रोजगार विभाग हरियाणा की वित्त्ीय वर्ष 2016-17 की प्रशासनिक रिपोर्ट की समीक्षा

1. श्री प्रवीन कुमार, आई0ए0एस0 दिनांक 01.04.2016 से 06.06.2016 तक श्री अंशज सिंह, आई०ए०एस० दिनांक 08.06.2016 से 14.03.2017 तक तथा श्री पंकज, आई0ए0एस0 दिनांक 16.03.2017 से 31.03.2017 तक रोजगार विभाग, हरियाणा में निदेशक के पद पर कार्यरत रहे । विभाग का प्रशासकीय नियन्त्रण श्रीमति शषी बाला गुलाटी, आई०ए०एस०, अतिरिक्त मुख्य सचिव, हरियाणा सरकार के पास दिनांक 01.04.2016 से 22.04.2016 तथा श्री ए०के० सिंह, आई०ए ०एस०, प्रधान सचिव, हरियाणा सरकार के पास दिनांक 23.05.2016 से 31.03.2017 तक रहा ।
2. रोजगार विभाग, हरियाणा का 55 रोजगार कार्यालयों का नेट वर्क राज्य में बेरोजगार प्रार्थियों को रोजगार सहायता तथा सार्वजनिक एंव निजी क्षेत्र के नियोजकों को उनकी मानव-शक्ति की आवश्यकताओं की पूर्ति हेतू मदद कर रहा है, जिसका ब्यौरा निम्न प्रकार से हैः-

(क) रोजगार कार्यालयों द्वारा रोजगार सहायता हेतू 1,32,596 प्रार्थियों के नाम पंजीकृत किये गये तथा 1,097 प्रार्थियों को लाभप्रद रोजगार में लगाया गया ।
(ख) इसी प्रकार 49,336 महिला प्रार्थियों के नाम रोजगार सहायता हेतू पंजीकृत किये गये तथा 04 महिला प्रार्थियों को रोजगार में लगाया गया ।
(ग) 970 दिव्यांग प्रार्थियों के नाम पंजीकृत किये गये ।
(घ) मुख्यालय पर राज्य रोजगार कार्यालय ने किसी भी प्रार्थी को नौकरी नहीं दिलवाई। विचाराधीन अवधि के दौरान इस कार्यालय द्वारा दिव्यांग कक्ष द्वारा प्रार्थियों का पंजीकरण आन लाईन किया गया तथा 03 दिव्यांग प्रार्थी को रोजगार उपलब्ध करवाया गया ।
4. दिनांक 31.03.2017 को रोजगार कार्यालयों के संजीव रजिस्टर पर 8,15,864 बेरोजगार प्रार्थी रोजगार सहायता की प्रतीक्षा कर रहे थे, जबकि दिनांक 31.03.2016 को यह संख्या 7,87,534 थी । पंजीकृत प्रार्थियों का अधिकतर भाग शिक्षित वर्ग में अकुशल तथा अनुभवहीन था ।
5. वैतनिक नौकरियां कम होने के कारण विभाग ने नौकरी की प्रतीक्षा कर रहे प्रार्थियों को अपना कामधंधा शुरू करने के लिए प्रेरित करने का कार्य आरम्भ किया है तदानुसार रोजगार अधिकारी, बेरोजगार प्रार्थियों को अपना कामधंधा शुरू करने के लिए स्व-रोजगार के अवसरों बारे सूचना एंव मार्गदर्शन देते रहे हैं । उनके प्रयत्नों के फलस्वरूप वर्ष 2016-17 के दौरान 13573 व्यक्तियों को मार्गदर्षन दिया गया तथा 68 प्रार्थियों के आवेदन पत्र ऋण स्वीकृति हेतु विभिन्न वित्तीय ऐजेन्सियों को भेजे ।
7. रोजगार कार्यालय (रिक्तियों की अनिवार्य अधिसूचना) अधिनियम-1959 के अन्तर्गत 125 सस्थापनाओं के रोजगार सम्बन्धी रिकार्ड का निरीक्षण रोजगार अधिकारियों द्वारा किया गया । निरीक्षण रिपोर्ट के आधार पर 33 संस्थापनाओं को भविष्य में अधिनियम की पूर्ण अनुपालना करने का परामर्श दिया गया । शून्य संस्थापना को कारण बताओ नोटिस दिया गया तथा 92 संस्थापनाओं के रिकार्ड में कोई त्रुटि न होने के कारण रिपोर्टस फाईल कर दी गई ।
8. बेरोजगारी भत्ता स्कीमः-
सरकार द्वारा बेरोजगारी भत्ता से सम्बन्धित नई स्कीम शुरू करने का निर्णय लिया गया जिसका नाम षिक्षित बेरोजगारों के लिए बेरोजगारी भत्ता योजना 2005 है । पुरानी स्कीम 31.10.2005 से समाप्त हो गई है और नई स्कीम 01.11.2005 से लागू की गई है । दिनांक 01.04.2009 से बेरोजगारी भत्ते की दरों में संशोधन कर दिया ।
अब सरकार द्वारा बेरोजगारी भत्ता की दरों में पुनः संषोधन कर दिया है जो दिनांक 01.11.2016 से निम्नानुसार लागू हैः-

10. सक्षम-युवा योजना :-
माननीय मुख्यमंत्री जी के कर-कमलों से दिनांक 01.11.2016 को शिक्षित बेरोजगार स्तानकोत्तर प्रार्थियों के लिए ''शिक्षित युवाओं के लिए भत्ता एवं मानदेय योजना-2016'' का शुभारम्भ किया गया है । इस योजना में 21 से 35 वर्ष की आयु के स्नातकोत्तर बेरोजगार 03 वर्ष तक लाभ उठा सकते है । योजना के तहत पात्र स्नातकोत्तर बेरोजगारों को 3,000/-रूपये मासिक बेरोजगारी भत्ता एवं 60/-रूपये प्रति घण्टे कार्य करने पर 100 घण्टे तक मानदेय प्रदान किया जाता है । योजना के तहत प्रार्थियों के कौशल प्रशिक्षण का भी प्रावधान है ।
वित्त वर्ष 2016-17 में सक्षम योजना के तहत स्नातकोत्तर 10,960 प्रार्थियों को 11,18,23,100/- रूपये बेरोजगारी भत्ता एवं 37,597 स्नातकोत्तर प्रार्थियों को प्रतिमाह 100 घण्टे कार्य करने पर 6,000/- रूपये प्रतिमाह की दर से कुल 4,09,04,836/-रूपये मानदेय दिया गया है । कुल 48,557 प्रार्थियों को सक्षम योजना के तहत 15,27,27,936/-रूपये राशि वित्तरित की गई है ।
11. अधिकता :-
स्कूलों तथा कालेजों मे निकले रोजगार मंडी में प्रवेश करने वाले अनुभवहीन प्रार्थी, चालक, स्टैनो हिन्दी, टाईपिस्ट (हिन्दी व अंग्रेजी), सफाई कर्मचारी तथा अकुशल कामगारों की उनकी मांग की तुलना में अधिकता रही ।

Review of the Annual Administrative Report of the Employment Department Haryana for the
Financial Year 2016-2017

1. Sh. Parveen Kumar, IAS, remained as Director of Employment, Haryana from 01.04.2016 to 06.06.2016 and Sh. Anshaj Singh, IAS, remained as Director of Employment, Haryana from 08.06.2016 to 14.03.2017 and Sh. Pankaj, IAS, remained as Director of Employment, Haryana from 16.03.2017 to 31.03.2017. The Department remained under the Administrative control of Smt. Shashi Bala Gulati, IAS, Additional Chief Secretary to Govt. of Haryana from 01.04.2016 to 22.04.2016 and Sh. A.K. Singh, IAS, Principal Secretary to Govt. of Haryana from 23.05.2016 to 31.03.2017.
2. The Department of Employment, Haryana has a network of 55 Employment Exchanges which assist job seekers in securing jobs and to help employers in public and private sectors in meeting their manpower requirements, as detailed below:-

3. During the year under report:–
(a) The Employment Exchanges registered 1,32,596 persons for employment assistance and placed 1,097 persons in gainful employment.
(b) 49,336 women applicants were registered for employment assistance and 04 applicants were placed in different jobs.
(c) Physically challenged applicants numbering 970 were registered for employment.
(d) At the Headquarter, no applicant was provided the job by the State Employment Exchange. During this period, physically challenged applicants were registered online and 03 differentially abled applicant was given employment.
4. 8,15,864 job seekers were awaiting employment assistance on the Live Register of the Employment Exchanges as on 31.03.2017 as compared to 7,87,534 applicants at the end of 31.03.2016. The majority of the registered applicants belonged to fresher categories i.e. educated persons without any training or work experience.
5. Due to shortage of paid jobs, the Department has taken the task of persuading the job seekers for self employment and accordingly, the Employment Officers provided information in respect of Self-employment avenues and guidance to employment seekers in order to help them to set up their own enterprises. As a result of their efforts, 13,573 applicants were guided to adopt self employment during the year 2016-17 and 68 applicants have sent application to different agencies for approval of the loan.
6. The Vocational Guidance Unit of the Employment Exchanges disseminated occupational information to 16,117 students and applicants during the year 2016-17. In order to have the maximum coverage of the educated persons at the appropriate stage in their career planning, these units in the State organized Career Weeks in the year of 2016-17. During these weeks, 598 career talks were delivered in Schools/ Colleges / Industrial Training Institutes and 13,573 persons took the benefit of these talks.
7. The Officers of Department inspected the Employment Records of 125 Establishments in Private Sector for proper enforcement of the provisions of the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959. 33 Establishments were advised for compliance of the Act, 1959 in future, 0 Establishment was issued show cause notice and 92 Inspection Reports were filed.

The Government launched a new unemployment allowance scheme w.e.f. 1st November, 2005 known as 'The Unemployment Allowance for Educated Unemployed Scheme 2005'. The old scheme stand terminated on 31 October, 2005. The Government revised the rates of Unemployment Allowances w.e.f. 01.04.2009 and further revised the same w.e.f. 01.11.2016 as below:-

10. Saksham Yuva Scheme:
Hon'ble Chief Minister, Haryana formally launched the SAKSHAM Scheme called as "Educated Youth Allowance and Honorarium Scheme-2016" on 01.11.2016 for Educated Unemployed Post- Graduate applicants. Under this Scheme unemployed Post-Graduate applicants of age between 21 to 35 years can get benefit. According to this Scheme, ₹ 3,000/- pm as unemployment allowance is given to eligible unemployed Post-Graduate applicants and ₹ 60/- per hour is given for Honorary Assignment upto 100 hours. In this Scheme, there is also a provision of Skill Training for the approved candidate in areas of their choice.
In Financial Year 2016-17, ₹ 11,18,23,100/- was given as Unemployment Allowance to 10,960 Post-Graduate applicants and ₹ 4,09,04,836/- was given (6,000/-pm) to 37,597 Post-Graduate applicants for Honorary Assignment. Under SAKSHAM Scheme, total amount of ₹ 15,27,27,936/- was distributed to total 48,557 applicants.
11. Fresh School/College Pass outs, un-experienced / untrained applicants, Drivers, Steno Hindi, Typists Hindi/ English, Sweepers and Unskilled workers were surplus as compared to their demand in the State during the period.
