PREAMBLE :
In accordance with the Coastal Regulation Zone Notification No. S.O. 114 (E ) dated 19th February, 1991 issued by Ministry of Environment and Forests , Government of India, New Delhi, all Cosstal States and Union Territories were required to prepare Coastal Management Plans identifying and classifying CRZ areas within their respective territories in accordance with the guidelines given in the annexure of the said notification and obtain approval of the Government of India in Ministry of Environment and Forests . Accordingly Government of Gujarat prepared the Coastal Zone Management Plan of Coastal stretch of Gujarat and submitted to the Ministry of Environment and Forests , Government of Indie for necessary approval . The Ministry of Envrionment and Forests , Government of India accorded approval to the Coastal Management Plan submitted by the Government of Gujarat in department of Forest and Environ- ment vide its letter dated 27th September, 1996 .
In the writ petition No. 664 of 1993, Indian Council for Enviro Legal Action-VS -Republic of India , the Supreme Court directed that the Central Government should consider setting up under section 3 of the Act, State Coastal Management Authorities in each state of zone and also a National Coastal Management Authoity for the purpose of ensuring effective implementation ofthe notification of 1991. 1994 and 1997 as also of the Coastal Zone Management Plans .

In pursuance of CRZ notification and Supreme Court's directions , it was under active consideration of the State Government of Gujarat to constitute the Coastal Regulation Zone Management Authority for the State of Gujrat for he purpose of ensuring effective implementation of the CRZ Notification and Coastal Zone Management Plan .
RESOLUTION :
After careful consideration Government of Gujarat is pleased to constitute Coastal Regulation Zone Management Authoity" for the State of Gujarat for implementing, monitoring and enforcment of the povi- sions of the CRZ Notification of Ministry of Environment and Forests , Government of India, as also the Coastal Management Plans of Gujarat State , consisting of the representatives from various departments/ agencies as under :-

PREAMBLE :
G.R.No. ENV-1097-4343-P, dated the 13th October, 1997 was issued by the Forests and Environment Department, Sachivalaya , Gandhinagar , constituting the State Coastal Regulation Zone Management Authority.
It was under consideration of the State Government to impose some scrutiny fees for applications received for environmental clearance/recommendation ofthe State Government under the CRZ notification .
RESOLUTION :
After careful considerations it is decided by the State Government to impose the scrutiny fees , for the applications received for clearance/recommendations for the State Government under the CRZ noti- fication No. S.O. - 114 (E ) dated 19-2-91 , issued by the Ministry of Envrionment & Forest , Government of India, New Delhi , as per following :

The applicants must be enclose a D.D. payable to Gujarat Maritime Board Accounts Coastal Regulation Zone Management Authority towards scrutiny fees alongwith the application under the CRZ notifica- tion. This will be applicable to all the cases pending with this department and to all the applications that may be received in future , except the application made by the Ports and Fisheries Department , Gujarat Maritime Board and the Fisheries Commissionerate .
The fund so collected could be utilized for the services of experts , expenses for the meetings and for the visits of the locations proposed, study tour etc.

No. GS/98-2/DIP- 1098-309- GH .- Government of Gujarat has fearnt with profound regret the sad demise of Shri Gulzarilal Nanda , the former Prime Minister of India on 15th January, 1998. As a mark of respect to the memory of late Shri Gulzarilal Nanda . Government has decided to observe State Mourning throughout the State for three days from 15th January , 1998 to 17th January , 1998 (both days inclusive) . During the period of State Mourning , the National Flag will be flown at half mast on all Government buildings where it is flown regularly through out the State and there will be no official entertainment during this period .
Government of Gujarat declares that Friday the 16th January , 1998 will be the Holiday for State Government Offices including Board and Corporations at Ahmedabad and Gandhinagar as a mark of respect to the late Shri Gulzarilal Nanda. The funeral will take place on 16th January, 1998 at Ahmedabad at 16.00 hrs.
The holiday is not declared under repeat not under the Negotiable Instruments Act . 1881 .

૨. સદ્ગત શ્રી ગુલઝારીલાલ નંદા પ્રત્યે આદર પ્રગટ કરવા માટે રાજ્ય સરકાર તારીખ ૧૬ મી જાન્યુઆરી , ૧૯૯૮ ના રોજ અમદાવાદ અને ગાંધીનગર ખાતે આવેલ રાજ્ય સરકારની કચેરીઓ , બોર્ડ અને કોર્પોરેશન સહિત , જાહેર રજાના દિવસ તરીકે જાહેર કરે છે . અંત્યેષ્ટિ વિધિ તારીખ ૧૬ મી જાન્યુઆરી , ૧૯૯૮ ના રોજ અમદાવાદ ખાતે ૧૬.૦૦ કલાકે કરવામાં આવશે . આ રજા વટાઉખત અધિનિયમ , ૧૮૮૧ ની જોગવાઈઓ હેઠળ જાહેર કરવામાં આવતી નથી .

As the session of the Gujarat Legislative Assembly has been summoned by me to meet at 12.00 Noon on the 19th March , 1998 and as members of the Assembly are required to make and subscribe oath or affirmation under article 188 of the Constitution before the person aforesaid , before they are entitled to take their seats in the Assembly , all the members of the Gujarat Legislative Assembly are required to remain present at 12.00 Noon on the 18th March , 1998 at the Assembly Hall , Gandhinagar , for the aforesaid purpose .

Government of Gujarat hereby notifies the issue of 12.15 per cent Gujarat State Development Loan , 2008 of 10 year tenure for an aggregate amount of Rs.110.00 Crore(nominal).
Object of the loan
1. (i) The proceeds of the loan will be utilised for Financing Capital expenditure in connection with the development programme of the Government of Gujarat .
(ii)The consent of Central Government has been obtained to the flotation of this loan as required by Article 293(3 ) of the Constitution of India.

2. The loan offered for subscription is 12.15 per cent Gujarat State Development Loan, 2008.
Date of Issue
3. Application and subscription for the loan will be received on April 20, 1998 . Accordingly, the Date of issue of the loan will be April 20,1998 .
Date of repayment
4. The loan will be repaid at par on April 20, 2008 .
Rate of interest
5 . The loanwill bear interest at 12.15 per cent per annum from April 20,1998 payable half-yearly .
Commission
6. Commission at the rate of 6 paise per Rupees 100 will be payable to the primary Dealers and satellite Dealers registered with the Reserve Bank of India in addition to the Institutions mentioned in paragraph 15 of the General Notification Dated 1st April , 1997 on their own subscriptions submitted by them direct to the receiving offices . On any individual application, either commission or brokerage will be payable and not both.
Other terms and conditions
7. The other terms and conditions will be as per the provisions contained in the Notification of Government of Gujarat bearing No.GN - 3 /97/OMB - 1197-844 -Kh , dated 1st April, 1997.

૨. આ લોનને સન ૨૦૦૮ ની ૧૨.૧૫ ટકાની ગુજરાત રાજય વિકાસ લોન તરીકે વર્ણવવામાં આવશે .
લોન બહાર પાડવાની તારીખ :
૩. લોન માટેની અરજી અને તે માટેની ભરણાની રકમ તારીખ ૨૦ મી એપ્રિલ , ૧૯૯૮ ના રોજ સ્વીકારવામાં આવશે અને તદનુસાર લોન બહાર પાડવાની તારીખ ૨૦ મી એપ્રિલ , ૧૯૯૮ . રહેશે .
પરત ચુકવણીની તારીખ :
૪. આ લોન સમાન દરે ૨૦ મી એપ્રિલ , ૨૦૦૮ ના રોજ પરત ચૂકવવામાં આવશે .
વ્યાજની ચુકવણી :
૫. આ લોન પર ૨૦ મી એપ્રિલ , ૧૯૯૮ થી વાર્ષિક ૧૨.૧૫ ટકાના દરે વ્યાજ ચૂકવવામાં આવશે અને તે દર છ માસે ચૂકવવાપાત્ર બનશે .

૭. પોતાનું ભરણું સીધું જ ભરણું સ્વીકારનાર કચેરીને રજૂ કર્યું હશે તેઓને તારીખ ૧ લી એપ્રિલ , ૧૯૯૭ ના સામાન્ય જાહેરનામાંના ફકરા -૧૫ માં જે સંસ્થાઓનો ઉલ્લેખ કરાયો છે , તે ઉપરાંત ભારતીય રિઝર્વ બેન્કમાં નોંધાયેલા પ્રાથમિક ડીલરો અને સેટેલાઈટ ડીલરોને રુ .૧૦૦ ના ૬ પૈસાના દરે દલાલી મળવાપાત્ર થશે . વ્યકિતગત અરજીઓ પર દલાલી અથવા કમીશન ચૂકવવાપાત્ર થશે , બન્ને ચૂકવવાપાત્ર થશે નહીં .

૭. આ લોન અંગેની અન્ય શરતો ગુજરાત સરકારના તા .૧ લી એપ્રિલ , ૧૯૯૭ ના જાહેરનામાં ક્રમાંક - જી - એન -૩ / ૯૭ / ઓએમબી/ ૧ ૧૯૭/ ૮૪૪ / ખ માં સમાવિષ્ટ જોગવાઈઓ મુજબ રહેશે .

Scheme of issue of State Government Loans
The Government of Gujarat hereby makes the following amendment to its Notification No.GN -3/97/0MB / 1197/ 844/KH , dated April 1 , 1997 relating to the scheme of issue of State Government loans .
( i) For the paragraph 15 , the following shall be substituted : - "Commission:-
15. Commission at the rate of six paise per Rs.100/ - will be paid to banks , Primary Dealers and Satellite Dealers registered with the Reserve Bank of India , Life Insurance Corporation of India, General Insurance Corporation of India and its

Government of Gujarat hereby notifies the issue of 12.50 per cent Gujarat State Development Loan , 2008 of 10 year tenure for an aggregate amount of Rs . 135.00 Crore (nominal).
Object of Loan
1. (i)The proceeds of the loan will be utilized for Financing Capital expenditure in connection with the development programme of the Government of Gujarat .
(ii )The consent of Central Government has been obtained to the flotation of this loan as required by Article 293(3 ) of the Constitution of India .
Nomenclature
2. The loan offered for subscription is 12.50 per cent Guajrat Development Loan , 2008 .
Date of Issue
3. Application and subscription for the loan will be received on 12th October, 1998 . Accordingly, the Date of issue of the loan will be 12th October, 1998 .

૧ ( ૧ ) આ લોનની ઉપજ ગુજરાત સરકારના વિકાસ કાર્યક્રમ સંબંધી મૂડી -ખર્ચની નાણાં વ્યવસ્થા કરવા માટે * ઉપયોગમાં લેવામાં આવશે .
( ૨) ભારતના સંવિધાનની ક્લમ -૨૯૩ ( ૩ ) ની જરૂરિયાત મુજબ આ લોન ઉઘરાવવા માટે કેન્દ્ર સરકારની મંજુરી મેળવવામાં આવી છે .

२. આ લોનને સન ૨૦૦૮.ની ૧૨.૫૦ ટંકાની ગુજરાત રાજય વિકાસ લોન તરીકે વર્ણવવામાં આવશે .
લોન બહાર પાડવાની તારીખ :
3. લોન માટેની અ ૨ જી અને તે માટેની ભરણાની રકમ તારીખ ૧૨ મી ઓકટોબર , ૧૯૯૮ ના રોજ સ્વીકારવામાં આવશે અને તદનુસાર લોન બહાર પાડવાની તારીખ ૧૨મી ઓકટોબર , ૧૯૯૮ રહેશે .

( ૩) ઉપર જાહેર કરેલા મુસ્લીમોના કોઈપણ તહેવારો જાહેર કરેલા દિવસે આવતા ન હોય તો, તે તહેવાર જે દિવસે ખરેખર ઉજવાય તે દિવસે સરકારના મુસ્લીમ કર્મચારીઓને તેમણે પસંદગી કરેલી રજા જાહેર કરેલી રજાના બદલે તે દિવસે મરજીયાત રજા તરીકે આપી શકાશે.

૨. શ્રી સવજીભાઈ જીવરાજભાઈ કોરાટ રાજકોટ જિલ્લાના જેતપુર મતદાર વિસ્તારમાંથી દસમી ગુજરાત વિધાનસભાના સભ્ય તરીકે ચૂંટાઈ આવ્યા હતા . તેઓશ્રીએ ૧૯૯૫ ના મંત્રીમંડળમાં માર્ગ અને મકાન વિભાગના નાયબ મંત્રી તરીકે ઉલ્લેખનીય યોગદાન આપ્યું હતું .
૩. રાજકોટ જિલ્લાના જેતપુર તાલુકાના જૂની સાંકળી ગામે ૬ઠ્ઠી ઓગષ્ટ , ૧૯૫૩ ના રોજ જન્મેલા શ્રી સવજીભાઈ જીવરાજભાઈ કોરાટ બી.એ. , બી.કોમ . , એલ.એલ.બી. ( સ્પેશીયલ ) ની પદવી ધરાવતા હતા . ખેતીની વ્યવસાય ધરાવતા શ્રી સવજીભાઈ જીવરાજભાઈ કોરાટ આઠમી તથા નવમી વિધાનસભામાં આ મતવિસ્તારમાંથી ધારાસભ્ય તરીકે ચૂંટાયા હતા . તેમઓએ જેતપુર તાલુકા પંચાયતના સભ્ય , જેતપુર ડાઈંગ એસોસીએશનના માનદ્ મંત્રી, રાજકોટ જિલ્લા યુવા ભારતીય જનતા પક્ષના તથા જેતપુર તાલુકા ભારતીય જનતા પક્ષના મહામંત્રી તથા જેતપુર ગુંડાગીરી નાબુદી સમિતિના કન્વીનર પદે મહત્વપૂર્ણ સેવાઓ આપી હતી . સ્પષ્ટવક્તાં તરીકેની છાપ ધરાવતા શ્રી સવજીભાઈ જીવરાજભાઈ કોરાટે લોકમતને ઘડવામાં અને લોકસંગઠન માટે આગવું પ્રદાન કરેલું હતું . તેમો વાંચન મને કાવ્યાસ્વાદનો શોમ ધરાવતા હતા .
૪. શ્રી સવજીભાઈ જીવરાજભાઈ કોરાટના દુઃ મદં અવસાનથી ગુજરાત રાજ્યએ એક સંનિષ્ઠ વહીવટકતાં ગુમાવ્યા છે અને રાજ્યને ન પૂરી શકાર્ય તેવી ખોટ પડી છે .

2 . Shri Savjibhai Jivrajbhai Korat has been elected as Member of Tenth Gujarat Legislative Assembly from Jetpur Taluka , District Rajkot . As Deputy Minister of Roads & Buildings , he has rendered remarkable services in 1995. He was appointed Minister of Roads & Buildings since 13th March , 1998 in the present Ministry .
3 . Born on 6th August , 1953 in the village of Old Sankali of Jetpur Taluka in Rajkot District , Shri Savjibhai Jivrajbhai Korat possessed the degrees of B.A. , B.Com . , L.L.B. ( Special ) . By profession he was a farmer . He was elected as a Member of the 8th & 9th Legislative Assembly from Jetpur Constituency . He has rendered valuable services as the Member , Jetpur Taluka Panchayat : Honorary Secretary of the Jetpur Dyeing Association , General Secretary of Rajkot District Youth B.J.P .; and Convenor of Committee for eradication of anti - social elements , Jetpur . He has never hesitated to tell the truth , and he has helped a lot in building public forums . His hobbies included reading and critical study of poetry .
4. On the sad demise of Shri Savjibhai Jivrajbhai Korat , Gujarat State has lost an able administrator .

ક્રમાંક : ડીઆઈપી- ૧૦૯૮-૪૯૯૫ - ઘ ' - ગુજરાત સરકારના શહેરી અને ગ્રામ ગૃહ નિર્માણ રાજ્યકક્ષાના મંત્રીશ્રી મગનભાઈ આંબાભાઈ કાસુન્દ્રાના ગુરૂવાર તારીખ ૩ જી ડિસેમ્બર , ૧૯૯૮ ના રોજ ગાંધીનગર ખાતે થયેલ દુઃખદ અવસાનની ગુજરાત સરકાર ઉંડા ખેદ સાથે નોંધ લે છે .
જામનગર જિલ્લાના ૨૪ -જોડિયા મત વિભાગમાંથી દસમી ગુજરાત વિધાનસભાની ચૂંટણીમાં વિજયી બનેલા શ્રી મગનભાઈ કાસુન્દ્રાનો જન્મ તા . ૧૯-૧૦-૧૯૪૮ના રોજ જોડિયા તાલુકાના આમરણ ખાતે થયો હતો .
શ્રી કાસુન્દ્રા આઠમી તથા નવમી ગુજરાત વિધાનસભાનાાણ સભ્ય રહી ચૂક્યા છે . તેઓ ૧૯૯૫ ના મંત્રી મંડળના નાયબ મંત્રી તરીકે અન્ન અને પુરવઠા વિભાગનો હવાલો સંભાળતા હતા .
તેઓ કડવા પટેલ સમાજ , કડવા પટેલ કન્યા છાત્રાલય તથા નવસારી પટેલ સમાજના પ્રમુખ તથા આમરણ હાઈસ્કૂલના ટ્રસ્ટી તરીકે સેવાઓ આપી ચૂકયા છે.જાગૃતિ કેળવણી ટ્રસ્ટ , આમરણ સાથે સંકળાયેલા શ્રી કાસુન્દ્રાએ પીપલ્સ ખેડા , નવસારીના ડિરેકટર તરીકે પણ સેવાઓ આપી હતી .
તેમણે ઈંગ્લેન્ડ , બેલ્જિયમ , ફ્રાન્સ , તથા ડેન્માર્કનો પ્રવાસ પણ કર્યો છે .
શ્રી મગનભાઈ આંબાભાઈ કાસુન્દ્રાના દુઃખદ અવસાનથી ગુજરાત રાજ્યએ એક સંનિષ્ઠ વહીવટકર્તા ગુમાવ્યા છે અને રાજ્યને ન પૂરી શકાય તેવી ખોટ પડી છે .

2. Shri Maganbhai Ambabhai Kasundra, Member of Tenth Gujarat Legislative Assembly from Jodia , District : Jamnagar , was also a member of 8th and 9th Gujarat Legislative Assembly. In 1995, as Deputy Minister for Food and Civil Supplies , he has rendered remarkable services . He was Minister of State for Urban & Rural Housing (Ind. charge ) since 13th March , 1998 in the present Ministry .
3. He was born on 19th October , 1948 in village Amran , Taluka : Jodia, District : Jamnagar. He has rendered valuable service as Chairman , Kadva Patel Samaj , Kadva Patel Kanya Chhatralaya and Navsari Patel Samaj and as a Trustee of Amran High School . Also he was connected with Jagruti Kelavani Trust and with Nagrik People's Bank too as Director . He had visited England , Belgium , France and Denmark .
4. On the sad demise of Shri Maganbhai Ambabhai Kasundra , Gujarat State has lost an able administrator.

Government of Gujarat hereby notifies the issue of 12.50 per cent Gujarat State Development Loan, 2008 of 10 year tenure for an aggregate amount of Rs.70.00 Crore (nominal).
Object of the loan :
(i)The proceeds of the loan will be utilised for Financing Capital expenditure in connection with the development programme of the Government ofGujarat.
(ii )The consent of Central Government has been obtained to the flotation of this loan as required by Article 293 (3) of the Constitution of India .
Nomenclature :
2. The loan offered for subscription is 12.50 per cent Gujarat State Development Loan , 2008 (Second Issue) .
Date of IssC
3. Application and subscription for the loan will be received on 28th December, 1998 . Accordingly, the Date of issue of the loan will be 28th December, 1998 .

4. The loan will be repaid at par on 28th December, 2008 .
Rate of interest :
5. The loan will bear interest at 12.50 per cent per annum . Interest for the period from December 28,1998 to April 11 , 1999 will be paid on April 12,1999 and thereafter interest will be paid half yearly on October 12th and April 12th each year .
Other terms and conditions :
6. The other terms and conditions will be as per the provisions contained in the Notification of Government of Gujarat bearing No.GN - 3 /97/ OMB - 1197-844 - Kh, dated 1st April , 1997, as amended vide Notification No.GN - 7 / 98 /OMB - 1198-588 - KH dated June 15,1998
