संख्या सा०का०नि० 1/संवि०/अनु० 309/2018.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) क्षेत्रीय कार्यालय सेवा नियम, 2012, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. ये नियम हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) क्षेत्रीय कार्यालय सेवा (संषोधन) नियम, 2018, कहे जा सकते हैं।
2. हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) क्षेत्रीय कार्यालय सेवा नियम, 2012 (जिन्हें, इसमें, इसके बाद, उक्त नियम कहा गया है) में नियम 5 में, 'चालीस वर्ष' षब्दों के स्थान पर, ''बयालीस वर्ष'' षब्द प्रतिस्थापित किये जाएंगे। 3. उक्त नियमों में, नियम 9 में, उपनियम (1) में, खण्ड (ड़) से (त) तथा उनके सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित खण्ड तथा उसके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्ः-
(ड़) पटवारियों की दषा में,-
(i) सीधी भर्ती द्वारा; या
(ii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से ही लगे किसी कर्मचारी के स्थानांतरण या प्रतिनियुक्त द्वारा;
(ढ) आषुलिपिकों की दषा में,-
(i) सीधी भर्ती द्वारा; या
(ii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से ही लगे किसी कर्मचारी के स्थानांतरण या प्रतिनियुक्त द्वारा;
(ण) लिपिकों की दषा में,-
(i) 80 प्रतिषत सीधी भर्ती द्वारा; तथा
(ii) 20 प्रतिषत ग्रुप घ के कर्मचारियों में से पदोन्नति द्वारा; या
(iii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से ही लगे किसी कर्मचारी के स्थानांतरण या प्रतिनियुक्त द्वारा;
(त) ग्राम सचिवों की दषा में,-
(i) सीधी भर्ती द्वारा; या
(ii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से ही लगे किसी कर्मचारी के स्थानांतरण या प्रतिनियुक्त द्वारा;।"।
4. उक्त नियमों में, नियम 14 में;-
(i) उप नियम (1) में, ''1987'' अंकों के स्थान पर, '2016' अंक प्रतिस्थापित किए जाएंगे; तथा
(ii) उप नियम (2) में, ''हरियाणा सिविल सेवा (दण्ड तथा अपील) नियम, 1987 के नियम 9 के उप-नियम(1) के खण्ड (ग) या खण्ड (घ)'' अंकों, षब्दों, चिह्नों तथा कोष्ठकों के स्थान पर, हरियाणा सिविल सेवा (दण्ड तथा अपील) नियम 2016, के नियम 9 के खण्ड (ग) या खण्ड (घ)'' अंक, षब्द, चिह्न तथा कोष्ठक प्रतिस्थापित किए जाएंगें।4 HARYANA GOVT. टिप्पणः-
(i) विकास तथा पंचायत विभाग हेतु अनुभाग अधिकारी (अधीनस्थ लेखा सेवा) के तीस पद स्वीकृत है, जो वित्त विभाग हरियाणा से भरे जाने हैंं।
(ii) विकास तथा पंचायत विभाग हेतु नायब तहसीलदार का एक पद स्वीकृत है, जो राजस्व तथा आपदा प्रबन्धन विभाग सेे भरा जाना है।
(iii) पदोन्नति, सेवानिवृति तथा किन्ही अन्य कारणों से रिक्त होने वाला रेखाकार का पद स्वतः समाप्त हो जाएगा, चूंकि रेखाकार का संवर्ग ह््ास संवर्ग है।
(iv) ग्राम सचिव तथा पटवारी की दषा में जिला संवर्ग बनाया जाएगा, तथापि, उनकी ज्येष्ठता राज्य स्तर की होगी तथा तदानुसार बनाई जाएगी। जिलावार इन पदों का विवरण परिषिष्ट-क-1 से संलग्न है।5 HARYANA GOVT. GAZ., JAN. 1, 2019 (PAUS. 11, 1940 SAKA) 6. उक्त नियमों में, परिषिष्ट 'ख' में खाना संख्या 1, 2, 3 तथा 4 के नीचे, क्रम संख्या 12, 13, 14, 15, 16 तथा 17 उसके सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात् :-
| "12. | चालक | (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी हलका या भारी वाहन वैद्य चालन अनुज्ञप्ति होनी चाहिए; (iii) हरियाणा कर्मचारी चयन आयोग द्वारा आयोजित चालन परीक्षा पास होनी चाहिए; (iv) वर्णान्ध नहीं होना चाहिए; (v) मैट्रिक या उच्चतर षिक्षा में हिन्दी/संस्कृत। | पदोन्नति द्वारा- (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी हलका या भारी वाहन वैद्य चालन अनुज्ञप्ति होनी चाहिए; (iii) गुप घ कर्मचारी के रूप में तीन वर्ष का अनुभव; (iv) मैट्रिक या उच्चतर षिक्षा में हिन्दी/संस्कृत; (v) विभाग द्वारा आयोजित चालन परीक्षा पास होनी चाहिए; (vi) वर्णान्ध नहीं होना चाहिए; (vii) पचास वर्ष से अधिक की आयु का नहीं होना चाहिए; स्थानांतरण या प्रतिनियुक्ति द्वारा- (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी हलका या भारी वाहन वैद्य चालन अनुज्ञप्ति होनी चाहिए; (iii) हल्का या भारी वाहन चालन के रूप में तीन वर्ष का अनुभव; (iv) वर्णान्ध नहीं होना चाहिए; (v) मैट्रिक या उच्चतर षिक्षा में हिन्दी/संस्कृत। |

Notification
The 28th December, 2018
No. G.S.R. 1/Const./Art.309/2018.— In exercise of the powers conferred by the proviso to article 309 of the constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Development and Panchayats Department (Group C) Field Offices Service Rules, 2012, namely:-
1. These Rules may be called the Haryana Development and Panchayats Department (Group C) Field Offices (Amendment) Service Rules, 2018.
2. In the Haryana Development and Panchayats Department (Group C) Field Offices rules, 2012 (hereinafter called the said rules), in rule 5, for the word "forty", the words and sign "forty-two" shall be substituted .
3. In the said rules, in rule 9, in Sub-rule (1) against clause (m) to (p) for existing entries, thereagainst the following clauses and entries thereagainst shall be substituted, namely:-
(m) in case of Patwari,-
(i) by direct recruitment; or
(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India;
(n) in case of Steno-typist,-
(i) by direct recruitment; or
(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India;
(o) in case of clerk,-
(i) 80 per cent by direct recruitment; and
(ii) 20 per cent by promotion from amongst employees of Group D; or
(iii) by transfer or deputation of an official already in the service of any State Government or the Government of India;
(p) in case of Gram Sachiv,-
(i) by direct recruitment; or
(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India;
4. In the said rules, in rule 14,-
(i) in sub-rule (1), for the figures '1987', the figures '2016' shall be substituted; and
(ii) in sub-rule (2), for the words, brackets, figures and signs " under clause (c) or clause (d) of sub-rule (1) of rule 9 of the Haryana Civil Services (Punishment and Appeal) Rules, 1987", the words, brackets, figures and signs "under clause (c) or clause (d) of rule 9 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016" shall be substituted.

Note: (i) Thirty posts of Section Officers (SAS) are sanctioned for Development and Panchayat Department, which are filled from the Finance Department.
(ii) One post of Naib Tehsildar is sanctioned for Development and Panchayat Department, which are filled from the Revenue and Disaster Management, Department.
(iii) The post of Tracer vacated due to promotion, retirement and any other reason shall be abolished automatically since the cadre of tracer is diminishing cadre.
(iv) District Cadre would be maintained in the case of Gram Sachiv and Patwari. However, their interse- seniority would be of state level and maintained accordingly, District wise break-up of these posts appended herewith as Appendix-A-1.".
10 HARYANA GOVT. GAZ., JAN. 1, 2019 (PAUS. 11, 1940 SAKA)6. In the said rules, in Appendix B, under columns 1,2,3 and 4 for the serial numbers 12, 13, 14, 15, 16 and 17 and entries thereagainst, the following serial numbers and entries thereagainst shall be substituted, namely:-
| "12. | Driver | (i) Matric; (ii) Should have a light or heavy vehicle valid driving licence atleast three years old; (iii) Should have passed the driving test conducted by the Haryana Staff (iv) Should not be colour blind; (v) Hindi/Sanskrit upto Matric or higher education; | By Promotion:- (i) Matric; (ii) Three years experience as Group D employee, (iii) Should have a light or heavy vehicle valid driving licence atleast three years Selection Commission; old; (iv) Should have the passed the driving test conducted by the Department; (v) Should not be colour blind; (vi) Hindi/Sanskrit upto Matric or higher education; (vii) Should not be more than fifty years of age; By Transfer/Deputation:- (i) Matric; (ii) Should have a light or heavy vehicle valid driving licence atleast three years old: (iii) Three years experience of driving light or heavy vehicle; (iv) Should not be colour blind; (v) Hindi/Sanskrit upto Matric or higher education. |
| 13. | Patwari | (i) Graduate or its equivalent examination from a recognized University; (ii) Hindi/Sanskrit/Urdu up to Matric or higher education; (iii) Qualify the Patwar examination as prescribed in Appendix E on the basis of syllabus given in Appendix F of the Haryana Revenue Patwaris (Group C) Services Rules, 2011 after attending the patwar school for minimum period of one year and after passing the examination undergoes such practical field training for a period of six months as may be specified by the Director. | By Transfer or Deputation.
