गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 फा0 27/59-एचआईएम ;पद्ध के साथ
पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा राष्ट्रीय राजधानी
क्षेत्र दिल्ली के उपराज्यपाल, एतद् द्वारा फोरेंसिक विज्ञान प्रयोगशाला, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में कनिष्ठ
वैज्ञानिक अधिकारी (झूठ का पता लगाना) पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते
हैं, अर्थात् :-

विज्ञान प्रयोगशाला, भर्ती नियमावली, 2025 कहा जायेगा।

(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

वेतन मैट्रिक्स में वेतन स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3- HkrhZ i)fr] vk;q lhek] ;ksX;rk bR;kfn %&उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे
संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4- v;ksX;rk %&वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा
की है या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर
चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू
व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस
नियम के प्रवर्तन की छूट दे सकती है।
5- f' kfFky djus dh ' kfDr %&जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो
वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों
के किसी उपबंध को छूट दे सकती है।
6- cpko%& इन नियमों में किसी उल्लेख से भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए
आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गाें, भूतपूर्व सैनिकों तथा अन्य
विशेष वर्गों के व्यक्तियों के लिए अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं
पड़ेगा।

No. F.2(111)/FSL/ESTT/RR/JSO(LIE DETECTION)/2024/608.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification no. F-27/59-him (i) dated the 13th July,1959, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Junior Scientific Officer (Lie Detection) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement–
(i) These rules may be called the Junior Scientific Officer (Lie Detection) Forensic Science Laboratory Recruitment Rules, 2025.
[PART IV DELHI GAZETTE : EXTRAORDINARY 5(ii) They shall come into force on the date of their publication in Delhi Gazette.
2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification:-No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post.
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard.

| (ii) With 05 years service rendered after appointment to the post on a regular basis in the level 6 (35400-112400) or equivalent in the parent cadre/department; and (b) Possessing the educational and other qualifications prescribed for direct recruits under column No. 7. N ote 2: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. N ote 3: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. N ote 4: The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of applications. |
