Qk- la- A.O.-III/S.O.-II/CED/RRs/MCD/2025/3344.—दिल्ली नगर निगम अधिनियम, 1957 (1957 का 66) की धारा 480 की उपधारा (2) के साथ पठित धारा 98 तथा गृह मंत्रालय, भारत सरकार की दिनांक 19 अक्टूबर, 1966 की अधिसूचना संख्या एस0ओ0 3159 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, संघ लोक सेवा आयोग से परामर्श के उपरांत, दिल्ली नगर निगम एतद् द्वारा दिल्ली नगर निगम में अनुभाग अधिकारी के पद की भर्ती पद्धति को विनियमित करने के लिये निम्नलिखित/नियम बनाते हैं, अर्थात् :-

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 1. संक्षिप्त शीर्षक तथा प्रारंभ :- (क) इन विनियमों को अनुभाग अधिकारी के भर्ती नियम, 2024 कहा जायेगा। (ख) ये दिल्ली राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. पदों की संख्या, वर्गीकरण एवं वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, इसका वर्गीकरण तथा उसके साथ संलग्न वेतन मैट्रिक्स में स्तर इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा, योग्यता इत्यादि :- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यता तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- कोई भी व्यक्ति, -
(क) जिसने किसी ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि दिल्ली नगर निगम संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार है, तो वह किसी ऐसे व्यक्ति का इस विनियम के प्रवर्तन की छूट दे सकती है।
5. छूट प्रदान करने की शक्ति :- जहां दिल्ली नगर निगम का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोग सेवा आयोग के परामर्श से, आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी अथवा पदों के संबंध में इन नियमों के किसी भी उपबंध को छूट दे सकती है।
6. बचाव ः- इस विनियमों में कोई भी बात इस संबंध में भारत सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति के प्रत्याशियों, भूतपूर्व सैनिक तथा अन्य विशेष व्यक्तियों के वर्गो के लिए अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

| 11. | पदोन्नति/प्रतिनियुक्ति/आमेलन ग्रेड द्वारा भर्ती के मामले में जिससे पदोन्नति/प्रतिनियुक्ति/आमेलन बताया जाना है। | पदोन्नति :- वेतन मैट्रिक्स के स्तर-7 (रु0 44900-142400) के ग्रेड में 2 वर्षों की नियमित सेवा के साथ सहायक अनुभाग अधिकारी जिसने सक्षम प्राधिकारी द्वारा यथा निर्धारित संबंधित क्षेत्र में दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो। न ोट :- ज हाँ ऐसे कनिष्ठ (व्यक्तियों) के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, पदोन्नति के लिए विचार किया जा रहा हो, वहां उनके वरिष्ठ (व्यक्तियों) के स ंबंध में भी विचार किया जाएगा, परंतु तब जब उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता स ेवा के आधे से अधिक या दो वर्ष, से इसमे जो भी कम हो, स े कम न हो तथा उन्होंने अपने कनिष्ठ (व्यक्तियों) सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में पदोन्नति के लिए अपनी परिवीक्षा की अवधि सफतलापूर्वक पूरी कर ली हो। मानक नोट - लागू नहीं | NaN | ||

No. A.O.-III/S.O.-II/CED/RRs/MCD/2025/3344.—In exercise of the powers conferred by section 98, read with sub-section (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) and Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission, the Municipal Corporation of Delhi is pleased to make the following recruitment regulations for regulating the method of recruitment to the post of Section Officer in Municipal Corporation of Delhi, namely:—
1. Short title and Commencement.- (i) These regulations may be called Section Officer Recruitment Regulations, 2024.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Level in Pay Matrix. – The number of the said posts, their classification and Level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3. Method of recruitment, age-limit, qualifications etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) Who has entered into or contracted a second marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted second marriage with any person; shall not be eligible for appointment to the said post:
Provided that the Municipal Corporation of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.
5. Power to relax. – Where the Municipal Corporation of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts.
6. Saving. – Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard.
