सं. ए-12011/9/2023-एच (एस्टट.)-II/डी-460(ई).— नई दिल्ली नगर पालिका परिषद अधिनियम, 1994 (1994 का 44) की धारा 43 की उपधारा (1) के खंड (ग) एवं (ङ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा उक्त अधिनियम की धारा 387 की उपधारा (2) के अनुसार के न्रीय सरकार के अनुमोदन से, नई दिल्ली नगर पालिका परिषद, चिकित्सा सेवा विभाग में महिला स्वास्थ्य परिदर्शक के पद पर भर्ती की पद्धति को विनियमित करने हेतु निम्नलिखित विनियम बनाती है, अर्थात्:—
1. संक्षिप्त शीर्षक और प्रारंभ, (1) इन विनियमों का नाम "नई दिल्ली नगर पालिका परिषद, चिकित्सा सेवा विभाग, महिला स्वास्थ्य परिदर्शक (समूह 'ग' पद) भर्ती विनियम, 2026" होगा।
(2) ये विनियम राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर, - उक्त पद की संख्या, उसका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर, इन विनियमों से संलग्न अनुसूची के स्तंभ (2) से (4) में विर्निर्दष्ट अनुसार होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART III] 3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि, - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, शैक्षणिक एवं अन्य अर्हताएं तथा उससे संबंधित अन्य विषय वे होंगे, जो उक्त अनुसूची के स्तंभ (5) से (13) में विर्निर्दष्ट हैं।
4. अयोग्यता, - कोई व्यक्ति—
(क) जिसने ऐसे व्यक्ति से विवाह किया है अथवा विवाह की संविदा की है, जिसका पति या पत्नी जीवित है; अथवा (ख) जिसने अपने पति या पत्नी के जीवित रहते किसी अन्य व्यक्ति से विवाह किया है अथवा विवाह की संविदा की है, उक्त पद पर नियुक्ति हेतु पात्र नहीं होगा:
बशते कि नई दिल्ली नगरपालिका परिषद, यदि संतुष्ट हो कि ऐसा विवाह उस व्यक्ति और विवाह के दूसरे पक्ष पर लागू पर्सनल लॉ के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार भी हैं, तो वह किसी भी व्यक्ति को इस विनियमन के लागू होने से छू ट दे सकती है।
5. प्रारंभिक गठन, - इन विनियमों के प्रवर्तन से पूर्व अथवा प्रवर्तन की तिथि पर नई दिल्ली नगर पालिका परिषद में "महिला स्वास्थ्य परिदर्शक" के समूह 'ग' पद पर नियमित आधार पर कार्यरत सभी अधिकारी, इन विनियमों के अंतर्गत संबंधित ग्रेड में नियुक्त माने जाएंगे तथा उनकी नियमित निरंतर सेवा को पदोन्नति एवं वरिष्ठता के प्रयोजनार्थ गणना में लिया जाएगा।
6. छू ट देने की शक्ति, - जहां के न्रीय सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है, वहां वह आदेश द्वारा तथा लिखित में कारण रिकॉर्ड करके किसी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन विनियमों के किसी उपबंध में छू ट दे सकती है।
7. व्यावृति, - इन विनियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष वगों के व्यक्तियों के लिए उपबंध किया जाना अपेक्षित है।

| (iv) महिला स्वास्थ्य परिदर्शक के रूप में कर्तव्यों का निर्वहन करने हेतु किसी मान्यता प्राप्त संस्थान से छ:माह का प्रशिक्षण पूरा किया हुआ। ि टप्पणी 1: फीडर श्रेणी के वे विभागीय अधिकारी जो पदोन्नत की सीधी पंक्ति में हैं, वे प्रतिनियुक्ति पर नियुक्ति हेतु विचार के पात्रनहीं होंगे। इसी प्रकार, प्रतिनियुक्ति पर कार्यरत व्यक्ति पदोन्नत द्वारा नियुक्ति हेतु विचार के पात्र नहीं होंगे। ि टप्पणी 2 : प्रतिनियुक्ति की अवधि, जिसमें किसी अन्य एक्स-कै डर पद पर इसी नियुक्ति से ठीक पूर्व की गई प्रतिनियुक्ति की अवधि भी शामिल है, के न्रीय सरकार या राज्य सरकारों या कें र शासित प्रदेशों के उसी अथवा किसी अन्य संगठन/विभाग में सामान्यतः तीन वर्ष से अधिक नहीं होगी। ि टप्पणी 3 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा, आवेदनप्राप्त होने की अंतिम तिथि को 56 वर्ष से अधिक नहीं होगी । |

NOTIFICATION
New Delhi, the 6th July, 2026
No. A-12011/29/2023-H(Estt.)-II/D-460(E),— In exercise of the powers conferred by clauses (c) and (e) of sub-section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (44 of 1994) and with the approval of the Central Government in terms of sub-section (2) of Section 387 of the said Act, the New Delhi Municipal Council hereby makes the following regulations regulating the method of recruitment to the post of Lady Health Visitor in Medical Services Department, New Delhi Municipal Council, namely:-
1. Short title and commencement,-(1) These regulations may be called the New Delhi Municipal Council, Medical Services Department, Lady Health Visitor, (Category 'C' post) Recruitment Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Posts, classification and level in the pay matrix,- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3. Method of recruitment, age-limit, qualifications etc.,- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification,- No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living;
or
(b) Who having a spouse living , has entered into or contracted a marriage with any person,[PART III DELHI GAZETTE : EXTRAORDINARY 5 shall be eligible for appointment to the said post.
Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Initial Constitution,-All the incumbents holding category 'C' post of Lady Health Visitor in Medical Services Department, New Delhi Municipal Council on regular basis on or before the commencement of these regulations shall be deemed to have been appointed under these regulations in respective grades and their regular continuous services shall be counted for the purposes of promotion, confirmation and seniority etc.
6. Power to relax,-Where the New Delhi Municipal Council is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and with the approval of the Central Government relax any of the provisions of these regulations with respect to any class or category of persons.
7. Saving,- Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Economically Weaker Section, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

N ote: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: O fficers of the Central Government or State Governments or Union Territory Administrations,- (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or ( ii) with five years' service rendered after appointment to the post on a regular basis in level-4 in the pay matrix (Rs.25500-81100) or equivalent in the parent cadre or department; and ( b) Possessing the following qualifications and experience, namely:- ( i) Diploma or certificate course (two years) in Auxiliary Nurse Midwife or Diploma in General Nursing Midwifery from a recognized institution; (ii) two years' experience in the field of Auxiliary Nursing in minimum fifty bedded Government Hospitals or a Government recognized hospital; ( iii) Registered as Auxiliary Nurse Midwife or as a Nurse or Nurse and Midwife with State Nursing Council; | Category 'C' D epartmental Promotion Committee (for considering promotion/selection) 1. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding the appointment in the same or some other organization or department of the Central Government or State Governments or Union Territory Administrations shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation shall 'not be exceeding fifty-six years as on the closing date of receipt of applications. |
