सं. 87 /स्था.I/ईI-2 /डी.एच.सी.—भारतीय संविधान के अनुच्छेद 229 के अंतर्गत निहित शक्तियों का प्रयोग करते हुए, इस न्यायालय के माननीय मुख्य न्यायाधीश 'दिल्ली उच्च न्यायालय स्थापना (नियुक्ति एवं सेवा की शर्तें) नियम, 1972' में निम्नलिखित नियम 6 ख सहर्ष अंतलिखित करते हैं:-

| 6 ख | जहां ऐसे कनिष्ठ कमियों पर, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, पदोन्नति के लिए विचार किया जा रहा है, वहां उनके वरिष्ठ सहकमियों पर भी विचार किया जाएगा, बशर्ते कि उनकी अपेक्षित अर्हक/पात्रता सेवा, ऐसी अर्हक/पात्रता सेवा के आधे से अधिक या दो वर्ष, जो भी कम हो, से कम न हो, तथा उन्होंने अपने उन कनिष्ठ सहकमियों के साथ, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगले उच् चतर श्रेणी में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो। |
नोट: उपरोक्त समावेशन अर्थात दिल्ली उच्च न्यायालय स्थापना (नियुक्ति एवं सेवा की शर्तें) नियम, 1972 में नियम 6ख, सभी संवर्गों की पदोन्नति के मामलों में एक सामान्य प्रावधान के रूप में लागू होगा। उपरोक्त संशोधन तत्काल प्रभाव से लागू होगा।

NOTIFICATION
Delhi, the 27th October, 2025
No. 87/Estt.I/EI-2/DHC.—In exercise of the powers vested under Article 229 of the Constitution of India, Hon'ble the Chief Justice of this Court has been pleased to insert following Rule 6B in `Delhi High Court Establishment (Appointment and Conditions of Service) Rules 1972':-
| 6B. | Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. |
Note: The above inclusion i.e. Rule 6B in `Delhi High Court Establishment (Appointment and Conditions of Service) Rules 1972', shall be applicable in cases of promotion of all the cadres as a general provision. The above amendment shall come into force with immediate effect.

सं. 88 /स्था.I/ईI-2 /डी.एच.सी.—भारतीय संविधान के अनुच्छेद 229 के अंतर्गत निहित शक्तियों का प्रयोग करते हुए, इस न्यायालय के माननीय मुख्य न्यायाधीश 'दिल्ली उच्च न्यायालय स्थापना (नियुक्ति एवं सेवा की शर्तें) नियम, 1972' की अनुसूची-II (क) की क्रम सं-18 में निम्नलिखित सहर्ष संशोधन करते हैं:-

| 18. | वरिष्ठ निजी सहायक (पदोन्नति / चयन पद) [सातवें वेतन आयोग का वेतन स्तर-8] | (क) वरिष्ठता/विभागीय परीक्षा द्वारा पदोन्नति हेतु - उच् च न्यायालय की स्थापना क े सदस्यों क े लिए: अनुसूची-1(क)में उल्लिखित श्रेणी 23 (निजी सहायक) में 3 वर्ष की सेवा | | (क) | 50% रिक्तियां अनुसूची -1(क) में उल्लिखित श्रेणी 23( निजी सहायक) स क ं प्यूटर/टाइपराइटर पर लिप्यन्तरित किये जाने वाले आशुलिपिक श्रुतलेख के आधार पर वरिष्ठता-सह-उपयुक्तता क े आधार पर पदोन्नति द्वारा, ऐसा न होने पर:- "वे निजी सहायक जिन्होंने पांच (05) वर्षों की नियमित सेवा पूरी कर ली हो, वरिष्ठ निजी सहायक के पद पर पदोन्नत किए जायेंगे| ऐसे पदोन्नत कर्मचारी निजी सहायक |
| क े संवर्ग में आपस में परस्पर वरिष्ठता बनाए रखेंगे| इस परंतुक के अंतर्गत की गई पदोन्नति 50% पदोन्नति कोटा से समायोजित की जाएगी|" | ||||
| (ख) सीधी भर्ती से आने वाले कर्मचारियों हेतु : आशुलेखन एवं ट ंकण में क्रमशः 110 शब्द प्रति मिनट एवं 40 शब्द प्रति मिनट की न्यूनतम गति के साथ स्नातक | | (ख) | 50% रिक्तियां सीधी भर्ती द्वारा लिखित परीक्षा के आधार पर भरी जाएंगी जिसमें एक परीक्षा अंग्रेजी भाषा (निबंध, व्याकरण और अनुवाद) की होगी तदुपरांत एक आशुलिपिक श्रुतलेख आयोजित की जाएगी जो कि कं प्यूटर/ टाइपराइटर पर लिप्यन्तरित किया जाएगा| चुने गए अभ्यर्थी मौखिक परीक्षा** में भी भाग लेंगे| (नोट:- प्रत्येक प्रतिभागी को दो आशुलिपिक श्रुतलेख परीक्षा में उपस्थित होने का अवसर प्रदान किया जाएगा तथा दोनों में से जो उत्तम होगा उस पर विचार किया जाएगा |) |
** विभागीय परीक्षा तथा सीधी भर्ती द्वारा नियुक्ति के लिए मौखिक-परीक्षा/ साक्षात्कार के अंक लिखित परीक्षा के कु ल अंको के 15% से अधिक नहीं होंगे |
** साक्षात्कार में कोई न्यूनतम अर्हक अंक नहीं होंगे|
नोट: उपरोक्त संशोधन तत्काल प्रभाव से लागू होगा।

No. 88/Estt.I/EI-2/DHC.—In exercise of the powers vested under Article 229 of the Constitution of India, Hon'ble the Chief Justice of this Court has been pleased to amend SL.No. 18 of the Schedule-II (A) to the 'Delhi High Court Establishment (Appointment and Conditions of Service) Rules 1972' so as to read as under:-

For promotion by seniority/departmental examination - For members of the Establishment of the High Court: 3 years service in category 23 (Personal Assistant) mentioned in Schedule-I(A). | a. | 50% of the vacant posts by promotion from category 23 (Personal Assistant) mentioned in Schedule-I(A) on the basis of seniority-cum-suitability on the basis of shorthand dictation to be transcribed on Computer/ Typewriter, failing which :- " Personal Assistants, who have completed five (05) years' of regular service would be promoted as Senior Personal Assistant. Such promotees would maintain inter se seniority between them in the cadre |
| b . For direct recruits: Graduate with speed of not less than 110 w.p.m. in shorthand and 40 w.p.m. in typewriting. | b . | of Personal Assistant. Promotions made under this proviso would be adjusted from the 50% promotion quota. 5 0% of the vacant posts by direct recruitment on the basis of written examination comprising of one paper in English language (Essay, Grammar and Translation) followed by a Shorthand dictation to be transcribed on Computer/Type writer. The short listed candidates would also undergo a viva voce** test. ( Note: Each participant will be given opportunity to appear in two shorthand dictation transcription tests and best of the two will be considered.) |
•• Viva-voce/interview marks shall not be more than 15% of the total marks of the written examination while making appointment through departmental examination as well as direct recruitment.
** There will be no minimum qualifying marks in the interview.
Note: The above amendment shall come into force with immediate effect.
