General Review
कला एवं सांस्कृतिक कार्य विभाग, हरियाणा की वर्ष 2017-18 की वार्षिक प्रषासनिक रिपोर्ट की समीक्षा।

क्रमांक क०स०वि०ह०-2019/130.— कला एवं सांस्कृतिक कार्य विभाग की स्थापना समृद्ध सांस्कृतिक धरोहर के उत्थान एवं परिरक्षण हेतु की गई है तथा पारम्परिक लोक संगीत, नृत्य, मंच एवं दृष्य कला विधा पारम्परिक कलाओं के पुनरूत्थान कार्य में सकारात्मक रूचि पैदा करने में समर्थ रहा है। विभाग के प्रयासों के परिणामस्वरूप हरियाणा की पारम्परिक मंच कला विधा 'सांग' को राष्ट्रीय स्तर का स्थान प्रदान किया गया। पंडित तूले राम पुत्र पंडित लखमी चंद (हरियाणा के प्रसिद्ध सांगी) को लोक नाट्य कला विधा (सांग) के क्षेत्र में दिए गए महत्वपूर्ण योगदान के लिए संगीत नाटक अकादमी पुरस्कार से नवाज़ा गया।
यह विभाग भारतीय सांस्कृतिक संबंध परिषद् के सहयोग से अन्तर्राष्ट्रीय सांस्कृतिक दलों के कार्यक्रम आयोजित करता है। भारत सरकार द्वारा वर्ष 1986 में क्षेत्रीय सांस्कृतिक केन्द्रों की स्थापना की गई थी तथा हरियाणा राज्य दो सांस्कृतिक केन्द्रों अर्थात् उत्तर क्षेत्र सांस्कृतिक केन्द्र, पटियाला तथा उत्तर मध्य क्षेत्र सांस्कृतिक केन्द्र, इलाहाबाद का सदस्य है। समीक्षाधीन वर्ष दौरान विभाग द्वारा निम्नलिखित महत्वपूर्ण कार्यक्रम आयोजित किए गएः-
स्वर्ण जयन्ती समारोह
स्वर्ण जयन्ती समारोह के अवसर पर विभाग द्वारा निम्नलिखित सांस्कृतिक कार्यक्रम का आयोजन किया गयाः- (क) जिला मेवात में दिनांक 25-04-2017 को त्रिभाषीय मुषायरा कार्यक्रम आयोजित किया गया।
(ख) चलचित्र तथा दूरदर्षन कलाकार ख्याली के हास्य कार्यक्रम प्रस्तुत करवाए गए, जिनमें मनोरंजन के साथ-साथ 'बेटी बचाओ बेटी पढ़ाओ' , 'स्वच्छ भारत अभियान' तथा स्वास्थ्य पर आधारित सामाजिक सन्देष शामिल था। (ग) बाबा बन्दा सिंह बहादुर जी के शहीदी दिवस के अवसर पर एस०एम०विजन संस्था पंचकूला के माध्यम से ध्वनि एवं प्रकाष कार्यक्रमों का आयोजन दिनांक 01-06-2017 से 10-06-2017 दौरान किया गया। (घ) हरियाणा राज्य के लोगों के मनोरंजन हेतु सम्राट शंकर तथा एस० के० शर्मा के जादू कार्यक्रम हरियाणा राज्य के विभिन्न जिलों में आयोजित किए गए।
(ङ) समीक्षाधीन वर्ष के दौरान हरियाणा राज्य के विभिन्न जिलों में अखिल महिला संगीत कार्यक्रम आयोजित किए गए। यह कार्यक्रम मनोरंजन के साथ-साथ महिला सषक्तिकरण तथा बेटी बचाओ बेटी पढ़ाओ संदेष को समर्पित थे।
(7)8 SUPPLT. TO HARYANA GOVT. GAZ., JAN. 29, 2019 (MAGH. 9, 1940 SAKA) (च) दृष्य कला विधा के उत्थान हेतु प्रैस कन्ट्रोल रूम संस्था के माध्यम से पंजाब विष्वविद्यालय में फोटो प्रदर्षनी आयेाजित की गई।
एक भारत श्रेष्ठ भारत
नवम्बर, 2016 में हरियाणा तथा तेलगांना सरकार के मध्य समझौता ज्ञापन पर हस्ताक्षर किए गए। इस ज्ञापन के दृष्टिगत विभाग द्वारा एक भारत श्रेष्ठ भारत कार्यक्रम अधीन निम्नलिखित कार्यक्रम आयोजित किए गएः-
(क) सांस्कृतिक आदान-प्रदान लोक नृत्य कार्यषाला, हैदराबाद में दिनांक 05-04-2017 से 11-04-2017 दौरान आयोजित की गई तथा भाग लेने वाले कलाकारों को दोनो प्रदेषों की लोक नृत्य कला विधा से परिचित करवाया गया।
(ख) दिनांक 24-04-2017 से 30-04-2017 दौरान हरियाणा राज्य के दस सदस्यीय फोटोग्राफरज के दल द्वारा तेलंगाना का भ्रमण किया गया तथा वहां की प्रकृति तथा सांस्कृति पर आधारित चित्र खींचे/एकत्रित किए गए। (ग) तेलंगाना राज्य की स्थापना दिवस के अवसर पर दिनांक 02-06-2017 को हरियाणा की संस्कृति पर आधारित कार्यक्रम हैदराबाद में प्रस्तुत किया गया।
(घ) दिनांक 20-07-2017 से 26-07-2017 दौरान तेलंगाना राज्य के फोटोग्राफरज के दल द्वारा हरियाणा राज्य का भ्रमण किया गया तथा यहां की संस्कृति एवं धरोहर पर आधारित चित्र खीचें/एकत्रित किए गए। (ङ) स्वतंत्रता दिवस के अवसर पर दिनांक 15-08-2017 को हैदराबाद में हरियाणवी सांस्कृतिक कार्यक्रम प्रस्तुत किया गया।
(च) तेलंगाना के कलाकारों द्वारा हरियाणा राज्य के सोनीपत, हिसार तथा फरीदाबाद में बथूकुम्मा उत्सव पर आधारित कार्यक्रम दिनांक 17-09-2017 से 20-09-2017 दौरान प्रस्तुत किए गए।
(छ) हरियाणा दिवस समारोह के अवसर पर तेलंगाना के कलाकारों द्वारा हरियाणा राज भवन, चण्डीगढ़ में दिनांक 01-11-2017 को लोक नृत्य कार्यक्रम प्रस्तुत किया गया।
(ज) अन्तर्राष्ट्रीय गीता महोत्सव के अवसर पर दिनांक 28-11-2017 से 31-11-2017 दौरान तेलंगाना के कलाकारों द्वारा कुरूक्षेत्र में सांस्कृतिक कार्यक्रम प्रस्तुत किए गए।
अन्य वार्षिक कार्यक्रम
हरियाणा सरकार द्वारा तीज उत्सव का आयोजन किया गया इस अवसर पर हरियाणा राज भवन में दिनांक 26-07-2017 को रंगारंग सांस्कृतिक कार्यक्रम प्रस्तुत किए गए। इसी प्रकार दिनांक 01-11-2017 को हरियाणा राज भवन में आयोजित हरियाणा समारोह के अवसर पर विभिन्न कला विधाओं के कार्यक्रम प्रस्तुत किए गए।
हरियाणा सरकार द्वारा अन्तर्राष्ट्रीय गीता महोत्सव को राज्य के सभी जिलों में मनाने की घोषणा की गई थी। इस विभाग द्वारा डेरू, जोगी, जंगम, बीन तथा बैगपाईपर आदि के विभिन्न पारम्परिक लोक कला प्रस्तुतियां समस्त जिलों में प्रस्तुत करवाई गई।
भारत अन्तर्राष्ट्रीय व्यापार मेले में दिनांक 19-11-2017 को हरियाणा राज्य दिवस समारोह के अवसर पर प्रगति मैदान, नई दिल्ली में सांस्कृतिक कार्यक्रम आयोजित किया गया।
हरियाणा कला परिषद्, चण्डीगढ़, हरियाणा इतिहास एवं संस्कृति अकादमी, कुरू़क्षेत्र तथा हरियाणा सरस्वती धरोहर विकास बोर्ड, पंचकूला को उनकी वार्षिक गतिविधियों के लिए समीक्षाधीन वर्ष 8,42,50,000/- रूपए का वित्तीय अनुदान दिया गया। पंजाब विष्वविद्यालय के इण्डियन थियेटर विभाग तथा भारतीय चलचित्र एवं दूरदर्षन संस्थान, पूना में प्रषिक्षण प्राप्त कर रहे हरियाणा राज्य के मूल निवासी तीन छात्रों को 2,000/- रूपए प्रति माह प्रति छात्र छात्रवृति प्रदान की गई। इसके अतिरिक्त उत्तर क्षेत्र सांस्कृतिक केन्द्र, पटियाला को राषि 51,00,000/- का अंषदान कॉरपस फण्ड के रूप में प्रदान किया गया।
श्री समीर पाल सरोह, भा०प्र०से० (दिनांक 01-04-2017 से 17-08-2017 तथा 13-12-2017 से 30-03-2018) एवं श्री चन्द्रषेखर, भा०प्र०से० (दिनांक 18-08-2017 से 12-11-2017) द्वारा समीक्षाधीन वर्ष 2017-18 दौरान कला एवं सांस्कृतिक कार्य विभाग के महानिदेषक एवं निदेषक का दायित्व निभाया।

The 17th January, 2019
No. ACAD-2019/130.— The Art & Culture Affairs Department has been established for the promotion and preservation of rich cultural heritage of the State. It has further able to generate positive interest in reviving the tradition of the Folk music, Dance, Theatre and Visual Arts. The efforts of the department have brought "Saang" the traditional theatre form of Haryana into national focus. Pt. Tule Ram S/o Pt. Lakhmi Chand (famous Saangi of Haryana) got the Sangeet Natak Academy Awards for his contribution in the field of "Folk Theater" (Saang).
The department arranges presentation of cultural programmes of International cultural troupes in collaboration with the Indian Council for Cultural Relations. Zonal Cultural Centres were established by the Government of India in November, 1986 and Haryana State is the member of two Zonal Cultural Centres i.e. North Zone Cultural Centre, Patiala and North Central Zone Cultural Centre, Allahabad.
During the year under review, the Department executed the following important functions:-
Golden Jubilee Celebration
On the occasion of the Golden Jubilee Celebration, the department organized following Cultural Programmes:-
(a) Trilingual Mushaira was organized at Mewat on 25-04-2017.
(b) Motivational comedy shows of Film & TV artist Khyali was presented with entertainment and social message i.e. 'Beti Bachao Beti Padhao', 'Swachh Bharat Abhiyan' and Health etc.
(c) Light & Sound shows were presented by the S. M. Vision, Panchkula on the eve of martyrdom day of Baba Banda Singh Bahadur from 01-06-2017 to 10-06-2017.
(d) For the purpose of entertainment the Department had organized Magic shows through Sh. Samrat Shankar Magician & Sh. S. K. Sharma in various District of Haryana.
(e) All Women musical shows were organized in various Districts of Haryana during the year under review. These shoes were not only for mere entertainment but were also dedicated to Women Empowerment in Haryana & represented a message of 'Beti Bachao Beti Padhao'.
(f) For the promotion of visual art form, Exhibition of Photographs was arranged at Punjab University, Chandigarh through Press Control Room organization.
Ek Bharat Shrestha Bharat
The MOU between Haryana & Telangana Government was signed in November, 2016. The Department had organized and participated in the following events under the "Ek Bharat Shrestha Bharat" programme:-
(a) Cultural exchange folk dance workshop was conducted at Hyderabad from 05-04-2017 to 11-04-2017.
During this workshop participants were introduced about the Folk Dance art form of both the State.
(b) Ten members photography troupe from Haryana visited Telangana during 24-04-2017 to 30-04-2017 & captured/collected the photographs based on the culture & heritage of Telangana.
(c) Haryanvi Cultural programmes were presented on the Formation day of Telangana at Hyderabad on 02-06-2017.
(d) Photography troupe from Telangana visited Haryana State during 20-07-2017 to 26-07-2017 and collected photographs based on the culture and heritage of Haryana.
(e) Haryanvi Cultural programme was presented at Hyderabad on the eve of Independence Day on 15-08-2017.
(f) Cultural performances given by the Telangana artists based on Bathukamma Festival at Kurukshetra, Sonipat, Hisar and Faridabad during 17-09-2017 to 20-07-2017.
(g) Folk Dance performance was given by Telangana artists on the eve of Haryana Day celebration held at Haryana Raj Bhawan, Chandigarh on 01-11-2017.
(h) Cultural performance were staged by the Telangana artists on the eve of Internationl Gita Mahotasav from 28-11-2017 to 31-11-2017 at Kurukshetra.

Celebration of Teej Festival is an annual feature of Haryana Government. A colourful Cultural Programme was presented on this occasion on 26-07-2017 at Haryana Raj Bhawan. Similarly, on the occasion of Haryana Day celebration at Haryana Raj Bhawan on 01-11-2017. Varieties of Cultural programmes were presented.
Haryana Government declared the Celebration of International Gita Jayanti Mahotsav in all districts of Haryana. This Department organized various traditional Folk Art performances like:- Deru, Jogi, Jangam, Been and Bagpiper etc. during the festival, across the State.
Cultural programmes were organized in India International Trade fare at Pragati Maidan, New Delhi on 19-11-2017 on the occasion of Haryana State Day Celebration.
Grant-in-Aid of Rs. 8,42,50,000/- was provided to Haryana Kala Parishad, Chandigarh, Haryana History & Cultural Academy, Kurukshetra & Haryana Sarswati Heritage Development Board, Panchkula for their annual activities during the year under review. Scholarships Amounting Rs. 2,000/- p.m. per student were given to three student of Haryana domicile getting training at Department of Indian Theatre, Punjab University, Chandigarh & Indian Film & Television Institute, Pune. Apart from this an Amount of Rs. 51,00,000/- was contributed as corpus fund given to North Zone Cultural Centre, Patiala.
Sh. Sameer Pal Srow, IAS (from 01-04-2017 to 17-08-2017 & 13-12-2017 to 30-03-2018) & Sh. Chander Shekhar, IAS (from 18-08-2017 to 12-11-2017) performed as the Director General & Director Art & Cultural Affair, Haryana during the year under review 2017-18.
