अधिसूचना क्रमांक 22/48/2010-6स्था-1 दिनांक 21.10.2015 को अधिक्रमण करते हुए और कार्यस्थल पर यौन उत्पीड़न (रोकथाम, निषेध और निवारण) नियम 2013 की धारा 4 (1) के अन्तर्गत हरियाणा सिविल सचिवालय के यौन उत्पीड़न की षिकायतों की सुनवाई के लिए, महिलाओं के यौन उत्पीड़न के खिलाफ सरंक्षण प्रदान करने के लिए एक आन्तरिक षिकायत समिति के गठन हेतू निम्नलिखित सदस्यों को नामांकित किया गया है :-
1. श्रीमती नीरजा शेखर भा. प्र. से. ः अध्यक्ष/पीठासीन अधिकारी
2. सुश्री नीलम कष्यप, उप महाधिवक्ता ः सदस्य
3. श्रीमती आरती चड्डा, पुस्तकाध्यक्ष ः सदस्य
4. श्री सतबीर सिंह, अवर सचिव ः सदस्य
उक्त अधिनियम के प्रावधानों के सन्दर्भ में आंतरिक षिकायत समिति को हरियाणा सिविल सेवा (दण्ड तथा अपील) नियम, 2016 के उद्देष्य अनुसार जांच अधिकारी समझा जाएगा तत्पष्चात जांच रिपोर्ट अनुसार अनुषासनिक अधिकारी द्वारा नियमों के अनुसार रिपोर्ट पर कार्यवाही की जायेगी।
नियमानुसार आंतरिक षिकायत समिति पीड़ित की षिकायत को सयमबद्ध निवारण के लिए उत्तरदायी होगी। आंतरिक षिकायत समिति के अध्यक्ष/पीठासीन अधिकारी तथा प्रत्येक सदस्य अपनी नामांकित तिथि से तीन वर्ष से अधिक पद पर कार्य नहीं करेंगे।

Notification

In supersession of Notification No. 22/48/2010-6Estt.-1 dated 21.10.2015 and in terms of Section 4(i) of the sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, Governor of Haryana is pleased to constitute the Internal Complaint Committee comprising of following members with a view to provide protection against sexual harassment of women at workplace and for hearing the complaints of sexual harassment of Haryana Civil Secretariat:-
1. Smt. Neerja Shekhar, IAS : Chairperson/Presiding Officer
2. Ms. Neelam Kashyap, DAG Haryana : Member
3. Mrs. Aarti Chadha, Librarian : Member
4. Sh. Satbir Singh, Under Secretary : Member
In terms of provisions of the aforesaid Act, the Internal Complaint Committee shall be deemed to be an inquiry authority for the purpose of "Haryana Civil Services (Punishment and Appeal) Rules, 2016" and the report of said Committee shall be deemed to be an inquiry report. Disciplinary authority shall act upon the report in accordance with the rules.
The internal Complaints Committee shall be responsible for redressal of the complaint made by the victim and ensure time bound treatment of the complaint as provided in the act.
The Presiding Officer and every Member of the "Internal Complaint Committee" shall hold office for such period not exceeding three years, from the date of his/her nomination.
