संख्या 2/12/2016-1सी०ए०.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुये, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा सिविल विमानन (ग्रुप ख) सेवा नियम, 2011 को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1. ये नियम हरियाणा सिविल विमानन (ग्रुप ख) सेवा (संषोधन) नियम, 2018 कहे जा सकते हैं।
2. हरियाणा सिविल विमानन (ग्रुप ख) सेवा नियम, 2011 (जिन्हें, इसमें, इसके बाद, उक्त नियम कहा है) में, नियम 5 में, ''40 वर्ष'' अंकों तथा श्षब्द के स्थान पर, ''बयालीस वर्ष'' षब्द प्रतिस्थापित किये जाएंगे।
3. उक्त नियमों में, नियम 9, में उप-नियम (i) में खण्ड (घ) के बाद, निम्नलिखित खण्ड जोड़ा जायेगा, अर्थात्ः- ''(ङ) निरन्तर उड्डयन योग्यता प्रबन्धक की दषा में,-
(i) सीधी भर्ती द्वारा; या
(ii) किसी राज्य सरकार अथवा भारत सरकार की सेवा में पहले से ही लगे किसी अधिकारी के स्थानान्तरण या प्रतिनियुक्ति द्वारा''।
4. उक्त नियमों में, परिषिष्ट क में, खाना 1, 2, 3, 4, 5 तथा 6 के नीचे क्रम सख्या 4 तथा उसके सामने प्रविष्टियाें के बाद निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जायेंगी, अर्थात्ः-

(1380)PART I] HARYANA GOVT. GAZ., JUNE 19, 2018 (JYST. 29, 1940 SAKA) 1381 5. उक्त नियमों में, परिषिष्ट ख में खाना 1, 2, 3 तथा 4 के नीचे, क्रम संख्या 4 तथा उसके सामने प्रविष्टियों के क्रम संख्या तथा उसके सामने प्रविष्टि जोड़ी जायेंगी, अर्थात्ः-

| "5 | निरन्तर उड्डयन योग्यता प्रबन्धक | ( i) किसी मान्यता प्राप्त बोर्ड से विज्ञान सहित 102 या इसके समकक्ष; (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिन्दी /संस्कृत; (iii) कम्पयूटर का ज्ञान; (iv) रोटरी हवाई जहाज़ तथा जैट ईंजन में बुनियादी वायुयान रख-रखाव इंजीनियरिंग लाईसैंस/ बुनियादी वायुयान रख-रखाव इंजीनियरिंग प्रमाण-पत्र रखता हो, (v) विमानन में कार्य करने का पांच वर्ष का अनुभव प्राथमिकता निरन्तर उड्डयन योग्यता प्रबन्धक संस्थान में कार्य करने वाले को दी जायेगी। | स्थानान्तरण/प्रतिनियुक्ति द्वाराः- (i) किसी मान्यता प्राप्त बोर्ड से विज्ञान सहित 102 या इसके समकक्ष; (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिन्दी /संस्कृत; (iii) कम्पयूटर का ज्ञान; (iv) रोटरी हवाई जहाज़ एवं जैट ईंजन में बुनियादी वायुयान रख-रखाव इंजीनियरिंग लाईसै ंस/ बुनियादी वायुयान रख-रखाव इंजीनियरिंग प्रमाण-पत्र रखता हो, (v) विमानन में कार्य करने का पांच वर्ष का अनुभव प्राथमिकता निरन्तर उड्डयन योग्यता प्रबन्धक संस्थान में कार्य करने वाले को दी जायेगी। |
6. उक्त नियमों में, परिषिष्ट ग में खाना 1 तथा 2 के नीचे, क्रम संख्या 4 तथा उसके सामने प्रविष्टियों के बाद, क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जायेंगी, अर्थात्ः-

7. उक्त नियमों में, परिषिष्ट घ में, खाना 1 तथा 2 के नीचे, क्रम संख्या 4 तथा उसके सामने प्रविष्टियों के बाद, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जायेंगी, अर्थात्ः-

No. 2/12/2016-1CA .— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Civil Aviation Department (Group B) Service Rules, 2011, namely:-
1. These rules may be called the Haryana Civil Aviation Department (Group B) Service (Amendment) Rules, 2018.
2. In the Haryana Civil Aviation Department (Group B) Service Rule, 2011, (hereafter called the said Rules), in rule 5, for the figure '40', the words and sign "forty-two" shall be substituted.
HARYANA GOVT. GAZ., JUNE 19, 2018 (JYST. 29, 1940 SAKA) [PART I 13823. In the said rules, in rule 9, in sub rule (1) after clause (d), the following clause shall be added, namely:-
"(e) in case of Continuing Airworthiness Manager,˗
(i) by direct recruitment; or
(ii) by transfer or deputation of an officer already in the service of any State Government or the Government of India".
4. In the said rules, in Appendix A, under columns 1, 2, 3, 4, 5 and 6, after serial number 4 and entries there against, the following serial number and entries there against shall be added, namely :-

5. In the said rules, in Appendix B, under columns 1,2,3 and 4 , after serial number 4 and entries there against, serial number and entries there against shall be added, namely:-

| "5 | Continuing Airworthiness Manager | ( i) 10+2 with Science or its equivalent from any recognized Board; (ii) Hindi/Sanskrit upto Matric standard or Higher Education; (iii) Knowledge of computer; (iv) Basic Aircraft Maintenance Engineering Licence/Basic Aircraft Maintenance Engineering Certificate in Rotary Aircraft and Jet Engine preferably. (v) 5 years of working Aviation experience preferably in Continuing Airworthiness Manager Organization. | By transfer/deputation (i) 10+2 with Science or its equivalent from any recognized Board; (ii) Hindi/Sanskrit upto Matric standard or Higher Education; (iii) Knowledge of computer; (iv) Basic Aircraft Maintenance Engineering Licence/Basic Aircraft Maintenance Engineering Certificate in Rotary Aircraft and Jet Engine preferably. (v) 5 years of working Aviation experience preferably in Continuing Airworthiness Manager Organization.". |
6. In the said rules, in Appendix C under columns 1 and 2, after serial number 4 and entries there against, the following serial number and entries there against shall be added, namely :-
