दिनांक 20 दिसम्बर, 2018
संख्या सा०का०नि० 61/संवि०/अनु०309/2018.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा पुलिस सेवा नियम, 2002 को आगे संशोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1. ये नियम हरियाणा पुलिस सेवा (संशोधन) नियम, 2018 कहे जा सकते हैं।
2. हरियाणा पुलिस सेवा नियम 2002 में, नियम 6 में, उप नियम (1) में,-
(i) अन्त में विद्यमान "।" चिह्न के स्थान पर, " ः " चिह्न प्रतिस्थापित किया जाएगा ;
तथा
(ii) अन्त में, निम्नलिखित परन्तुक जोड़ा जाएगा, अर्थात्ः-
"परन्तु बिना बारी के आधार पर पुलिस उप अधीक्षक के पद पर पदोन्नति, वैयक्तिक कार्य या टीम के सामूहिक प्रयासों द्वारा अधिकारिक कर्तव्यों के निर्वहन के दौरान असाधारण बहादुरी और अतुलनीय साहस का प्रदर्शन करने वाले तथा आतंकवादी/उग्रवादी/आततायी/असमाजिक तत्वों/दुःसाहसी/उग्र भीड़/कट्टर अपराधी या प्राकृतिक आपदा के दौरान या आपात जीवन आंशका वाले किन्हीं दुःसाध्य आप्रेशनों के दौरान मुठभेड़ में विधिक कार्यवाही करते हुए स्वयं के जीवन या शरीर की गम्भीर क्षति के आसन्न खतरे के अनुकरणीय साहस का प्रदर्शन किया है, के लिए निरीक्षकों में से सरकार द्वारा की जाएगी। ऐसी बिना बारी की पदोन्नति, सीधे कोटे की रिक्तियों के लिए की जाएंगी।"।श्

No. G.S.R. 61/Const./Art.309/2018.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Police Services Rules, 2002, namely:-
1. These rules may be called the Haryana Police Service (Amendment) Rules, 2018.
2. In the Haryana Police Service Rules, 2002, in rule 6 in sub-rule (1),-
(i) for the sign "." existing at the end, the sign ":" shall be substituted; and
(ii) the following proviso shall be added at the end, namely:-
"Provided that promotion to the post of Deputy Superintendent of Police on out of turn basis may be made by the State Government from amongst the Inspectors for showing extraordinary gallant and indomitable courage during the discharge of official duties by individual act or collective efforts of team and have shown exemplary courage during imminent danger to his life or serious harm to body while taking legal action in encounter with terrorist/militant/ desperado/ anti-social element/ violent mob/ hard core criminal or during a natural calamity or during any difficult operation involving life threatening emergency. Such out of turn promotion shall be made against the vacancies of direct quota.".
