policy 2023 (First amendment). (2) They shall come into force from the date of issuance of Gazette Notification of Delhi Solar Energy Policy 2023 (First amendment).

| 4.4.1 Generation Based Incentive (GBI): | viii. In the specific case of hybrid RESCO, the GBI shall be made to the RESCO developer as they would own the solar plant. While adoption of RTS system is inherently cost- effective for Commercial and industrial consumers, the uptake has been slow over the last 5 years due to a host of other constraints including capital constraints. Hence, an early-bird GBI shall also be offered for the first time for such consumers for the first 200 MW of deployment. | viii. | For Consumer applying through National portal (PMSG portal), the State Capital subsidy will be transferred to consumer through Direct Benefit Transfer (DBT). The data for transferring the State Subsidy through DBT will be taken from the PMSG portal. If consumer installs the Rooftop solar outside PMSG, the State capital subsidy will also be applicable to eligible consumers. The State subsidy will be transferred through DBT to eligible consumers. In this case, the consumers will provide the details on Delhi Solar portal. The details of the consumers shall, be taken from Delhi Solar portal.
