तथा गुरू गोबिंद सिंह इन्द्रप्रस्थ विश्वविद्यालय अधिनियम 1998 (1998 का अधिनियम 9) की धारा 27 (2) के
प्रावधानों के अनुपालन में, गुरू गोबिन्द सिंह इन्द्रप्रस्थ विश्वविद्यालय के प्रबंध मंडल ने 03.03.2026 को आयोजित
अपनी 90वीं बैठक मेंं कार्यसूची मद संख्या 90.37 द्वारा अधिसूचित अध्यादेश 12 के 3.1 एवं 5.2 में
निम्न आंशिक संशोधन की स्वीकृति दीः

| पीएचडी एन्टे्रन्स टेस्ट (पीईटी) के माध्यम से होगा। | शैैक्षिक वर्ष में बार आयोजित एक प्रवेश परीक्षा पीएचडी एन्टे्रन्स टेस्ट (पीईटी) के माध्यम से होगा। | |
| 5.2 | एक मान्यता प्राप्त पर्यवेक्षक, किसी शोध छात्र का एकल पर्यवेक्षक बना रह सकता है यदि पर्यवेक्षक की अधिवर्षता अवधि 03 वर्ष शेष रह गयी है । अधिवर्षता तक सेवा के अंतिम 3 वर्ष की अवधि के लिये, पर्याप्त सेवा अवधि धारी एक अतिरिक्त मान्यता प्राप्त सह पर्यवेक्षक की आवष्यकता होगी इसलिये संबंधित स्कूल शोध समिति द्वारा एक सह पर्यवेक्षक की नियुक्ति की जायेगी । तथापि, यदि शोध प्रबन्ध जमा करा दिया गया है परन्तु मौखिक परीक्षा आयोजित नहीं की गयी है या फिर डिग्री प्रदान नहीं की गयी है तो फिर सह-पर्यवेक्षक की आवश्यकता नहीं होगी। तथापि, यदि बाह्म परीक्षक द्वारा मूल्यांकन के पश्चात शोध प्रबंध लौटा दिया जाता है तो स्कूल षोध समि0 सह पर्यवेक्षक/अधीक्षक पर्यवेक्षक की नियुक्ति कर सकती है अधिवर्षता से पूर्व, तीन वर्ष की सेवावधि से कम वाले शिक्षण सदस्यों को अपने पर्यवेक्षण के अधीन नये शोध छात्र लेने की अनुमति नहीं होगी। तथापि, ऐसे शिक्षण सदस्य अधिवर्षता तक, पहले से ही पंजीकृत विद्या वाचस्पति शोध छात्रों के पर्यवेक्षण को जारी रखने और अधिवर्षता के पश्चात लेकिन 70 वर्ष की आयु प्राप्त कर लेने से पूर्व सह पर्यवेक्षक के रूप मे ं नये शोध छात्र को अपने पर्यवेक्षण मे ं जारी रखे रहने की अनुमति होगी। | अधिवर्षिता से पूर्व तीन वर्ष से कम सेवा अवधि शेष रखने वाले शिक्षण सदस्यों को अपने पर्यवेक्षण के अधीन नए शोध छात्र लेने की अनुमति नहीं होगी। तथापि, ऐसे शिक्षण सदस्य अधिवर्षिता तक पहले से पंजीकृत पीएच.डी. शोध छात्रों का पर्यवेक्षण जारी रख सकेंगे तथा अधिवर्षिता के पश्चात सहपर्यवेक्षक के रूप में भी कार्य कर सकेंगे, किन्तु 70 वर्ष की आयु प्राप्त करने के पश्चात नहीं। |
उपरक्त संशोधन, प्रबंध मंडल द्वारा दिये गये अनुमोदन की तिथि अर्थात् 03.03.2026 से लागू होगा।

NOTIFICATION
Delhi, the 10th April, 2026
F. No. F. 13(2)(52)/2026/CORD/89.— In partial amendment to the Ordinance 12 – 'Governing Programmes leading to the Degree of Doctor of Philosophy (Ph.D.)' notified vide Notification No. F.No.GGSIPU/Coord/79th BOM/Ord.12(Revised)/2023-24/434 dated 09.01.2025 and in pursuance of the provisions of Section 27 (2) of the Guru Gobind Singh Indraprastha University Act 1998 (Act 9 of 1998), the Board of Management of the Guru Gobind Singh Indraprastha University in its 90th meeting held on 03.03.2026 vide agenda item no. 90.37 approved amendments in the clause 3.1 and 5.2 of notified Ordinance 12 as under:

| 5.2 | A recognized supervisor can become the sole supervisor of a scholar if at least 03 years are remaining till the superannuation of the supervisor. For the last 03 years of service till superannuation, an additional recognized Co-supervisor with adequate service left shall be necessary and the Co-supervisor shall be appointed by the concerned SRC. H owever, if the thesis has been submitted, but the viva-voce has not been held or the degree has not been awarded, there shall be no need of a co- supervisor. H owever, if the thesis after evaluation by external examiners is returned for revision, then the SRC may appoint a Co-supervisor/ Caretaker supervisor. Faculty members with less than three years of service before superannuation shall not be allowed to take new research scholars under their supervision. However, such faculty members can continue to supervise Ph.D. scholars who are already registered until superannuation and as a co-supervisor after superannuation, but not after attaining the age of 70 years. | Faculty members with less than three years of service before superannuation shall not be allowed to take new research scholars under their supervision.
