पुलिस-II/389-400 के अनुसार राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल द्वारा इंदिरा गांधी अंतर्राष्ट्रीय
हवाई अड्डे, दिल्ली पर ग्रांउड हैंडलिंग की सेवाओं को अनिवार्य सेवाओं के रूप में घोषित किया था तथा
राष्ट्रीय राजधानी क्षेत्र दिल्ली के लोगों के लिए सेवाओं को आवश्यक बनाए रखने हेतु दिल्ली अन्तर्राष्ट्रीय
हवाई अड्डा लिमिटेड के समस्त ग्राउंड हैंडलिंग सेवा प्रदाताओं के कर्मचारियों के साथ-साथ इंदिरा गांधी
अंतर्राष्ट्रीय हवाई अड्डा, दिल्ली पर ग्राउंड हैंडलिंग सेवाएं प्रदान करने वाले कर्मचारियों के हड़ताल को
प्रतिबंधित करते हैं।
और जबकि, उक्त अधिसूचना दिनांक 23.09.2026 तक वैध है ।
2 DELHI GAZETTE : EXTRAORDINARY PART IV] हवाई अड्डा लिमिटेड के कर्मचारयों द्वारा की जाने वाली हड़ताल या आन्दोलन को प्रतिबंधित करना आवश्यक एवं समीचीन है ।अब, इसलिए, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, गृह मंत्रालय, भारत सरकार की दिनांक 30.7.1993 की अधिसूचना सं0 जीएसआर 526(ई) के द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली में यथाविस्तारित हरियाणा अनिवार्य सेवाएं रखरखाव अधिनियम, 1974 (1974 का हरियाणा अधिनियम सं. ं0 40) की धारा 4क के साथ पठित धारा 3 खण्ड-(ii) के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए एतद् द्वारा घोषणा करते हैं कि उपर्युक्त सेवाओं को अनिवार्य सेवाएं माना जाए तथा आईजीआईए पर ग्रांउड हैंडलिंग की सेवाएं प्रदाताओं के समस्त कर्मचारियों के साथ-साथ इंदिरा गांधी अंतर्राष्ट्रीय हवाई अड्डे, दिल्ली पर ग्राउंड हैंडलिंग सेवाएं प्रदान करने वाले दिल्ली अंतर्राष्ट्रीय हवाई अड्डा लिमिटेड के कर्मचारियों द्वारा की जाने वाली हड़ताल पर दिनांक 24.09.2026 से 23.03.2027 (दोनों दिन शामिल) तक आगे छः माह की अवधि के लिए प्रतिबंधित करते हैं।

Delhi, the 7th September, 2026
F. No. 3/07/HESMA/2016/HP-II/1767-1777.—Whereas, vide notification No. F.3/07/HESMA/2016/HP- II/389-400 dated 05.03.2026, issued by the Home Department, Government of NCT of Delhi, the Lieutenant Governor of the National Capital Territory of Delhi declared the services of Ground Handling at Indira Gandhi International Airport, Delhi as essential services and prohibited strikes by all employees of the Ground Handling Service Providers at IGIA, Delhi, as well as employees of Delhi International Airport Limited who provide ground handling services at Indira Gandhi International Airport, Delhi, in order to maintain services essential for the people of the National Capital Territory of Delhi.
And whereas, the said notification is valid up to 23.09.2026.
And whereas, the Lieutenant Governor of the National Capital Territory of Delhi is further satisfied that, in the public interest, it is necessary and expedient to prohibit any strike or agitation by the employees of Delhi International Airport Limited who provide ground handling services at Indira Gandhi International Airport, Delhi.
Now, therefore, in exercise of the powers conferred under Section 3 clause (ii) read with Section 4A of the Haryana Essential Services Maintenance Act, 1974 (Haryana Act No. 40 of 1974), as extended to the National Capital Territory of Delhi vide Government of India, Ministry of Home Affairs Notification No. G.S.R. 526(E) dated 30.07.1993, the Lieutenant Governor of the National Capital Territory of Delhi hereby declares the aforesaid services as essential services and prohibits strikes by all employees of the Ground Handling Service Providers at IGIA, Delhi, as well as employees of Delhi International Airport Limited providing ground handling services at Indira Gandhi International Airport, Delhi, for a further period of six months, with effect from 24.09.2026 to 23.03.2027 (both days inclusive).
