संख्या 21/2/2014-1टी.(II).- मोटर यान अधिनियम, 1988 (1988 का केन्द्रीय अधिनियम 59) की धारा 138 द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए तथा हरियाणा सरकार, परिवहन विभाग (नियामक विंग), अधिसूचना संख्या का०आ० 35/के०अ०59/1988/धा०138/2018, दिनांक 29 जून, 2018 के प्रतिनिर्देष से, हरियाणा के राज्यपाल, इसके द्वारा, निम्नलिखित नियम बनाते है, अर्थात्‌ :-

1. ये नियम हरियाणा सड़क सुरक्षा निधि नियम, 2018, कहे जा सकते हैं। संक्षिप्त नाम।

परिभाषाएं। 2. इन नियमों में, जब तक सन्दर्भ से अन्यथा अपेक्षित न हो,-

(क) "अधिनियम" से अभिप्राय है, मोटरयान अधिनियम, 1988 (1988 का केन्द्रीय

अधिनियम, 59);

(ख) "समिति" से अभिप्राय है, निधि के उचित प्रबन्धन के लिए नियमों के अधीन गठित समिति;

(ग) "प्रषमन षुल्क" से अभिप्राय है, अधिनियम की धारा 200 के अधीन प्राधिकृत अधिकारियाें

द्वारा संगृृहित षुल्क;

(घ) "प्रवर्तन अभिकरण" से अभिप्राय है, हरियाणा मोटर वाहन नियम 1993, के नियम 226 के अधीन चालान की शक्तियों का प्रयोग करने के लिए प्राधिकृत परिवहन, पुलिस तथा अन्य विभागों के अधिकारी;

(ङ) "वित्तीय वर्ष" से अभिप्राय है, कैलेन्डर वर्ष के अप्रैल के प्रथम दिवस से प्रारम्भ होने वाली

बारह मास की अवधि;

(च) "निधि" से अभिप्राय है, हरियाणा सड़क सुरक्षा निधि;

(छ) "योजना" से अभिप्राय है, निधि के उद्‌देष्यों को प्राप्त करने हेतु कार्यान्वित योजना;

(ज) "राज्य" से अभिप्राय है, हरियाणा राज्य;

(झ) "राज्य सरकार" से अभिप्राय है, प्रषासनिक विभाग में हरियाणा राज्य की सरकार।

3. (1) राज्य में सड़क सुरक्षा के सुदृढ़ीकरण और सड़क सुरक्षा उपायों को कार्यान्वित करने के उद्‌देष्य से राज्य के वित्त विभाग द्वारा अन्तिम वित्तीय वर्ष में निधियों के उपयोग के दृष्टीगत पूर्व वर्ष के दौरान संगृृहित की गई प्रषमन षुल्क के 50 प्रतिषत के बराबर बजट का उपबन्ध किया जाएगा। (2) निधि का खर्च षीर्ष अर्थात्‌ 2041-वाहन कर (योजना) लघु षीर्ष 102 मोटरयान निरीक्षण, उप-षीर्ष 98-सड़क सुरक्षा जागरूकता तथा कम्प्यूटरीकरण विनियामक विंग, वस्तु षीर्ष 34-अन्य प्रभार (सड़क सुरक्षा) से पूरा किया जाएगा।

(3) निधि निम्नलिखित के उपभोग में लाई जाएगी-अर्थात्‌ः-

(क) सड़क सुरक्षा और सम्बद्ध क्रियाकलापों से सम्बन्धित योजनाओं, परियोजनाओं तथा

जागरूकता कार्यक्रमों को बनाने और कार्यान्वित करने हेतु ;

(ख) सड़कों पर वाहनों के सुरक्षित चालन हेतु आवष्यक कदम उठाने तथा सडक़

उपभोक्ताओं की गति सुनिष्चित करने हेतु;

(ग) दुर्घटना सम्भावित क्षेत्रों की पहचान करने और सुधारात्मक कदम उठाने हेतु;

(घ) यातायात नियमों का ज्ञान प्रदान करने और जनता के बीच जागरूकता पैदा करने

हेतु;

(ङ) प्रवर्तन और सड़क दुर्घटनाओं के नियन्त्रण के लिए उपकरण तथा वाहन उपलब्ध

कराने हेतु;

(च) चालक अनुज्ञप्ति प्रणाली के सुदृढ़ीकरण तथा सुधार करने हेतु;

(छ) मोटर वाहनों की प्रभावी उपयुक्तता की प्रणाली को सुदृढ़ करने, सुधार करके तथा

प्रमाणीकरण करने हेतु;

(ज) दुर्घटना के समय तथा दुर्घटना के पष्चात्‌ देख-रेख उपलब्ध करवाने हेतु;

(झ) सड़क सुरक्षा पर अध्ययन और अन्वेषण करने हेतु;

(ञ) सड़क सुरक्षा आंकडे़ं एकत्रित करने और उनके विष्लेषण करने हेतु। निधि का लेखा तथा वर्गीकरण।

4. (1) लघु षीर्ष 101 (मोटरयान अधिनियम 1988 के अधीन प्राप्तियां), मुख्य षीर्ष 0041 (वाहन कर) के अधीन अलग उप-षीर्ष (मोटरयान अधिनियम 1988 के अधीन चालान के कारण प्रषमन षुल्क) प्रषमन षुल्क के रूप में प्रवर्तन अभिकरणों द्वारा धनराषि के संग्रहण के लिए सृजित की जाएगी। (2) निधि में आबंटित राषि शीर्ष 2041- वाहन कर (योजना), लघुश्षीर्ष 102- मोटर वाहन निरीक्षण, उप-षीर्ष 98-सड़क सुरक्षा जागरूकता और कम्प्यूटरीकरण विनियामक विंग, वस्तु षीर्ष 34-अन्य प्रभार के अधीन परिवहन विभाग की मांग संख्या-34 के अधीन दर्षाई जाएगी।

निधि का अन्तरण। 5. निधि में से धनराषि समिति द्वारा स्वीकृत योजनाओं के अनुसार सम्बद्ध विभागाध्यक्ष/सम्बन्धित से संवितरक एवं प्रत्याहरण अधिकारी को अन्तरित की जाएगी। निष्पादन विभाग, नियमों के अनुसार धनराषि खर्च करेगा और सदस्य सचिव को उपयोगिता प्रमाण-पत्र प्रस्तुत करेगा।

निधि के स्त्रोत। 6. निधि में निम्नलिखित समाविष्ट होगाः-

(i) पूर्व वित्तीय वर्ष में प्रषमन षुल्क के रूप में प्रवर्तन अभिकरणों द्वारा संगृृहित राषि का पचास प्रतिषत;

(ii) राज्य सरकार या भारत सरकार या किसी अन्य अभिकरण द्वारा कोई वित्तीय अंषदान, अनुदान, दान इत्यादि।

समिति। 7. (1) राज्य सरकार निधि के प्रबन्धन हेतु निम्नलिखित से मिलकर बनने वाली समिति का गठन करेगीः-

(i) मुख्य सचिव, हरियाणा सरकार अध्यक्ष (ii) प्रशासकीय सचिव, हरियाणा सरकार, परिवहन विभाग सदस्य (iii) प्रशासकीय सचिव, हरियाणा सरकार, लोक निर्माण विभाग सदस्य (iv) प्रशासकीय सचिव, हरियाणा सरकार, स्वास्थ्य विभाग सदस्यHARYANA GOVT. (vii) प्रषासकीय सचिव, हरियाणा सरकार, नगर तथा ग्राम आयोजना सदस्य

(viii) प्रषासकीय सचिव, हरियाणा सरकार, वित्त विभाग सदस्य

(ix) पुलिस महानिदेषक, हरियाणा सदस्य

(x) परिवहन आयुक्त, हरियाणा सदस्य-सचिव

(2) समिति के सभी सदस्य पदेन सदस्य होंगे।

(3) समिति की गणपूर्ति चार सदस्यों से होगी।

समिति की शक्तियां। 8. (1) समिति उपलब्ध बजट में से नियम 3 में उल्लेखित किसी भी उद्‌देष्य के लिए असीमित राषि का अनुमोदन करेगी।

(2) प्रशासकीय सचिव, हरियाणा सरकार, परिवहन विभाग प्रत्येक मामले में समिति द्वारा अनुमोदित अधिकतम दस लाख रुपयें की राषि को स्वीकृत करने के लिए अधिकृत होगा।

(3) समिति का सदस्य सचिव परिवहन आयुक्त कार्यालय में सड़क सुरक्षा षाखा हेतु प्रत्येक मामले में पांच लाख रुपये तक के (आवर्ती या गैर आवर्ती) व्यय को अनुमोदित करने के लिए अधिकृत होगा।

समिति के कर्त्तव्य। 9. (1) समिति प्रत्येक तिमाही में कम से कम एक बार बैठक अवष्य करेगी।

(2) समिति स्वीकृत की गई योजनाओं की कार्यवाही, जैसे कि भौतिक और वित्तीय, प्रगति की समीक्षा करेगी।

(3) समिति नियमों के अनुसार निधि के लेखों का रखरखाव सुनिष्चित करेगी।

(4) प्रस्तावों और कार्यवाही योजना को राज्य सड़क सुरक्षा परिषद के सम्मुख सूचनार्थ प्रस्तुत किया जायेगा।

10. निम्नलिखित से सम्बन्धित योजनाए निधि द्वारा वित्त पोषित होंगीः-

(क) सड़क सुरक्षा उपायः-

वित्त पोषित की जाने वाली योजनाएं। (i) दुर्घटनाओं के मामले में जनसाधारण की सुरक्षा हेतु, स्थानीय आवष्यकताआें के अनुसार अनिवार्य/नियामक, सचेतक तथा सूचनात्मक सड़क संकेत बोर्ड, विभिन्न यातायात संकेत इत्यादि उन स्थानों पर स्थापित करना, जहां अन्य विभागों द्वारा लगाया जाना/रख-रखाव किया जाना सम्भव न हो;

(ii) सड़क दुर्घटनाओं के आंकड़ों को संकलित करना और उनका विष्लेषण करना तथा सड़क दुर्घटनाओं के नियंत्रण हेतु "सड़क दुर्घटना डाटा बेस प्रबन्धन प्रणाली" स्थापित करना;

(iii) सड़क दुर्घटनाओं के कारणों का अध्ययन करने के पष्चात्‌ दोष निवारण करना;

(iv) दुर्घटना सम्भावित स्थानों की पहचान करना;

(v) दुर्घटनाओं में घायल व्यक्तियों को तुरन्त चिकित्सीय सहायता उपलब्ध कराने हेतु उपयोग मे लाई जा रही एम्बूलैंस, अन्य उपसाधनों को खरीदना तथा रख-रखाव करना, चालक, पैरा-चिकित्सीय अमले का वेतन तथा एम्बूलैसों के ईंधन इत्यादि पर व्यय करना;

(vi) सड़क दुर्घटनाओं में घायल व्यक्तियों को अस्पताल पहुंचाने पर उपगत व्यय की

प्रतिपूर्ति करना;

(vii) क्रेनों तथा भारी मषीनों सहित यातायात प्रबन्धन और सड़क सुरक्षा हेतु उपकरणों

को खरीदना तथा उनका रख-रखाव करना;

(viii) चालक अनुज्ञप्ति प्रणाली के सुदृढ़ीकरण हेतु चालक प्रषिक्षण स्कूलों तथा चालक

परीक्षा ट्रैकों की स्थापना करना;

(ix) वाहनों की उपयुक्तता की जाँच करने और उपयुक्तता प्रमाण पत्र जारी करने के

लिए प्रमाणन केन्द्रों को स्थापित करना;

(x) वाहनों की जांच करने हेतु गतिषील जांच संयंत्र उपलब्ध कराना; (xi) चैक पोस्ट, जब्त वाहनों के लिए पार्किंग क्षेत्रों की और वजनी पुलों की स्थापना

करना;

(xii) सड़क सुरक्षा उपायों और यातायात प्रबन्धन के सुदृढ़ीकरण हेतु कोई अन्य कार्य

करना जिन्हें समिति उपयुक्त और लाभकारी समझे।

(ख) यातायात षिक्षाः-

(i) यातायात षिक्षा पार्कों की स्थापना करना; (ii) जनसाधारण में यातायात नियमों का विस्तृत प्रचार करना;

(iii) यातायात नियमों और सड़क सुरक्षा बारे में जागरूकता का ज्ञान देने के लिए

विद्यार्थियों एवं जनसाधारण के लिए प्रतियोगिताओं का आयोजन करना; (iv) यातायात प्रबन्धन और सड़क सुरक्षा से सम्बन्धित प्रचार सामग्री तैयार करना;

(v) यातायात षिक्षा से सम्बन्धित उपकरणों की खरीद करना और रख-रखाव करना; (vi) ऑडियो-वीडियो, उपकरणों, कम्प्यूटरों, और अन्य उपसाधनों से युक्त यातायात प्रचार वैन खरीदना और सामान्य रूप से जनसाधारण को यातायात षिक्षा देने हेतु उनका उपयोग करना;

(vii) सड़क सुरक्षा प्रदर्षनियों का आयोजन करना; (viii) यातायात सुरक्षा से संबंधित संगोष्ठी, कार्यषालाओं, बैठकों, रैलियों, प्रतियोगिताएं

और अन्य ऐसे कार्यक्रमों का आयोजन करना;

(ix) पुलिस, परिवहन तथा स्थानीय निकाय के विभिन्न संवर्ग के अधिकारियों/

कर्मचारियों के लिए यातायात से सम्बन्धित प्रषिक्षण का आयोजन करना;

(x) सड़क दुर्घटनाओं को नियन्त्रित करने के लिए यातायात प्रबन्धन को सुधारने हेतु

अध्ययन करवाना।

(ग) यातायात प्रवर्तनः-

(i) आधुनिक यातायात प्रवर्तन उपकरणों को खरीदना, संचालन करना और रख-रखाव

करना;

(ii) वाहनों को खरीदना और रख-रखाव करना।

सदस्य-सचिव के कर्तव्य।

11. (1) समिति का सदस्य-सचिव, परिवहन, पुलिस, स्वास्थ्य, लोक निर्माण विभाग, जिला सड़क सुरक्षा समिति इत्यादि से प्राप्त या स्वपे्ररणा से तैयार की गई स्कीमों का सम्यक्‌ परीक्षण करने के बाद समिति के सम्मुख प्रस्तुत करेगा। (2) वह समिति से उसके अनुमोदन उपरान्त योजनाओं के वित्त पोषण के लिए औपचारिक प्रषासनिक और वित्तीय स्वीकृति जारी करेगा।

(3) वह योजनाओं के सफल निष्पादन से सम्बन्धित आवष्यक कार्यों में समन्वय करेगा। (4) समय-समय पर अपेक्षित निधि में प्राप्तियाें की तथा खर्च की विस्तृत रिपार्टे राज्य सरकार को प्रस्तुत करेगा।

(5) वह नियमाें के अनुसार निधि के खाते का रखरखाव सुनिष्चित करेगा।

योजनाओं के निष्पादन का उत्तरदायित्व।

12. (1) सम्बन्धित विभागाध्यक्ष अपनी-अपनी अधिकारिता क्षेत्र के भीतर योजनाओं के सफल क्रियान्वयन हेतु और निधि से वित्तपोषित आस्तियों, उपकरणों इत्यादि के विनिर्माण, रख-रखाव तथा मरम्मत की नियमित निगरानी के लिए उत्तरदायी होगा। वह योजनाओं की भौतिक और वित्तीय प्रगति का पर्यवेक्षण, निगरानी तथा पुनर्विलोकन करेगा। सम्बन्धित विभाग का वरिष्ठतम जिला स्तरीय अधिकारी योजनाओं का समापन प्रमाण-पत्र जारी करने के लिए उत्तरदायी होगा। (2) सम्बन्धित विभागाध्यक्ष सुसंगत नियमों तथा समय-समय पर जारी सरकारी अनुदेषो के अधीन अनुमोदित योजनाओं के सम्बन्ध में खरीद मामलों में सुनिष्चित करेगा की अनुपालना हो गई है।HARYANA GOVT. (1) सचिव परिवहन द्वारा यथा प्राधिकृत परिवहन आयुक्त कार्यालय के वरिष्ठ लेखा अधिकारी या ऐसा अन्य वित्त अधिकारी वित्तीय नियमों, अनुदेषों और खजाना नियमों के उपबन्धों के अनुसार निधि से उपगत व्यय के लेखों का रख-रखाव करेगा। लेखों का महालेखाकार (लेखा तथा हकदारी), हरियाणा के अभिलेखों से पुनर्मिलान किया जाएगा। वार्षिक लेखाबन्दी से पूर्व, पुनर्मिलान समायोजनों से सम्बन्धित आदेष समकालिक रूप से महालेखाकार (लेखा एवं हकदारी), हरियाणा को उपलब्ध कराया जाएगा।

(2) वित्तीय वर्ष के अंत मे निधि में छोडी़ गई अनुपयोजित धनराषि निधि में ही रहेगी। निधि में ऐसी अतिषेष/अनुपयोजित राषि अगले वित्तीय वर्ष में उपयोग में लाई जाएगी।

(3) लेखों की लेखा-परीक्षा महालेखाकार (लेखापरीक्षा), हरियाणा द्वारा की जाएगी।

Notification

The 28th November, 2018

No. 21/2/2014-1T(II).— In exercise of the powers conferred by Section 138 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988) and with reference to Haryana Government Transport Department (Regulatory Wing), notification no.S.O.35/C.A.59/1988/S.138/2018, dated the 29th June, 2018, the Governor of Haryana is hereby make the following rules, namely:-

1. These rules may be called the Haryana Road Safety Fund Rules, 2018. Short title.

Definitions.

2. In these rules, unless the context otherwise requires,-

(a) "Act" means the Motor Vehicles Act, 1988 (Central Act 59 of 1988);

(b) "Committee" means the Committee constituted under the rules for proper

management of the Fund;

(c) "compounding fee" means the fee collected by the officers authorized under

section 200 of the Act;

(d) "enforcement agencies" mean the officers of the Transport, Police and other Departments authorized to exercise the powers of challan under rule 226 of the Haryana Motor Vehicles Rules, 1993;

(e) "financial year" means a period of twelve months commencing on the first day of

April of a calendar year;

(f) "Fund" means the Haryana Road Safety Fund;

(g) "scheme" means scheme implemented to achieve the objectives of the Fund;

(h) "State" means the State of Haryana;

(i) "State Government" means Government of State of Haryana in the Administrative

Department.

Budget head of funds and its objective.

3. (1) A provision of budget will be made equal to 50% of the compostion fee collected during the previous year, keeping in view the utilisation of funds in the last financial year by the Finance Department of the State with the object of strengthening road safety and implementation of road safety measures in the State.

(2) The expenditure will be met out from the Head i.e. 2041-Taxes on Vehicles (Plan), Minor Head 102-Inspection of Motor Vehicles, Sub-Head 98-Road Safety Awareness and Computerization of Regulatory Wing, Object Head 34-Other Charges(Road Safety).

(3) The amount shall be utilized:-

(a) to make and implement schemes, projects and awareness programmes

pertaining to road safety and related activities;

(b) to take necessary steps for safe plying of vehicles and safe movement of all

categories of road users;

(c) to identify accident prone places and to take corrective measures;

(d) to impart knowledge and create awareness about traffic rules among the

public;

(e) to provide equipments and vehicles to enforcement agencies for effective enforcement of traffic rules and for taking steps for controlling road accidents;

(f) to strengthen and improve the system of issuance of driving licences;

(g) to take steps to make the system of certification of fitness of motor vehicles

effective;

(h) to provide trauma and post-accident care;

(i) to conduct studies and research on road safety;

(j) to collect and analyze road accident data.

Accounting and classification of Fund.

4. (1) A separate sub-head (compounding fee on account of challans under the Motor Vehicles Act) under Minor Head 101 (Receipts under the Indian Motor Vehicles Act), Major Head 0041 (Taxes on Vehicles) shall be opened in which the amount collected by the enforcement agencies as compounding fee shall be deposited.

(2) The amount allocated shall be shown under Demand No 34 of Transport Department under the Head 2041-Taxes on Vehicles (Plan), Minor Head 102-Inspection of Motor Vehicles, Sub-Head 98-Road Safety Awareness and Computerization of Regulatory Wing, Object Head 34-Other Charges.

Transfer of Fund. 5. The money shall be transferred out of this scheme to the concerned Head of the Department/Drawing & Disbursing Officer as per the scheme sanctioned by the Committee. The executing department shall spend the money as per these rules and submit utilization certificate to the Member Secretary.

Sources of Fund. 6. The Fund shall comprise of,-

(a) A budgetary provision will be made equal to the 50% of the composition fee collected during the previous financial year; and

(b) any financial contribution, grant, donation etc. by the State Government or the Government of India or any other Agency.

Committee.

7. (1) The State Government shall constitute a Committee for management of the Fund, consisting of-

(i) Chief Secretary to Government of Haryana Chairman (ii) Administrative Secretary to Government of Haryana,

(2) All the members of the Committee shall be Ex-officio members.

(3) The quorum of the Committee shall be four members.

8. (1) The Committee shall approve any of the purposes as mentioned in rule 3, to any extent within the available budget.

Powers of Committee, Administrative Secretary and Member Secretary.

(2) The Administrative Secretary, Transport Department shall be authorized to sanction expenditure on any of the purpose approved by the Committee subject to maximum of Rupees Ten lakhs in each case.

(3) The Member Secretary of the Committee shall be authorized to approve expenditure (Recurring or Non-recurring) upto Rupees Five lakhs in each case of Road Safety Cell in the Transport Commissioner's office.

9. (1) The Committee shall meet at least once in every quarter.

Duties of the Committee.

(2) The Committee shall review the Action Plan i.e. the physical and financial progress of the sanctioned schemes.

(3) The Committee shall ensure maintenance of accounts of in accordance with the rules.

(4) The proposals and Action Plan shall be placed before the State Road Safety Council for the information of the Council.

10. The schemes relating to the following shall be financed from the budget, namely:-

Schemes to be financed.

(a) Road safety measures:-

(i) to install and maintain mandatory/regulatory, cautionary and informative road signboards, various traffic signals, signages as per immediate local needs, in the interest of public safety, where it is not possible for other departments to install/maintain;

(ii) to set up "Road Accident Data Base Management System" for gathering data related to road accidents and for making analysis of road accidents data to enable in making policies to control road accidents;

(iii) to take corrective/reformatory measures after studying the causes of road

accidents;

(iv) to identify accident prone places;

(v) to purchase and maintain ambulances, other accessories, salary of driver, para-medic staff and expenditure on fuel etc. of the ambulances utilized to provide immediate medical relief to persons injured in accidents;

(vi) to reimburse expenditure incurred on the transportation of the injured

persons in road accidents to hospitals;

(vii) to purchase and maintain equipments for traffic management and road

safety including cranes and weighing machines/weigh bridges;

(viii) to set up driving training schools and driving test tracks for strengthening

the driving license system;

(ix) to set up certification centers for checking fitness of vehicles and issuance

of certificate of fitness;

(x) to provide Mobile Testing Equipments for checking of vehicles;

(xi) to set up check posts, install weigh bridges and maintain parking areas for

impounded vehicles;

(xii) to undertake any other work related to road safety measures and traffic

management which the Committee deems proper and useful.

(b) Traffic Education:-

(i) to establish traffic education parks;

(ii) to make wide publicity of traffic rules;

(iii) to organize competitions for imparting knowledge of traffic rules and

building awareness about road safety among students and general public;

(iv) to prepare publicity material related to traffic management and road safety;

(v) to purchase and maintain equipments related to traffic education;

(vi) to purchase publicity vans equipped with audio-video equipments,

computers and other accessories and to utilize them to impart traffic education to public at large;

(vii) to organize road safety exhibitions;

(viii) to organize seminars, workshops, meetings, rallies, competitions and other

such programmes related to road safety;

(ix) to organize traffic related training for different ranks of officers/staff of

police, transport and Local Bodies Departments;

(x) to conduct studies to improve traffic management for controlling road

accidents.

(c) Traffic Enforcement:-

(i) to purchase, operate and maintain modern traffic enforcement equipments;

(ii) to purchase and maintain the vehicles.

Duties of the Member Secretary.

11. (1) The Member Secretary of the Committee shall place road safety schemes received from the transport, police, health, public works or any other government department; any District Road Safety Committee; NGOs working in the field of road safety or prepared suo-moto, before the Committee after due examination;

(2) He/she shall issue a formal administrative and financial sanction for funding the schemes after approval thereof from the Committee.

(3) He/she shall co-ordinate the necessary works related to the successful execution of the approved schemes.

(4) He/she shall submit the detailed report of receipts and expenditure from the scheme to the State Government, as may be required from time to time.

(5) He/she shall ensure maintenance of a separate account of the scheme in accordance with the rules.

Responsibilities for execution of schemes.

12. (1) The Head of the Department concerned shall be responsible for successful execution of the schemes approved by the committee. They shall regularly monitor the construction, maintenance and repair of assets/equipments financed from the scheme within the area of their respective jurisdiction.They shall supervise, monitor and review the physical and financial progress of the schemes on a monthly basis and send progress report to the Member Secretary. The senior most district level officer of the respective department shall be responsible for issuing completion certificate of the scheme within his jurisdiction;

(2) In case purchase of any item is to be undertaken, the Head of the Department concerned shall ensure that the relevant rules and Government instructions related to purchase as issued from time to time are complied with.

Maintenance of Fund and audit.

13. (1) Senior Accounts Officer or such other finance officer in Transport Commissioner's office as authorized by the Administrative Secretary, Transport, shall maintain accounts of the expenditure incurred from the Fund in accordance with the provisions of Financial rules and instructions and the treasury rules. Accounts shall be reconciled with the records of the office of Accountant General (Accounts and Entitlements), Haryana. Before the closure of annual accounts, orders related to reconciliation adjustments shall be made available to the Accountant General (Accounts and Entitlements), Haryana, simultaneously.

(2) The unutilized money left in the fund at the end of the financial year shall be provided in the next financial year in the scheme.

(3) The accounts shall be audited by the Accountant General (Audit), Haryana.
