दिनांक 13 जुलाई, 1959 की अधिसूचना सं. जीएसआर 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक
द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद् द्वारा शिक्षा निदेशालय, राष्ट्रीय
राजधानी क्षेत्र दिल्ली सरकार में ''eYVh VkfLdax LVkQ ¼,eVh,l&lkekU M~;wVh ,oa ,eVh,l&vkk] efgyk½** के
पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1- laf{kIr 'kh"kZd ,oa izkjaHk %& (i) इन नियमों को 'मल्टी टास्किंग स्टाफ (एमटीएस-सामान्य ड्यूटी एवं एमटीएस-आया,
महिला), भर्ती नियमावली, 2025 कहा जाए।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3- HkrhZ i)fr] vk;q lhek] ;ksX;rk bR;kfn %&उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यता एवं इससे संबंधित अन्य
मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।

4- v;ksX;rk %&वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है,
वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के
अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे
सकती है।
5- f' kfFky djus dh "kfDr %&जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों
को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा, व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी भी
उपबंध को छूट दे सकती है।
6- cpko%& इन नियमों में सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों,
अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिक अथवा अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण,
आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION
Delhi, the 16th January, 2026
F. No. DE.1(15)/10/E-I/RRs/2017/61.—In exercise of the powers conferred by proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs notification number G.S.R. 840 dated the 13th July, 1959, the Lieutenant Governor, National Capital Territory of Delhi is hereby pleased to make the following rules regulating the method of recruitment to the post of Multi-Tasking Staff [MTS-General Duty and MTS-Aaya, Female] in the Directorate of Education, Government of National Capital Territory of Delhi, namely :-
1. Short title and commencement:-(i)These rules may be called the Multi Tasking Staff [MTS-General Duty and MTS-Aaya, Female] Recruitment Rules, 2025.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and pay level in Pay Matrix:-The number of said post, its classification and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule attached with these rules.
3. Method of recruitment, age limit qualification, etc.:- The method of recruitment to the said post, age-limit, qualification and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications: - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving: - Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.
