सिविल विमानन्‌ विभाग, हरियाणा की वर्ष 2016-17 की वार्षिक प्रषासनिक रिपोर्ट की समीक्षा।

वर्ष 2016-2017 के दौरान हरियाणा सिविल विमान्‌न संस्थान (हिक्का) के सभी सैन्टर हिसार, करनाल तथा पिंजौर लगातार फ्लाईंग प्रषिक्षण प्रदान करते रहे। हिक्का के करनाल सैन्टर ने 1500 घण्टों की उड़ान के लक्ष्य के समक्ष 1489ः00 घण्टे की उड़ान की। हिक्का के हिसार सैन्टर ने 1500 घण्टों की उड़ान के लक्ष्य के समक्ष 00ः00 घण्टे की उड़ान की क्योंकि हिक्का के हिसार सैन्टर में रिपोर्टाधिन अवधि के दौरान Chief Flying Instructor/ Dy. Chief Flying Instructor उपलब्ध नहीं था। माहनिदेषक सिविल विमानन, भारत सरकार, नई दिल्ली के नियमों के तहत किसी भी Flying Centre की Flying गतिविधियों के लिए Chief Flying Instructor/ Dy. Chief Flying Instructor का होना जरूरी है। हिक्का के पिंजौर सैन्टर ने 1500 घण्टों की उड़ान के समक्ष 1897ः45 घण्टे की उड़ान की। हिसार केन्द्र के प्रषिक्षणार्थियों ने वर्ष के दौरान उड्‌डयन के क्षेत्र में शून्य लाईसैंस प्राप्त किये। करनाल केन्द्र के प्रषिक्षणार्थियों ने 21 स्टूडैंटस पायलट लाईसैंस, 03 कामर्षियल पायलट लाईसैंस, 09 कामर्षियल पायलट लाईसैंस (कन्वर्सन), 03 इंस्ट्रूमेन्ट रेटिंग लाईसैंस एवं 03 रिन्यूवल टैस्ट लाईसैंस प्राप्त किये। पिंजौर केन्द्र के प्रषिक्षणार्थियों ने 12 स्टूडैंट पायलट लाईसैंस, 01 प्राईवेट पायलट लाईसैंस, 04 कामर्षियल पायलट लाईसैंस, 01 फलाईट इन्सट्रक्टर रेटिंग लाईसैंस, 06 इंस्ट्रूमेन्ट रेटिंग लाईसैंस एवं 04 रिन्सूवल टैस्ट लाईसैंस प्राप्त किये। विभाग द्वारा हरियाणा निवासी लड़के, लड़कियों तथा अनुसूचित जातियों के प्रषिक्षणार्थियों को रियायती दरों पर फलाईंग का प्रषिक्षण दिया जाता है परन्तु रिपोर्टाधीन वर्ष दौरान किसी भी प्रषिक्षणार्थी ने इस रियायत हेतु आवेदन नहीं किया।

वी.आई.पी. हवाईजहाज सुपर किंग एयर B-200 (VT-HRA) दिनांक 27.03.2014 को क्रैष हो जाने के कारण वर्ष के दौरान यह सुविधा उपलब्ध नहीं की जा सकी। इसके अतिरिक्त वी.आई.पी. हैलीकॉप्टर EC-145 (VT-HRY) द्वारा बिना किसी रूकावट एवं दुर्घटना के 266ः28 घण्टों की 249 उड़ानें की जिस कुल रु० 3,34,20,130.00 का खर्चा हुआ।

During the year 2016-2017, the Aviation centers of Haryana Institute of Civil Aviation situated at Hisar, Karnal and Pinjore continued to provide flying training. Haryana Institute of Civil Aviation, Karnal Centre did 1489:00 hours against the target of 1500 flying hours. Haryana Institute of Civil Aviation, Hisar Centre did 0000:00 hours against the target of 1500 flying hours due to non availability of Chief Flying Instructor/Deputy Chief Flying Instructor at Hisar Centre. As per rules of Director General, Civil Aviation, GOI, New Delhi availability of the Chief Flying Instructor/Deputy Chief Flying Instructor is mandatory for such activities. Haryana Institute of Civil Aviation, Pinjore Centre dit 1897:45 hours against the target of 1500 flying hours. During the year under report, Pilot trainees of Hisar Nil Licences were done in the field of flying training. The Pilot trinees of Karnal centre got 21 Student Pilot Licence, 03 Commercial Pilot Licence, 09 C.P.L.(Conversion), 03 Instrument Rating Licence and 03 Renewal Test Licence in the field of flying training. The Pilot trainees of Pinjore Centre got 12 Student Pilot Licence, 01 Private Pilot Licence, 04 Commercial Pilot Licence, 01 Flight Instructor Rating Licence, 06 Instrument Rating Licence and 04 Renewal Test Licence in the field of flying training.

The department also provides concession for flying training to the boys, girls and students of Scheduled Caste category of Haryana domicile, but no student approached this department for such concession during the period under report.

The VIP Aircraft 'Super King Air B-200 (VT-HRA) crashed on 27.3.2014 due to which no such facility was provided to the VIPs during the period under report. However, V.I.P. Helicopter EC-145 (VT-HRY) provided 249 flights of 266:28 hours with expenditure of Rs. 3,34,20,130.00 without any interruption.
