संख्या सा०का०नि० 10/संवि०/अनु० 309/2019 ़- भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा लोक निर्माण विभाग, भवन तथा सड़कें शाखा, जूनियर इंजीनियर (ग्रुप-ग) सेवा नियम, 1998 को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात््ः- 1. ये नियम हरियाणा लोक निर्माण विभाग, भवन तथा सड़कें षाखा, जूनियर इंजीनियर (ग्रुप-ग) सेवा संषोधन नियम, 2019, कहे जा सकते हैं। 2. हरियाणा लोक निर्माण विभाग, भवन तथा सड़कें शाखा, जूनियर इंजीनियर (ग्रुप-ग) सेवा नियम, 1998 (जिन्हें, इसमें, इसके बाद, उक्त-नियम कहा गया है) में नियम 5 में, ''सत्रह वर्ष'' तथा ''पैंतीस वर्ष '' शब्दों के स्थान पर, क्रमषः ''अठारह वर्ष'' तथा ''बयालीस वर्ष'' शब्द प्रतिस्थापित किये जाएंगे। 3. उक्त नियमों में, नियम 9 में , उप नियम (1) में, -
(i) खण्ड (I) में, उप-खण्ड (i) के स्थान पर, निम्नलिखित उप-खण्ड प्रतिस्थापित किया जाएगा, अर्थात्् : - ''(i) दस प्रतिषत ग्रुप ग कर्मचारियों में से पदोन्नति द्वारा तथा''; (ii) खण्ड (II) में, उप-खण्ड (i) के स्थान पर, निम्नलिखित उप-खण्ड प्रतिस्थापित किया जाएगा, अर्थात्् : - ''(i) दस प्रतिषत ग्रुप ग कर्मचारियों में से पदोन्नति द्वारा ; तथा''; (iii) खण्ड (III) में, उप-खण्ड (i) के स्थान पर, निम्नलिखित उप-खण्ड प्रतिस्थापित किया जाएगा, अर्थात्् : - (i) दस प्रतिषत ग्रुप ग कर्मचारियों में से पदोन्नति द्वारा ; तथा''; (iv) खण्ड (IV) में, उप-खण्ड (i) के स्थान पर, निम्नलिखित उप-खण्ड प्रतिस्थापित किया जाएगा, अर्थात्् : - ''(i)दस प्रतिषत ग्रुप ग कर्मचारियों में से पदोन्नति द्वारा ; तथा'' ।
4. उक्त नियमों में, परिषिष्ट ख के स्थान पर, निम्नलिखित परिषिष्ट प्रतिस्थापित किया जाएगा, अर्थात््ः -

| (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिंदी/संस्कृत । | या इंजीनियर संस्थान से ऐसोसिएट मैम्बरषिप परीक्षा ; (ii) कर्मचारी जो प्रमाणपत्र कोर्स धारक नहीं हैं, हेतु- (क) मैट्रिक या इसके समकक्ष ; (ख) सड़क निरीक्षक के रूप में आठ वर्ष का अनुभव या कार्य निरीक्षक, वर्क मिस्त्री, कार्य पर्यवेक्षक या सर्वेक्षक के रूप में बारह वर्ष का अनुभव; स्थानान्तरण या प्रतिनियुक्ति द्वारा - (i) राज्य तकनीकी षिक्षा बोर्ड, हरियाणा या सरकार द्वारा मान्यताप्राप्त किसी अन्य संस्थान द्वारा संचालित सिविल इंजीनियरिंग में तीन वर्षीय डिप्लोमा; अथवा विष्वविद्यालय अनुदान आयोग / अखिल भारतीय तकनीकी षिक्षा परिषद् से अनुमोदित मान्यताप्राप्त किसी विष्वविद्यालय से सिविल इंजीनियरिंग में बी.टेक. / इंजीनियरिंग में स्नातक (सिविल) या इंजीनियर संस्थान से ऐसोसिएट मैम्बरषिप परीक्षा ; तथा (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिंदी/संस्कृत | ||

| स्थानान्तरण या प्रतिनियुक्ति द्वारा - राज्य तकनीकी षिक्षा बोर्ड, हरियाणा या सरकार द्वारा मान्यताप्राप्त किसी अन्य संस्थान द्वारा संचालित मकैनिकल इंजीनियरिंग में तीन वर्षीय डिप्लोमा; अथवा विष्वविद्यालय अनुदान आयोग अखिल भारतीय तकनीकी षिक्षा परिषद् से अनुमोदित मान्यताप्राप्त किसी विष्वविद्यालय से मकैनिकल इंजीनियरिंग में बी.टेक. / इंजीनियरिंग में स्नातक (मकैनिकल) या इंजीनियर संस्थान से ऐसोसिएट मैम्बरषिप परीक्षा; तथा (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिंदी/संस्कृत। | |||
| 4. | जूनियर इंजीनियर (बागवानी) | (i) किसी मान्यताप्राप्त विष्वविद्यालय से कृषि / बागवानी में डिग्री ; तथा (ii) मैट्रिक स्तर तक या उच्चतर षिक्षा मे हिंदी/संस्कृत । ं | पदोन्नति द्वारा- (i) डिग्री, धारक कर्मचारियों हेतु - (क) किसी मान्यताप्राप्त विष्वविद्यालय से कृषि / बागवानी में डिग्री; तथा (ख) किसी ग्रुप ग के पद पर पांच वर्ष का अनुभव; (ii) कर्मचारी जो डिग्री धारक नहीं हैं, हेतु- (क) मैट्रिक या इसके समकक्ष ; तथा (ख) बागवानी पर्यवेक्षक के रूप में आठ वर्ष का अनुभव; स्थानान्तरण या प्रतिनियुक्ति द्वारा- (i) किसी मान्यताप्राप्त विष्वविद्यालय से कृषि बागवानी में डिग्री ; (ii) किसी ग्रुप ग के पद पर पांच वर्ष का अनुभव; तथा (iii) मैट्रिक स्तर तक या उच्चतर षिक्षा में हिंदी/संस्कृत। |
टिप्पण -1ः केवल सरकार द्वारा मान्यताप्राप्त डिप्लोमा या डिग्री या इसके समकक्ष योग्यताएं रखने वाले उम्मीदवार पात्र होंगे।
टिप्पण -2ः सक्षम प्राधिकारी की पूर्व अनुमति के बिना सेवा ग्रहण करने के उपरान्त प्राप्त की गई किसी उच्चतर योग्यता को किसी सेवा लाभ के लिए विचारा नहीं जाएगा ।''

The 12th February, 2019
No. G.S.R.10/Const./Art.309/2019.― In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Public Works Department, Building and Roads Branch, Junior Engineers (Group-C) Service Rules, 1998 namely:-
1. These rules may be called the Haryana Public Works Department (Buildings and Roads) Branch, Junior Engineers (Group-C) Amendment Service Rules, 2019.
2. In the Haryana Public Works Department, Building and Roads Branch, Junior Engineers (Group-C) Service Rules, 1998, in rule 5, for the figures and words "17 years" and "35 years", the words and sign "eighteen years" and "forty two years" shall be substituted respectively.
3. In the said rules, in rule 9, in sub-rule (1),-
(i) in clause (I), for sub-clause (i), the following sub-clause shall be substituted, namely:-
"(i) 10% by promotion from amongst Group C employees; and";
(ii) in clause (II), for sub-clause (i), the following sub-clause shall be substituted, namely:-
"(i) 10% by promotion from amongst Group C employees; and";
(iii) in clause (III), for sub-clause (i), the following sub-clause shall be substituted, namely:-
"(i) 10% by promotion from amongst Group C employees; and";
(iv) in clause (IV), for sub-clause (i), the following sub-clause shall be substituted, namely:-
"(i) 10% by promotion from amongst Group C employees; and".
4. In the said rules, for "Appendix B", the following Appendix shall be substituted, namely: -

Tech. in Civil Engineering/ Bachelor in Engineering (Civil) from any recognized University, approved by the University Grants Commission/ All India Council for Technical Education; and (ii) Hindi / Sanskrit upto Matric Standard or Higher Education. | |||

Note 1: Only candidates having Diploma or Degree or its equivalent qualifications as recognized by Government shall be eligible.
Note 2: Any higher qualification obtained after joining the service, without prior permission of the competent authority, shall not be considered for any service benefit.
