राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI x`g&,Q,l,y foHkkx vf/klwpuk दिल्ली, 27 जनवरी, 2026 Qk. la. 2¼159½@,Q,l,y@LFkk.@HkrhZ fu;e@,l,l, ¼fQaxj fizaV½@2024/571.— गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना फा. सं. 27/59-एचआईएम (i) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 20 अगस्त, 2008 की अधिसूचना फा. सं. 31/68/2007/गृह-III विभाग/574-585 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्द्वारा फोरेंसिक विज्ञान प्रयोगशला, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में वरिष्ठ वैज्ञानिक सहायक (फिंगर प्रिंट) के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1- संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को वरिष्ठ वैज्ञानिक सहायक (फिंगर प्रिंट) फोरेंसिक विज्ञान प्रयोगशाला
भर्ती नियमावली, 2024 कहा जाए।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

वर्गीकरण तथा वेतन मैट्रिक्स में वेतन स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4)
में यथाविनिर्दिष्ट होंगे।
3- HkrhZ i)fr] vk;q lhek] ;ksX;rk,a bR;kfn %&उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं
इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4- v;ksX;rk %& वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की
संविदा की है; अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की
संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर
लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी
ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है।
5- fशfFky djus dh शfDr %& जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन
है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए, आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी
के संबंध में इन नियमों के किसी भी उपबंध को छूट दे सकती है।
6- cpko %& इन नियमों में भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के
अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों तथा अन्य विशेष
वर्गों के व्यक्तियों के लिए उपबंधित किए जाने वाले अपेक्षित आरक्षण, आयुु-सीमा में छूट और अन्य
रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 11. | ;fn inksUufr@izfrfu;qfDr @ rks xzsM ftuls inksUufr@ izfrfu;[email protected] fd;k tkuk gS | ः LFkkukUrj.k }kjk HkrhZ gksuh gks | inksUufr % ग्रेड में 06 वर्षों की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर-5 (रुपये 29200-92300/-) में कनिष्ठ वैज्ञानिक सहायक (फिंगर प्रिंट) तथा सक्षम प्राधिकारी द्वारा यथाविनिर्धारित 2-4 सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण करने वाले। Vhi&1 % इन नियमों की अधिसूचना की तिथि से नियमित आधार पर कनिष्ठ वैज्ञानिक सहायक (फिंगर प्रिंट) का पद धारण करने वाले मौजूदा पदधारियों के लिए प्रशिक्षण पूर्ण करने की शर्त, उनके लिए लागू नहीं होगा। Vhi&2 % जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्त ें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्षित अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो वर्ष, इनमें से जो भी कम हो तथा उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूर्ण कर ली होे, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है। izfrfu;qfDr ¼vYidkfyd lafonk lfgr½ % केन्द्र/राज्य/सरकारी/केन्द्र शासित प्रदेशों/मान्यता प्राप्त अनुसंधान स ंस्थानों/सार्वजनिक क्षेत्र क े उपक्रमों/अर्धसरकारी/स्वायत्त संगठनों के अन्तर्गत अधिकारी :- (क) (i) मूल संवर्ग या विभाग में नियमित आधार पर समरूप पदधारी; अथवा (ii) मूल संवर्ग या विभाग मे ं वेतन मैट्रिक्स के स्तर-5 (रुपये 29200-92300/-) में नियमित आधार पर उनकी नियुक्ति के पश्चात् प्रदान की गई ग्रेड में 6 वर्षों की सेवा सहित या समकक्ष; r Fkk ( ख) निम्नलिखित शैक्षिक योग्यता रखने वाले- vfuok;Z % किसी सरकारी मान्यता प्राप्त विश्वविद्यालय/संस्थान से बी.एससी. स्तर पर कम से कम दो वर्षों /चार सेमेस्टरों में भौतिक विज्ञान या रसायन विज्ञान का एक विषय के रूप में अध्ययन करने सहित भौतिक विज्ञान या रसायन विज्ञान या फॉरेंसिक विज्ञान में मास्टर डिग्री। Vhi&3 % भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला मे ं हैं, वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति पर नियुक्ति हेतु विचारणीय नहीं होंगे। Vhi&4 % प्रतिनियुक्ति की अवधि में केन्द्र सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में अल्पकालिक संविदा |

F. No. 2(159)/FSL/ESTT/RR/SSA(Finger Print) 2024/571.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification no. F-27/59-him (i) dated the 13th July,1959, and in supersession of this Govt's Notification no. F31/68/2007/Home-III Deptt./574-585 dated 20th August, 2008 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Senior Scientific Assistant (Finger Print) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement–
(i) These rules may be called the Senior Scientific Assistant (Finger Print) Forensic Science Laboratory Recruitment Rules, 2024.
(ii) They shall come into force on the date of their publication in Delhi Gazette.
2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
[PART IV DELHI GAZETTE : EXTRAORDINARY 54. Disqualification:-No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post.
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard.

Note 1: For existing incumbents holding the post of Junior Scientific Assistant (Finger Print) on regular basis on the date of notification of these rules, requirement of completion of training will not be applicable. Note 2: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. Deputation (including short- term contract): Officers under the Central /State Officers under Govts./UTs/ Recognized Research Institutions/Public Sector Undertakings/Semi- Govt./ Autonomous Organizations :- (a)(i) Holding analogous posts on regular basis in the parent cadre/ department; OR (ii) With 06 years service in the grade rendered after appointment thereto on a regular basis in Level-5 (Rs. 29200-92300) in the pay matrix or equivalent in the parent cadre/department; AND (b) Possessing the educational qualification as under: Essential:- Master's degree in Physics or Chemistry or Forensic Science with Physics or Chemistry as one of the subject studied for at least two years / four semesters at B. Sc. Level, from a Govt. recognized University/Institute. Note 3: The departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment on promotion. Note 4: The period of deputation including short- term contract (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other Organization/Department of the Central Government shall ordinarily not exceed three years.
