.—जबकि, टी.एन. गोदावर्मन थिरूमलपाद बनाम
भारत संघ एवं अन्य के मामले में रिट याचिका (सिविल) संख्या 202/1995 में भारत के माननीय सर्वोच्च न्यायालय के दिनांक
05.10.2015 के आदेश में निहित निर्देशों के अनुपालन में, पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय, भारत सरकार ने काष्ठ
आधारित उद्योग (स्थापना और विनियमन) दिशा-निर्देश, 2016 तैयार किए हैं तथा इसे दिनांक 11.11.2016 को भारत के
राजपत्र, असाधारण में प्रकाशित किया गया था;
और जबकि, पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय, भारत सरकार ने उक्त दिशा-निर्देशों में संशोधन किया है
तथा इसे दिनांक 11.09.2017 और 22.02.2019 को भारत के राजपत्र, असाधारण में प्रकाशित किया गया था।
और जबकि, दिशा-निर्देशों के परिच्छेद (3) में उक्त दिशा-निर्देशों में निर्धारित कार्यों को निष्पादित करने के लिए एक
राज्य स्तरीय समिति के गठन का प्रावधान है।

काष्ठ आधारित उद्योग (स्थापना और विनियमन) दिशा-निर्देश, 2016, दिनांक 11.11.2016 के परिच्छेद (3) द्वारा प्रदत्त
शक्तियों का प्रयोग करते हुए, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, एतद् द्वारा एक राज्य स्तरीय समिति (एसएलसी) का गठन
करती है, जिसमें निम्नलिखित सदस्य शामिल होंगे :
| 1. | प्रधान मुख्य वन संरक्षक/एपीसीसीएफ एवं विभागाध्यक्ष, वन एवं वन्यजीव विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार | अध्यक्ष |
| 2. | पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय, भारत सरकार के क्षेत्रीय कार्यालय (लखनऊ) का एक प्रतिनिधि | सदस्य |
| 3. | विशेष सचिव/संयुक्त सचिव/उप सचिव (ई एवं एफ), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार | सदस्य |
| 4. | मुख्य वन संरक्षक (प्रशासन), वन एवं वन्यजीव विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार | सदस्य |
| 5. | मण्डलीय आयुक्त, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का प्रतिनिधि, जो उपायुक्त के रैंक से नीचे का न हो | सदस्य |
| 6. | आयुक्त, एमसीडी का प्रतिनिधि, जो अपर आयुक्त, एमसीडी के रैंक से नीचे का न हो | सदस्य |
| 7. | उद्योग विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का प्रतिनिधि, जो उपायुक्त के रैंक से नीचे का न हो | सदस्य |
| 8. | वन संरक्षक, वन एवं वन्यजीव विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार | सदस्य सचिव |
समिति काष्ठ आधारित उद्योग (स्थापना और विनियमन) दिशा-निर्देश, 2016, दिनांक 11.11.2016 में यथा निर्धारित
कार्यों का निष्पादन करेगी, जिसे दिनांक 11.09.2017 तथा 22.02.2019 के राजपत्र अधिसूचना के द्वारा संशोधित किया गया था।

NOTIFICATION
Delhi, the 20th August, 2025
Sub: Constitution of State Level Committee as per para (3) of the Wood-Based Industries (Establishment
and Regulation) Guidelines, 2016 vide Gazette Notification, dated 11.11.2016-reg.
F. No. 8(03)/Forest/HQ/Plg./2019/Part-2/7086.—WHEREAS, in compliance with the directions contained in order, dated 05.10.2015 of the Hon'ble Supreme Court of India in Writ Petition (Civil) No.202 of 1995, in the matter of T.N. GodavarmanThirumulpad Versus Union of India and others, the Ministry of Environment, Forest and Climate Change, Government of India has formulated the Wood-Based Industries (Establishment and Regulation) Guidelines, 2016 and the same were published in the Gazette of India, Extraordinary, dated 11.11.2016;
AND WHEREAS, the Ministry of Environment, Forest and Climate Change, Government of India has amended the said guidelines and the same were published in the Gazette of India, Extraordinary, dated 11.09.2017& 22.02.2019.
AND WHEREAS, the para (3) of the guidelines provides for the constitution of a State Level Committee to perform the functions stipulated in the said guidelines.
In exercise of the powers conferred by Para (3) of Wood Based Industries (Establishment & Regulation) Guidelines, 2016 dated 11.11.2016, the Govt. of NCT of Delhi hereby constitutes a State Level Committee (SLC) consisting of the following members:
| 1. | Principal Chief Conservator of Forests/ APCCF &HoD, Department of Forests & Wildlife, GNCTD | Chairperson |
| 2. | A representative of the Regional Office (Lucknow), Ministry of Environment, Forest and Climate Change, GoI | Member |
| 3. | Special Secretary /Joint Secretary /Dy. Secretary (E&F), GNCTD | Member |
| 4. | Chief Conservator of Forests (Admn.), Department of Forests & Wildlife, GNCTD | Member |
| 5. | Representative of Divisional Commissioner, GNCTD not below the rank of Deputy Commissioner | Member |
| 6. | Representative of Commissioner, MCD not below the rank of Additional Commissioner, MCD | Member |
| 7. | Representative of Department of Industries, GNCTD not below the rank of Deputy Commissioner | Member |
| 8. | Conservator of Forests, Department of Forests & Wildlife, GNCTD | Member Secretary |
The committee shall perform the functions as stipulated in the Wood-Based Industries (Establishment and Regulation) Guidelines, 2016 dated 11.11.2016 amended vide Gazette Notification dated 11.09.2017 and 22.02.2019.
