Qk- la- 3@03@gsLek@2017@x`g iqfyl&II/भाग-I/14-24.—जबकि, गृह विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की दिनांक 03.07.2025 की अधिसूचना सं0 फा0 3/03/हेस्मा/2017/ गृह पुलिस-II@950-960 द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल बिजली की आपूर्ति एवं वितरण में लगे हुए बीएसईएस राजधानी पॉवर लिमिटेड (बीआरपीएल), बीएसईएस यमुना पॉवर लिमिटेड (बीवाईपीएल), टाटा पॉवर दिल्ली डिस्ट्रीब्यूशन लिमिटेड (टीपीडीडीएल) तथा डीटीएल, आईपीजीसीएल, पीपीसीएल (सरकारी पॉवर कॉरपोरेशन) के बिजली कर्मचारियों तथा इंजीनियरों की सेवाओं को आवश्यक सेवाओं के रूप में घोषित करते हैं तथा राष्ट्रीय राजधानी क्षेत्र दिल्ली के लोगों के लिए आवश्यक सेवाओं के अनुरक्षण हेतु ऐसे कर्मचारियों और इंजीनियरों के हड़ताल को प्रतिबंधित करते हैं। उक्त अधिसूचना दिनांक 03.01.2026 तक वैध है।

और जबकि, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल आगे इस बात से संतुष्ट हैं कि जनहित में

बीएसईएस राजधानी पॉवर लिमिटेड (बीआरपीएल), बीएसईएस यमुना पॉवर लिमिटेड (बीवाईपीएल), टाटा

पॉवर दिल्ली डिस्ट्रीब्यूशन लिमिटेड (टीपीडीडीएल) तथा डीटीएल, आईपीजीसीएल, पीपीसीएल (सरकारी पॉवर

कॉरपोरेशन) के इंजीनियरों तथा बिजली कर्मचारियों (नियमित के साथ-साथ आउटसोर्स/संविदा पर

आधारित दोनों) द्वारा की जाने वाली हड़ताल/आन्दोलन को प्रतिबंधित करना आवश्यक एव ंसमीचीन है।

अब, इसलिए, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, गृह मंत्रालय, भारत सरकार की दिनांक 30.7.93 की अधिसूचना सं0 जी एस आर 526(ई) के द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली तक यथा विस्तारित हरियाणा आवश्यक सेवा अनुरक्षण अधिनियम, 1974 (1974 का हरियाणा अधिनियम सं0 40) की धारा 3 के साथ पठित धारा 4क के अंतर्गत उन्हें प्रदत्त शक्तियों का प्रयोग करते हुए, एतद्‌ द्वारा उपर्युक्त सेवाओं को आवश्यक सेवाओं के रूप में घोषित करते हैं तथा दिल्ली में बिजली सेवा प्रदाताओं बीएसईएस राजधानी पॉवर लिमिटेड (बीआरपीएल), बीएसईएस यमुना पॉवर लिमिटेड (बीवाईपीएल), टाटा पॉवर दिल्ली डिस्ट्रीब्यशन लिमिटेड (टीपीडीडीएल) तथा डीटीएल, आईपीजीसीएल, पीपीसीएल (सरकारी पॉवर कॉरपोरेशन) के इंजीनियरों तथा बिजली कर्मचारियों (नियमित के साथ साथ आउटसोर्स/संविदा पर आधारित दोनों) द्वारा की जाने वाली हड़ताल को अन्य छः माह की अवधि के लिए दिनांक 04.01.2026से 03.07.2026 तक प्रतिबंधित करते हैं।

NOTIFICATION

Delhi, the 3rd January, 2026

F. No. 3/03/HESMA/2017/HP-II/Pt.-I/14-24.—Whereas vide Home Department, Govt. of NCT of Delhi notification No. F.3/03/HESMA/2017/HP-II/950-960 dated 03.07.2025, the Lt. Governor of the National Capital Territory of Delhi declared the services of Electricity Employees and Engineers of BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL), Tata Power Delhi Distribution Limited (TPDDL) & DTL, IPGCL, PPCL (Govt. Power Corporation), engaged in the supply and distribution of Power, as essential Services and prohibited the strike of such Employees and Engineers for maintaining Services necessary for the people in the National Capital Territory of Delhi. The said notification is valid up to 03.01.2026.

And whereas, the Lt. Governor of the National Capital Territory of Delhi is further satisfied that in the public interest, it is necessary and expedient to prohibit the strike/agitation by Engineers and Electricity Employees (both on the rolls as well as outsourced/contractual) of BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL), Tata Power Delhi Distribution Limited (TPDDL) & DTL, IPGCL, PPCL (Govt. Power Corporation).

Now, therefore, the Lt. Governor of the National Capital Territory of Delhi, in exercise of Powers conferred upon him under section 3 read with section 4A of the Haryana Essential Services Maintenance Act, 1974 (Haryana Act No. 40 of 1974) as extended to the National Capital Territory of Delhi, vide Govt. of India, Ministry of Home Affairs Notification No. GSR 526 (E) dated 30.7.93, hereby declares the above said services as essential services and prohibits the strike by Engineers and Electricity Employees (both on the rolls as well as outsourced/contractual) of BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL), Tata Power Delhi Distribution Limited (TPDDL) & DTL, IPGCL, PPCL (Govt. Power Corporation), the power service providers in Delhi for another period of six months w.e.f. 04.01.2026 upto 03.07.2026.
