GUJARAT MUNICIPALITIES ACT, 1963.
No. KV/399 of 2025/UDUHD/CCA/e-file/18/2023/5908/R Section:- In exercise of the powers conferred by sub-section (2) of section 47A read with sub-section (3) of section 277 of the Gujarat Municipalities Act, 1963 (Guj. 34 of 1964), the Government of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Deputy Executive Engineer (Civil), Class II, in the Gujarat State Municipal Engineers' Services, under the Urban Development and Urban Housing Department, namely:-

I-A Ex.-184184-2 GUJARAT GOVERNMENT GAZETTE, EX., 31-12-2025 [ PART I-A (A) by promotion of a person who possesses the benchmark of 'Good' for being considered fit for promotion within the zone of consideration, as laid down in the Gujarat Civil Services Classification Recruitment (General) Rules, 1967, from amongst the persons, who, -
(a) (i) have served for not less than five years in the cadre of Assistant Engineer (Civil), Class II, in the Gujarat State Municipal Engineers' Services, under the Urban Development and Urban Housing Department; or
(ii) have served for not less than eight years in the cadre of Municipal Engineer (Civil), Class III, in the Gujarat State Municipal Engineers' Services, under the Urban Development and Urban Housing Department; and
(b) have passed the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006;
Provided further that where the State Government is satisfied that a person having the experience specified in sub-clause (a) of clause (A) above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion even of a person having experience for a lesser period, it may, for reasons to be recorded in writing, promote such person who possesses experience of not less than two-thirds of the period specified in sub-clause (a) of clause (A) above; or
(B) On the basis of result of Combined Competitive Examination held for the purpose; or
(C) by temporary transfer on deputation basis from amongst the persons working on the cadre of Deputy Executive Engineer (Civil), Class II in the Gujarat Engineering Services, under the Narmada, Water Resources, Water Supply and Kalpasar Department, Gujarat State or cadre of Deputy Executive Engineer (Civil), Class II in the Gujarat Engineering Services, under the Roads and Buildings Department, Gujarat State, who possesses the educational qualification as prescribed in clause (b) of rule 3.
3. To be eligible for appointment on the basis of result of Combined Competitive Examination to the post mentioned in rule 2, a candidate shall, -
(a) not be more than 35 years of age;
(b) possess a Bachelor's Degree in Engineering (Civil) or Technology (Civil) obtained from any of the Universities established or incorporated by or under the Central or a State Act in India, or any other educational institutions recognized as such or declared to be deemed as a University under section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification recognized by the Government;
(c) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Requirement (General) Rules, 1967; and
(d) possess adequate knowledge of Gujarati or Hindi or both.
4. The candidate appointed on the basis of result of Combined Competitive Examination shall be on probation for a period of two years.
5. The candidate appointed on the basis of result of Combined Competitive Examination, during the period of probation, shall be required to undergo pre-service training and to pass the post-training examination in accordance with the provisions of the Gazetted Officer's (Pre-service Training and Examination) Rules, 1970.
6. The candidate appointed on the basis of result of Combined Competitive Examination, during the period of probation, shall be required to pass the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006.
7. The candidate appointed on the basis of result of Combined Competitive Examination shall be required, to pass the Departmental/professional examination and an examination in Gujarati or Hindi or both, in accordance with the rule prescribed by the Government.
8. The candidate appointed either on the basis of result of Combined Competitive Examination or by promotion shall be required to undergo such training and to pass such examination as may be prescribed by the Government.

9. The candidate appointed on the basis of result of Combined Competitive Examination shall be required to
furnish a security and surety bond in such form, for such amount, and for such period as may be prescribed by
the Government.
10. Where in respect of any matter relating to the conditions of service of the Deputy Executive Engineer (Civil),
Class II, for which no specific provision is made in the Gujarat Municipalities Act, 1963, the following rules
shall apply mutatis mutandis to the post of Deputy Executive Engineer (Civil), Class II namely:-
(1) The Gujarat Civil Services (Pay) Rules, 2002.
(2) The Gujarat Civil Services (Additions to Pay) Rules, 2002.
(3) The Gujarat Civil Services (General Conditions of Services) Rules, 2002.
(4) The Gujarat Civil Services (Travelling Allowance) Rules, 2002.
(5) The Gujarat Civil Services (Occupation of Residential Accommodation) Rules, 2002.
(6) The Gujarat Civil Services (Joining Time, Foreign Service, Deputation out of India, Payment during
Suspension, Dismissal and Removal) Rules, 2002.
(7) The Gujarat Civil Services (Leave) Rules, 2002.
(8) The Gujarat Civil Services (Pension) Rules, 2002.
(9) The Gujarat Civil Services (Conduct) Rules, 1971.
(10) The Gujarat Civil Services (Discipline and Appeal) Rules, 1971.
(11) The Gujarat Civil Services Classification and Recruitment (General) Rules, 1967.
(12) Gujarat Civil Service (New Contributory Pension Scheme) Rules, 2024.
