फा.सं. डीएच एंड एफडब्ल्यू/29/2025-एसओसी-एचएफडब्ल्यू विभाग/ई-273676/societies HFW/183.— गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की जीएसआर संख्या 840 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली एतद्द्वारा मौलाना आजाद दंत चिकित्सा विज्ञान संस्थान में निदेशक प्रधानाचार्य के पद हेतु भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाती हैः- 1. संक्षिप्त शीर्षक एवं प्रारंभ . (i) इन नियमों को निदेशक प्रधानाचार्य भर्ती नियमावली, 2025 कहा जाए। (ii) ये शासकीय राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में वेतन स्तर :-पदों की संख्या, इनका वर्गीकरण एवं वेतन मैट्रिक्स में वेतन स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (1) से (4) में विनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भर्ती पद्धति, आयु-सीमा, योग्यता इत्यादि :- भर्ती पद्धति, आयु-सीमा, योग्यताएं तथा इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे ।
4. अयोग्यताएं - कोई व्यक्ति नहीं -
क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका पति या पत्नी जीवित है; या ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, उक्त पदों पर नियुक्ति के लिए पात्र होंगे;
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति :-जहां सरकार का यह मत हो कि ऐसा करना आवश्यक एवं समीचीन है, तो वह सरकार के परामर्श से कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी उपबंध को छूट दे सकती है।
6. बचाव- इन नियमों में राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा समय-समय पर जारी आदेश के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष वर्गों के व्यक्तियों के लिए अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी।

| किसी मेडिकल कॉलेज/संस्थान में iv. प्रोफेसर/एसोसिएट प्रोफेसर/रीडर या समकक्ष के रूप में न्यूनतम दस वर्ष का शिक्षण अनुभव, जिसमें से अस्पताल/विश्वविद्यालय/संस्थान के किसी विभाग में प्रोफेसर के रूप में पांच वर्ष का अनुभव (यह मानदंड केवल शैक्षिक संस्थान के निदेशक के चयन हेतु लागू है)। 7 (ख) वांछनीय :- . संस्थान में विद्यमान दंत चिकित्सा की किसा i भी शाखा में पोस्टडॉक्टरल योग्यता (डी.एम ./एम. सीएच/पीएचडी/फेलो नेशनल बोर्ड/ डीबी- सुपरस्पेशलिटी)। i i. दंत चिकित्सा के क्षेत्र जैसे दंत चिकित्सा अनुसंधान, दंत चिकित्सा शिक्षा, द ंत चिकित्सा सुविधा या सार्वजनिक स्वास्थ्य संगठन में विभाग / संस्थान के प्रमुख के रूप में अन्यथा संस्थान के प्रमुख के रूप में या सरकारी/निजी क्षेत्र में संस्थान के विभागा के प्रमुख के रूप में कम से कम पांच वर्ष का प्रशासनिक अनुभव, अभ्यर्थी के पास राष्ट्रीय और अंतर्राष्ट्रीय अनुक्रमित i ii. पत्रिकाओं आदि में विश्वसनीय शोध प्रकाशन होना चाहिए । अभ्यर्थी, सम्बंधित क्षेत्र मे ं राष्ट्रीय और अंतर्राष्ट्रीय iv. निकायों से पुरस्कृत एवं मान्यता प्राप्त हो। | NaN | |||

Delhi, the 4th November, 2025
F. No. DH&FW/29/2025-SOC-HFW Department/E-273676/societiesHFW/183.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, read with Government of India, Ministry of Home Affairs, GSR No. 840 Dated 13th July 1959 National Capital Territory of Delhi, is pleased to make the following rules regulating the method of recruitment to the post of Director Principal in Maulana Azad Institute of Dental Sciences: -
1. Short title and commencement. (i) These rules may be called the Director Principal Recruitment Rules, 2025.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, Pay Level in the Pay matrix attached thereto, shall be specified in column (1) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule.
4. Disqualifications – No person-
a) Who has entered into or contracted a marriage with a person having a spouse living; or[PART IV DELHI GAZETTE : EXTRAORDINARY 5 b) Who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said posts;
Provided that the Government may, if satisfied that such marriage is permissible under the personal law application to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax – Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Government, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories on persons in accordance with the order issued by the Government of National Capital Territory of Delhi from time to time.

Essential: - The candidate should have:- i A recognized BDS degree qualification included in the First Schedule of the Dentist Act, 1948 (16 of 1948). ii A recognized postgraduate qualification (MD/MS/MDS/DM/DNB in relevant fields) or equivalent. iii Minimum Twenty years standing in profession; iv Minimum of ten years of teaching experience as Professor/Associate Professor/Reader or equivalent in a medical college/Institute out of which Five-year experience as professor in a department of Hospital/University/Institute (This criteria is applicable for the selection of Director of only the Educational Institute). 7 (b). Desirable: - i Postdoctoral qualification (D.M./ M.Ch/Ph.D/ Fellow National Board/DB-Super speciality) in any branch of Dentistry existing in the Institute. ii Administrative experience of at least five years as Head of Department/Institute in the area of dentistry field like Dental Research, Dental Education, Dental Facility or Public Health Organization either as Head of the institution or Head of Department of the Institution in Govt./Private Sector. iii. The candidate should have credible research |
| publications in national and international indexed journals etc. iv. The candidate having awards and recognition from National and International bodies in the field. | |||
