फा. सं. 11(97)/व.एवं.व.जी./डी.आर .एम.बी./2026-27/Pt-I/3392-—माननीय सवोच्च न्यायालय द्वारा रिट याचिका (सिविल) संख्या 202/1995, शीर्षक टी.एन. गोदावर्मन थिरुमुल्पद बनाम भारत संघ व अन्य में आई.ए. संख्या 117204/2024 में पारित दिनांक 11.11.2025 के निर्णय के अनुसरण में, तथा पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय, भारत सरकार के राजपत्र अधिसूचना संख्या एस.ओ. 5518(ई) दिनांक 01.12.2025 के साथ पठित, माननीय उपराज्यपाल निम्नलिखित संरचना के साथ दिल्ली रिज प्रबंधन बोर्ड (डी आर एम बी) का गठन करते हैं:

II. दिल्ली रिज प्रबंधन बोर्ड के कार्य
क. बोर्ड दिल्ली रिज और मॉफोलॉजिकल रिज से संबंधित सभी मामलों में एकल खिड़की प्राधिकरण के रूप में कार्य करेगा;
ख. बोर्ड सभी अतिक्रमण हटाकर तथा उनके संरक्षण और सुधार के लिए सभी आवश्यक उपाय करके दिल्ली रिज और मॉफोलॉजिकल रिज को उसकी पूर्वकालीन स्थिति में संरक्षण सुनितिि करेगा;
ग. बोर्ड दिल्ली रिज के साथ-साथ मॉफोलॉजिकल रिज से सभी अतिक्रमण हटाएगा;
घ. टीएन गोदावर्मन मामले में दिनांक 8 फरवरी, 2023 के आदेश के अनुसार मॉफोलॉजिकल रिज की पहचान पूरी हो गई है और इसके अनुपालन की रिपोर्ट किसी भी टिप्पणी के साथ माननीय सवोच्च न्यायालय को देगा;
ङ. बोर्ड वनरोपण और पर्यावास संरक्षण सहित रिज और मॉफोलॉजिकल रिज की सुरक्षा, वैज्ञानिक प्रबंधन और पारिस्थितिक बहाली सुनितिि करेगा;
च. बोर्ड रिज और मॉफोलॉजिकल रिज की स्थिति और माननीय सवोच्च न्यायालय के निदेशों के अनुपालन के संबंध में हर छह महीने में माननीय सवोच्च न्यायालय को आवधिक रिपोर्ट प्रस्तुत करेगा;
छ. बोर्ड अपने कामों को सही और पारदर्शी तरीके से करेगा, जिसमें एक कार्यालयी वेबसाइट बनाना, सुनवाई के लिए पहले से सार्वजनिक सूचना जारी करना, सार्वजनिक परामर्श करना, और माननीय[PART IV DELHI GAZETTE : EXTRAORDINARY 3 सुप्रीम कोर्ट या किसी अन्य प्राधिकरण के सामने रिपोर्ट आते ही उसे अपनी वेबसाइट पर अपलोड करना शामिल है; और
ज. राष्ट्रीय राजधानी क्षेत्र, दिल्ली की सभी प्राधिकरणों का दायित्व होगा कि वे बोर्ड के कायों में पूर्ण सहयोग करें।
III. दिल्ली रिज प्रबंधन बोर्ड के प्रतिनिधि के तौर पर चुने गए कें द्रीय सशक्तता समिति के सदस्य, बोर्ड और उसकी स्थायी समिति के ठीक से काम करने के बारे में हर तीन महीने में माननीय सुप्रीम कोर्ट को रिपोर्ट देंगे।

NOTIFICATION

F. No. 11(97)/F&WL/DRMB/2026-27/Pt-I/3392.— In pursuance of the judgment dated 11.11.2025 of the Hon'ble Supreme Court in I.A. No. 117204/ 2024 in W.P.(C) 202/1995 titled T.N. Godavarman Thirumulpad versus Union of India & Ors read with the Ministry of Environment, Forests & Climate Change, Govt. of India, Gazette Notification no. S.O. 5518(E) dated 01.12.2025, the Hon'ble Lieutenant Governor of Delhi is pleased to constitute the Delhi Ridge Management Board (DRMB) with the following composition:

II. Functions of the DRMB
a. The Board shall function as the single-window authority in all matters pertaining to the Delhi Ridge and the Morphological Ridge;
b. The Board shall ensure the preservation of the Delhi Ridge and the Morphological Ridge in their pristine condition by removing all encroachments and by taking all necessary measures for their protection and improvement;
c. The Board shall remove all encroachments in the Delhi Ridge as well as the Morphological Ridge;
d. The Board shall duly ensure that the identification process of the Morphological Ridge is completed in accordance with the order dated 8th February, 2023 in T.N. Godavarman and shall report its compliance, along with any comments, to the Hon'ble Supreme Court;
e. The Board shall ensure the protection, scientific management, and ecological restoration of the Ridge and the Morphological Ridge, including afforestation and habitat conservation;
f. The Board shall submit periodic reports every six months to Hon'ble Supreme Court regarding the status of the Ridge and the Morphological Ridge and the compliance of the directions of the Hon'ble Supreme Court;
g. The Board shall act fairly and transparently in the discharge of its functions, including maintaining an official website, issuing public notices for hearings in advance, conducting public consultations, and uploading reports on its website as soon as they are placed before Hon'ble Supreme Court or any other authority; and
h. All authorities in the territory of the NCT of Delhi shall act in aid of the discharge of the duties of the Board.
III. The Member of the Central Empowered Committee designated as the representative to the DRMB shall report to the Hon'ble Supreme Court every three months regarding the proper functioning of the DRMB and its Standing Committee.
