पदार्थ अवैध व्यापार निवारण अधिनियम, 1988 तथा उसके अंतर्गत जारी परिचालन नियमावली के अनुसरण में,
और निवारक निरोध मामलों से संबंधित प्रक्रिया को सुव्यवस्थित करने के उद्देश्य से, सक्षम प्राधिकारी एतद्द्वारा
उक्त अधिनियम के अंतर्गत निवारक निरोध के मामलों की जांच, समीक्षा तथा सिफारिश हेतु निम्नलिखित
अधिकारियों को सम्मिलित करते हुए एक अनुवीक्षण (स्क्रीनिंग) समिति का गठन करते हैं, जैसा कि प्रायोजक
प्राधिकारी द्वारा प्रस्तावित किया गया हैः-
• अनुवीक्षण (स्क्रीनिंग) समिति की संरचनाः
1. पुलिस आयुक्त, दिल्ली - अध्यक्ष
2. प्रधान सचिव (वि0न्या0 एवं वि0का0) - सदस्य
3. संयुक्त पुलिस आयुक्त (अपराध) - सदस्य
4. क्षेत्रीय निदेशक, एनसीबी दिल्ली (या उनके नामिति) - सदस्य

• अनुवीक्षण (स्क्रीनिंग) कमेटी के कार्यः-
o पीआईटीएनडीपीएस अधिनियम, 1988 के अंतर्गत निवारक निरोध हेतु प्रायोजक एजेंसियों से प्राप्त
प्रस्तावों की जांच करना।
o भौतिक साक्ष्य, अपराध की प्र—ति तथा सार्वजनिक व्यवस्था में आरोपी द्वारा उत्पन्न किए गए खतरे का
मूल्यांकन करना।
o अपने निष्कर्षों के आधार पर रोधक प्राधिकारी को सिफारिशें करना।
o अनुवीक्षण (स्क्रीनिंग) समिति की सिफारिशें परामर्शी प्र—ति की होंगी तथा रोधक प्राधिकारी पर बाध्यकारी
नहीं है।
• अनुवीक्षण (स्क्रीनिंग) कमेटी की प्रक्रियाः-
o अनुवीक्षण समिति आवश्यकतानुसार बैठक करेगी।
o समिति, प्रायोजक एजेंसी से अतिरिक्त जानकारी या स्पष्टीकरण मांग सकती ह,ै यदि आवश्यक हो तो।
o हिरासत आदेश जारी करने का अंतिम निर्णय, व्यक्तिपरक संतुष्टि के आधार पर, निरोधक प्राधिकरण
पर निर्भर करेगा।
यह आदेश तत्काल प्रभाव से लागू होगा तथा आगामी आदेश तक लागू रहेगा।

Delhi, the 17th February, 2026
F. No. 8/108/NCORD/2023/HP-II/275-286.— In accordance with the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988 and the Operational Manual issued there-under, and for the purpose of streamlining the procedure relating to preventive detention cases, the Competent Authority hereby constitutes a Screening Committee comprising the following officers to examine, review and recommend cases of preventive detention under the said Act, as proposed by the sponsoring authority:-
• Composition of the Screening Committee:
1. Commissioner of Police, Delhi - Chairman
2. Pr. Secretary (LJ & LA) - Member
3. Jt. Commissioner of Police (Crime) - Member
4. Zonal Director, NCB Delhi (Or his nominee) - Member
5. Representative of Directorate of Revenue Intelligence (DRI) - Member
6. Representative of Central Bureau of Investigation (CBI) - Member[PART IV DELHI GAZETTE : EXTRAORDINARY 3 • Functions of the Screening Committee:-
o To scrutinize proposals received from sponsoring agencies for preventive detention under PITNDPS Act, 1988.
o To evaluate the material evidence, nature of offences, and threat to public order posed by the accused.
o To make recommendations to the Detaining Authority based on its findings.
o The recommendations of the Screening Committee shall be advisory in nature and not binding on the Detaining Authority.
• Procedure of Screening Committee:-
o The Screening Committee shall meet as and when required.
o The Committee may seek additional information or clarification from the sponsoring agency, if necessary.
o The final decision on issuing detention orders shall rest with the Detaining Authority, based on subjective satisfaction.
This order shall come into effect immediately and shall remain in force until further order.
