फा.सं. 4(32)/भर्ती नियम/डीएएम/स्था0 2021/3982.—गृह मंत्रालय, भारत सरकार की दिनांक 24/09/1968 की अधिसूचना संख्या फा0 24/78/68-डीएच(एस) ; दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या फा. 27/59-एचओएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 30 जून, 1988 की फा. स. 5(12)/81-डीएएम/स्था0/ के अधिक्रमण में एवं ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्‌ द्वारा कृषि विपणन निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, दिल्ली के कार्यालय में वरिष्ठ रसायनज्ञ के पद पर नियुक्ति हेतु आवश्यक भर्ती पद्धति एवं योग्यता के संबंध में यहाँ अनुलग्नक-I के रूप में संलग्न अनुसूची में नियम बनाते हैं :- 1. संक्षिप्त शीर्षक एवं प्रारंभ :-

(1) इन नियमों को ''कृषि विपणन निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, वरिष्ठ रसायनज्ञ, अलिपिकीय राजपत्रित, समूह 'ख' भर्ती नियमावली, 2024'' कहा जाए।

(2) ये आधिकारिक राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

2. पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तरः-उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

4. अयोग्यता :-वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; अथवा

(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।

शर्त यह है कि यदि राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस विनियम के प्रवर्तन की छूट दे सकती है।

5. शिथिल करने की शक्ति ः- जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के परामर्श से, आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी उपबंध को शिथिल कर सकती है।

6. बचावः-इन नियमों में सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों तथा अन्य विशेष वर्गों के व्यक्तियों के लिए उपबंधित किए जाने के लिए अपेक्षित आरक्षण, आयु सीमा में छूट तथा अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

अनुसूची

कृषि विपणन निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, दिल्ली के कार्यालय में वरिष्ठ रसायनज्ञ के पद हेतु भर्ती नियम

1.	पदनाम	ः	वरिष्ठ रसायनज्ञ
2.	पदों की संख्या	ः	01 (2024) परिवर्तन कार्यभार पर निर्भर अभ्युक्ति : यह समूह 'ख' का पद है, इसलिए संघ लोक सेवा आयोग की सहमति आवश्यक है।
3.	वर्गीकरण	ः	सामान्य केन्द्रीय सेवा अलिपिकीय राजपत्रित, समूह 'ख'
4.	वेतन मैट्रिक्स में स्तर	ः	6 अभ्युक्ति : वेतन मैट्रिक्स में स्तर-6 (रुपये 35400-112400/- )
5.	क्या चयन पद है/गैर चयन पद	ः	चयन पद
6.	सीधी भर्ती वाले उम्मीदवारो ं के लिए आयु सीमा	ः	लागू नहीं

10.	भर्ती की पद्धति, सीधी भर्ती द्वारा या पदोन्नति द्वारा या प्रतिनियुक्ति/ आमेलन द्वारा तथा विभिन्न पद्धतियो ं से भरे जाने वाले रिक्त पदो ं का प्रतिशत	ः	पद्धति 8.पदोन्नति द्वारा जिसके न होने पर प्रतिनियुक्ति द्वारा प्रतिशत : 100
11.	यदि पदोन्नति/प्रतिनियुक्ति/ आमेलन द्वारा भर्ती होनी हो तो ग्रेड जिनसे पदोन्नति / प्रतिनियुक्ति/ आमेलन किया जाना है	ः	पदोन्नति :- नियमित आधार पर उनकी नियुक्ति के पश्चात्‌ प्रदान की गई ग्रेड में 6 वर्षों की सेवा सहित वेतन मैट्रिक्स के स्तर 5 (रुपये 29200-92300/-) में कनिष्ठ रसायनज्ञ तथा उन्होंने सक्षम प्राधिकारी द्वारा यथा विनिर्धारित कम से कम दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण किया हो। प ्रतिनियुक्ति :- केन्द्र/राज्य सरकार अथवा संघ राज्य क्षेत्र प्रशासन के अधिकारी - ( क) (i) मूल संवर्ग या विभाग में नियमित आधार पर समरूप पदधारण करने वाले; अथवा (ii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स के स्तर 5 (रुपये 29200-92300/-) में नियमित आधार पर उनकी नियुक्ति के पश्चात्‌ प्रदान की गई 6 वर्षों की सेवा सहित या समकक्ष; तथा (ख) निम्नलिखित शैक्षिक योग्यताएं एवं अनुभव रखने वाले : (i) किसी मान्यता प्राप्त विश्वविद्यालय अथवा संस्थान से रसायन विज्ञान या कृषि रसायन विज्ञान या जैव रसायन विज्ञान में निष्णात उपाधि अथवा रासायनिक अभियांत्रिकी या रासायनिक प्रौद्योगिकी या खाद्‌य प्रौद्योगिकी में अभियांत्रिकी/प्रौद्योगिकी की स्नातक उपाधि। सरकार/राज्य सरकार/संघ राज्य क्षेत्र प्रशासन (ii) केन्द्र प्रयोगशाला में कृषि संबंधी वस्तुओं की ग्रेडिंग एवं विश्लेषण में एक वर्ष का अनुभव। मानक टीप :- जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्तें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्षित अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो (02) वर्ष, इनमें से जो भी कम हो तथा उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है। भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला में है, वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगे। प्रतिनियुक्ति की अवधि में केन्द्र सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति की अवधि भी सम्मिलित है; यह सामान्यतः 03 (तीन) वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तिथि को 56 (छप्पन) वर्षों से अधिक नहीं होगी।

13.	वे परिस्थितियां जिनमे ं भर्ती के लिए संघ लोक सेवा आयोग का परामर्श लिया जाना है।	ः	संघ लोक सेवा आयोग का परामर्श लिया जाना आवश्यक नहीं है।

F. No. 4(32)/RRs/DAM/Estt.2021/3982.—In exercise of the powers conferred by the provision to article 309 of the constitution, read with the Government of India, Ministry of Home Affairs notification No.24/78/68-DH(S) dated 24/09/1968; No.F,27/59-Hom(i) dated the 13th July, 1959; and in suppression of F. 5(12)/81-DAM/Estt./ dated 30th June, 1988 and anything done or omitted to be done before such suppression, The Lt. Governor, National Capital Territory of Delhi hereby make rules in the Schedule hereto annexed as Annexure-I regarding the method of recruitment and qualifications necessary for appointment to the posts of Senior Chemist in the Office of the Directorate of Agricultural Marketing, Govt. of National Capital Territory of Delhi, Delhi.

1. Short title and commencement: -

(i) These rules may be called the "Directorate of Agricultural Marketing, Govt. of National Capital Territory of Delhi, Senior Chemist, Non-Ministerial Gazetted, Group 'B' Recruitment Rules, 2024." (ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, its classification and pay level in the pay matrix:- The number of said post, its classification and level of pay in the pay matrix of pay attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc:- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in the Columns (5) to (13) of the said Schedule.

4. Disqualifications:- No person:

(a) Who has entered or contracted a marriage with a person having a spouse living; or

(b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said posts:

Provided the Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation.

5. Power to relax:- Where the Government is of the opinion that if necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons.

6. Saving: - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

(ii) With 6 years' service rendered after appointment thereto on a regular basis in the Level-5 (Rs 29200- 92300) in the pay matrix or equivalent in the parent cadre or department; and b. Possessing the following educational qualifications and experience: (i) Master's degree in Chemistry or Agricultural Chemistry or Bio-Chemistry or Bachelor's degree of engineering/technology in Chemical engineering or
	chemical Technology or Food Technology from a recognized University or institute; (ii) One year experience in the Grading and analysis of agricultural commodities in a Central Government/State Government/UT Administration Laboratory. Standard Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or 2 years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for consideration for appointment by Promotion. Period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation/ department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt of applications
