संख्या सा०का०नि० 2/संवि०/अनु० 309/2018.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) मुख्यालय सेवा नियम 2012, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः- 1. ये नियम हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) मुख्यालय सेवा (संषोधन) नियम, 2018 कहे जा सकते हैं। 2. हरियाणा विकास तथा पंचायत विभाग (ग्रुप ग) मुख्यालय सेवा नियम 2012, में (जिन्हें, इसमें, इसके बाद उक्त नियम कहा गया है में नियम 5 में, 'चालीस वर्ष षब्दों' के स्थान पर 'बयालीस वर्ष षब्द' स्थापित किये जाएंगे। 3. उक्त नियमों में, नियम 14 में :-
(i) उप-नियम (1) में ''हरियाणा सिविल सेवा (दण्ड़ तथा अपील) नियम, 1987'' षब्दों, कोष्ठकों, चिह्न तथा अंकों के स्थान पर ''हरियाणा सिविल सेवा (दण्ड़ तथा अपील) नियम 2016'' षब्द कोष्ठक, चिह्न तथा अंक प्रतिस्थापित किए जाएंगे।
(ii) उप-नियम (2) में ''हरियाणा सिविल सेवा (दण्ड तथा अपील) नियम, 1987 के नियम 9 के उप-नियम (1)'' षब्दों, कोष्ठकों, चिह्न तथा अंकों के स्थान पर, ''हरियाणा सिविल सेवा (दण्ड तथा अपील) नियम 2016'' के नियम 9'' षब्द कोष्ठक, चिह्न तथा अंक प्रतिस्थापित किए जाएंगे।
4. उक्त नियमों में, परिषिष्ट 'ख' में, खाना 3 तथा 4 के नीचे, क्रम संख्या 7 के सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्ः-

| 7 | "चालक | (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी वैद्य हलका या भारी वाहन चालन अनुज्ञप्ति होनी चाहिए; (iii) हरियाणा कर्मचारी चयन आयोग द्वारा आयोजित चालन परीक्षा पास होनी चाहिए; (iv) वर्णान्ध नहीं होना चाहिए; (v) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिन्दी/संस्कृत; | पदोन्नति द्वारा- (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी वैद्य हलका या भारी वाहन चालन अनुज्ञप्ति होनी चाहिए; (iii) गुप घ कर्मचारी के रूप में तीन वर्ष का अनुभव; (iv) विभाग द्वारा आयोजित चालन परीक्षा पास होनी चाहिए; (v) वर्णान्ध नहीं होना चाहिए; (vi) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिन्दी/संस्कृत; (v) पचास वर्ष से अधिक की आयु का नहीं होना चाहिए; स्थानांतरण या प्रतिनियुक्ति द्वारा- (i) मैट्रिक; (ii) कम से कम तीन वर्ष पुरानी वैद्य हलका या भारी वाहन चालन अनुज्ञप्ति होनी चाहिए; (iii) हल्का या भारी वाहन चालन के रूप में तीन वर्ष का अनुभव; (iv) वर्णान्ध नहीं होना चाहिए; (v) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिन्दी/संस्कृत; (vi) यदि चालक के पद पर पहले से कार्यरत नहीं है, तो पचास वर्ष से अधिक की आयु का नहीं होना चाहिए।"। |

Notification
The 28th December, 2018
No. G.S.R. 2/Const./Art.309/2018.— In exercise of the powers conferred by the proviso to article 309 of the constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Development and Panchayats Department (Group 'C') Head Office Service Rules, 2012, namely:-
1. These Rules may be called the Haryana Development and Panchayats Department (Group 'C') Head Office (Amendment) Service Rules, 2018;
2. In the Haryana Development and Panchayats Department (Group C) Head Office Rules, 2012 (hereinafter called the said rules), in rule 5, for the word 'forty', the words and sign 'forty-two' shall be substituted. 3. In the said rules, in rule 14, (i) in sub-rule (1) for the figures '1987', the figures '2016' shall be substituted.
(ii) In sub-rule (2) for the words, brackets, figures and signs "sub-rule (1) of rule 9 of the Haryana Civil Services (Punishment and Appeal) Rules, 1987," the words, brackets, figures and sign" rule 9 of the (Punishment and Appeal) Rules, 2016" shall be substituted.
4. In the said rules, in Appendix B, under column 3 and 4, against serial number 7, for existing entries, the following entries shall be substituted, namely:-

| "Driver | (i) Matric; (ii) Should have a light or heavy vehicle valid driving license atleast three years old; (iii) Should have passed the driving test conducted by the Haryana Staff Selection (iv) Should not be colour blind; (v) Hindi/ Sanskrit upto Matric standard or higher education; | By Promotion:- (i) Matric; (ii) Three years experience as Group D employee: (iii) Should have a light or heavy vehicle valid driving license atleast three years old; (iv) Should have the passed the driving test conducted by the Department; Commission; (v) Should not be colour blind; (vi) Hindi/ Sanskrit upto Matric standard or higher education; (vii) Should not be more than fifty years of age; By Transfer/Deputation:- (i) Matric; (ii) Should have a light or heavy vehicle valid driving license atleast three years old: (iii) Three years experience of driving light or heavy vehicle; (iv) Should not be colour blind; (v) Hindi/Sanskrit upto Matric standard or higher education; (vi) If not already working on the post of driver then should not be more than fifty years of age.". |
