राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 20 अप्रैल, 2026 - गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या जी एस आर 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 15 नवम्बर, 2016 की अधिसूचना संख्या फा0 21/67/टीआरजी. प्रशा0/2006/850 द्वारा अधिसूचित शिल्प अनुदेशक, अनुदेशक (ड्राइंग), अनुदेशक (मिलराइट), अनुरक्षण मैकेनिक, अनुरक्षण इलेक्ट्रीशियन, तकनीकी सहायक (कनिष्ठ) के पद हेतु भर्ती नियम के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग से पूर्व परामर्श के पश्चात्, एतद् द्वारा प्रशिक्षण एवं तकनीकी शिक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अधीन प्रशिक्षण विंग में शिल्प अनुदेशक, अनुदेशक (ड्राइंग), अनुदेशक (मिलराइट), अनुरक्षण मैकेनिक, अनुरक्षण इलेक्ट्रीशियन, तकनीकी सहायक (कनिष्ठ) के पद की भर्ती पद्धति के संबंध में निम्नलिखित भर्ती नियम बनाते हैं, अर्थात् :-
(i) इन नियमों को शिल्प अनुदेशक, अनुदेशक (ड्राइंग), अनुदेशक (मिलराइट), अनुरक्षण
मैकेनिक, अनुरक्षण इलेक्ट्रीशियन, तकनीकी सहायक (कनिष्ठ) भर्ती नियमावली, 2025 कहा जाए।
(ii) ये आधिकारिक राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

2. ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम 01 में निर्दिष्ट पदों पर लागू होंगे।
पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स
में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित
अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका
है, वह उक्त पदों में से किसी पर भी नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत
कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इन नियमों के
प्रवर्तन की छूट दे सकती है।
जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक
अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी
के संबंध में इन नियमों के किसी उपबंध को छूट दे सकती है।
इन नियमों में केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित
जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों तथा अन्य विशेष वर्गाें के व्यक्तियों के लिए उपबंधित किए जाने वाले
अपेक्षित आरक्षणों तथा अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| या ए आईसीटीई/यूजीसी से मान्यता प्राप्त तकनीकी शिक्षा बोर्ड से अभियांत्रिकी/तकनीकी की उपयुक्त शाखा में तीन वर्ष का डिप्लोमा या डीजीटी से प्रासंगिक एडवांस डिप्लोमा (व्यवसायिक), अपेक्षित योग्यता प्राप्त करने के पश्चात् प्रासंगिक क्षेत्र में दो वर्ष र् का अनुभव। य ा ि कसी मान्यता प्राप्त संस्थान से राष्ट्रीय/राज्य ट्रेड प्रमाण पत्र (एनटीसी/एसटीसी) या राष्ट्रीय शिक्षुता प्रमाण पत्र (एनएसी), अपेक्षित योग्यता प्राप्त करने के पश्चात् प्रासंगिक क्षेत्र में तीन वर्ष का अनुभव। अ ौर डीजीटी के अन्तर्गत किसी भी प्रकार का प्रासंगिक राष्ट्रीय शिल्प अनुदेशक प्रमाण पत्र (एनसीआईसी)। श् ( i) किसी मान्यता प्राप्त विश्वविद्यालय/बोर्ड/संस्थान से यांत्रिक अभियांत्रिकी में तीन वर्ष का डिप्लोमा और (ii) अपेक्षित योग्यता प्रााप्त करने के पश्चात् श्ि क्षण में/प्रासंगिक औद्योगिक इकाई/संगठन मे ं कार्य करने का दो वर्ष का अनुभव। (i) किसी मान्यता प्राप्त विश्वविद्यालय/बोर्ड/संस्थान से विद्युत अभियांत्रिकी में तीन वर्ष का डिप्लोमा; और (ii) अपेक्षित योग्यता प्रााप्त करने के पश्चात् शिक्षण में/प्रासंगिक औद्योगिक इकाई/संगठन मे ं कार्य करने का दो वर्ष का अनुभव। शिल्प अनुदेशक (ट्रेडवार) की कुल पद में से 50 प्रतिशत पद राष्ट्रीय/राज्य ट्रेड प्रमाण पत्र (एनटीसी/एसटीसी) या राष्ट्रीय शिक्षुता प्रमाण पत्र (एनएसी) जैसी व्यवसायिक योग्यता रखने वाले व्यक्तियों से भरे जाएंगे और 50 प्रतिशत पद संबंधित ट्रेड की उपयुक्त शाखा में डिग्री/डिप्लोमा जैसी व्यवसायिक योग्यता रखने वाले व्यक्तियों से भरे जाएंगे। यद्यपि, ऐसे ट्रेड में समस्त उम्मीदवारों के लिए एनसीआईसी आवश्यक है, जहां एनसीआईसी हेतु सीआईटीएस के अन्तर्गत कोर्स उपलब्ध है ं। यदि डिग्री/डिप्लोमा वाले सीआईटीएस प्रशिक्षित शिल्प अनुदेशक (एनसीआईसी) उपलब्ध नहीं है ं, तो डीजीटी के दिनांक 03.07.2019 के आदेश के अनुसार डीजीटी की दिशा-निर्देशों के अनुसार अनुदेशक को सीआईटीएस (एनसीआईसी) योग्यता में छूट दी जायेगी लेकिन यह योग्यता (एनसीआईसी) उसे सरकारी आईटीओटी में कम से कम 3 माह के भौतिक प्रशिक्षण से गुजरने के पश्चात् परिवीक्षा अवधि के भीतर प्राप्त करनी होगी। यद्यपि, पहली प्राथमिकता सीआईटीएस ट्रेंड प्रशिक्षित अनुदेशकों को दी जाएगी। अन्यथा सुयोग्य उम्मीदवारों के मामले में लिखित में कारणों को अभिलेखबद्ध करते हुए योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति/जनजातियो ं के लिए आरक्षित रिक्त पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन समुदायों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यता (योग्यताएं) कारणों को अभिलेखबद्ध करते हुए सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। | प्रेरण प्रशिक्षण अनिवार्य होगा। |

| ग ेड में 18 साल की नियमित सेवा सहित वेतन मैट्रिक्स स्तर-2 ्र (19900-63200/-रुपये) में प्रशिक्षण विंग मेें कार्यरत विभागीय कार्यशाला परिचर तथा जिनके पास कम से कम निम्न योग्यता होः ( शैक्षणिकः किसी मान्यता प्राप्त बोर्ड/विश्वविद्यालय से i) मैट्रिकुलेशन। ( ii) तकनीकीः किसी मान्यता प्राप्त विश्वविद्यालय/ बोर्ड/संस्था से संबंधित ट्र ेड की उपयुक्त शाखा में अभियांत्रिकी/तकनीकी में तीन वर्र्ष का डिप्लोमा। य ा ि कसी मान्यता प्राप्त संस्थान से राष्ट्रीय/राज्य ट्रेड प्रमाण पत्र/राष्ट्रीय शिक्षुता प्रमाण पत्र । जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; वे पदोन्नति के लिए विचारणीय है, उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्तें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो (02) वर्ष, इनमें से जो भी कम हो तथा उन्होंने आगामी उच्च ग्र ेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है। | विभागीय पदोन्नति समिति (पदोन्नति/स्थायीकरण के विचारार्थ) : 1. वित्तीय आयुक्त - 2. संबंधित विभाग के प्रशासनिक सचिव - 3. संबंधित विभागाध्यक्ष - 4. विशेष/अपर सचिव (सामान्य प्रशासन विभाग) - | संघ लोक सेवा आयोग से परामर्श लिया जाना आवश्यक नहीं है। |

NOTIFICATION
Delhi, the 20th April, 2026
No.F.1/ITI(3)/RR/2019/491.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number G.S.R. 840 dated the 13th July 1959 and in supersession of the recruitment rules for the post of Craft Instructor, Instructor (Drawing),Instructor (Millwright), Maintenance Mechanic, Maintenance Electrician, Technical Assistant (Junior) notified vide notification F.No.21/67/TRG. ADMN/2006/850 dated 15th November 2016, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Craft Instructor, Instructor (Drawing), Instructor (Millwright), Maintenance Mechanic, Maintenance Electrician, Technical Assistant (Junior) in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (i) These rules may be called the Craft Instructor, Instructor (Drawing),Instructor (Millwright), Maintenance Mechanic, Maintenance Electrician, Technical Assistant (Junior) Recruitment Rules, 2025.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Application:- These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
[PART IV DELHI GAZETTE : EXTRAORDINARY 53. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.
4. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.
5. Disqualifications:- No person,
(a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to any of the said posts:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
6. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, may relax any of the provision of these rules with respect to any class or category of persons.
7. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes, Scheduled Tribes, Other Backward Classes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

For Maintenance Electrician: (i) Three years Diploma in Electrical Engg. from a recognized University/ Board/ Institution and (ii)Two years experience in teaching/working in a relevant industrial unit /organization after acquiring the requisite qualification. Note 1: 50 percent of the total posts of Craft Instructors (Trade Wise) will be filled up by the persons holding the professional qualification as National / State Trade Certificate (NTC/STC) or National Apprenticeship Certificate (NAC) and 50 percent with the persons holding the professional qualification as Degree/Diploma in appropriate branch of trade concerned. However, NCIC is must for all the candidates in such trades where the courses under CITS for NCIC are available. Note 2: In case of CITS trained Craft Instructors (NCIC) with Degree/ Diploma are not available then CITS (NCIC) qualification is relaxed with the instructions to acquire CITS (NCIC) qualification within probation period by the Instructor after undergoing at least 3 months of physical training in Government ITOT in line with DGT guidelines issued vide DGT order dated 03.07.2019. However, first preference will be given to CITS trained instructors. Note 3: Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 4: The qualification (s) regarding experience is/are relaxable at the discretion of the competent authority, for reasons to be recorded in writing in the case of candidates belonging to scheduled caste or scheduled tribes if any at any stage of selection the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. | Competent Authority. |
