संख्या सा०का०नि० 9/संवि०/अनु० 309/2019 ़- भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा आयुर्वेदिक षिक्षा (ग्रुप क तथा ख) सेवा नियम 1999, को आगे संषोधित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात्‌ :- 1. ये नियम हरियाणा आयुर्वेदिक षिक्षा (ग्रुप क तथा ख) सेवा (संषोधन) नियम, 2019 कहे जा सकते हैं। 2. हरियाणा आयुर्वेदिक षिक्षा (ग्रुप क तथा ख) सेवा नियम, 1999 (जिन्हें, इसमें, इसके बाद, उक्त नियम कहा गया है) में, नियम 9 मेें, उप नियम (1) मेें,'ग्रुप क' शीर्ष मेें, खण्ड (ड) के बाद निम्नलिखित खण्ड जोड़े जाएंगे, अर्थात्‌ः-

"(ढ) प्रोफेसर षालाक्य तंत्र की दषा में,-

(i) सीधी भर्ती द्वारा; या

(ii) रीडर षालाक्य तंत्र में से पदोन्नति द्वारा; या (iii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से लगे किसी अधिकारी के स्थानान्तरण या प्रतिनियुक्ति द्वारा ;

(ण) प्रोफेसर अगद तंत्र की दषा में,-

(i) सीधी भर्ती द्वारा; या (ii) रीडर अगद तंत्र में से पदोन्नति द्वारा; या

(iii) किसी राज्य सरकार या भारत सरकार की सेवा में पहले से लगे किसी अधिकारी के स्थानान्तरण या प्रतिनियुक्ति द्वारा। "।

3. उक्त नियमों में, परिषिष्ट क मेें, खाना 1,2,3,4,5 तथा 6 के नीचे, 'ग्रुप क' शीर्ष मेें, क्रम संख्या 13 तथा उसके सामने प्रविष्टियों के बाद, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियाँ जोड़ी जाएंगी, अर्थात्‌ः- "14 प्रोफेसर षालाक्य तंत्र - 1 1 प्रवेष स्तर-14 (सैल-1) 118500 रूपये 15 प्रोफेसर अगद तंत्र - 1 1 प्रवेष स्तर-14 (सैल-1) 118500 रूपये। "। 4. उक्त नियमों में, परिषिष्ट ख मेें, खाना 1 ,2, 3, तथा 4 के नीचे, 'ग्रुप क' शीर्ष मेें, क्रम संख्या 13 तथा उसके सामने प्रविष्टियों के बाद, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियाँ जोड़ी जाएंगी, अर्थात्‌ः-

I पदोन्नति द्वाराः-

"14 प्रोफेसर षालाक्य तंत्र

रीडर षालाक्य तंत्र के रूप में पांच वर्ष का अनुभव;

II स्थानान्तरण या प्रतिनियुक्ति द्वारा :-

(i) भारतीय चिकित्सा केन्द्रीय परिषद्‌ अधिनियम,1970(1970 का केन्द्रीय अधिनियम 48) के अधीन किसी मान्यता प्राप्त षालाक्य तंत्र विषय में स्नातकोत्तर योग्यता;

(i) भारतीय चिकित्सा केन्द्रीय परिषद्‌्‌ अधिनियम, 1970 (1970 का केन्द्रीय अधिनियम 48) के अधीन किसी मान्यताप्राप्त षालाक्य तंत्र विषय में स्नातकोत्तर योग्यता;

(ii) किसी मान्यताप्राप्त विष्वविद्यालय या भारतीय चिकित्सा केन्द्रीय परिषद्‌्‌ अधिनियम, 1970 (1970 का केन्द्रीय अधिनियम 48)े के अधीन यथा मान्यताप्राप्त वैधानिक बोर्ड/संकाय /भारतीय चिकित्सा परीक्षण निकाय से आयुर्वेद में कोई उपाधि या इसके समकक्ष;

(ii) किसी मान्यताप्राप्त विष्वविद्यालय या भारतीय चिकित्सा केन्द्रीय परिषद्‌्‌ अधिनियम, 1970(1970 का केन्द्रीय अधिनियम 48)े के अधीन यथा मान्यताप्राप्त वैधानिक बोर्ड/संकाय /भारतीय चिकित्सा परीक्षण निकाय से आयुर्वेद में कोई उपाधि या इसके समकक्ष;

(iii) दस वर्ष का अध्यापन का अनुभव, जिसमें किसी आयुर्वेद कालेज में षालाक्य तंत्र के विषय में रीडर के रूप में कम से कम पांच वर्ष का अध्यापन अनुभव षामिल होगा;

(iv) मैट्रिक स्तर तक या उच्चतर षिक्षा

में हिन्दी/संस्कृत;

(iv) मैट्रिक स्तर तक या उच्चतर षिक्षा में

हिन्दी/संस्कृत;

अधिमानः

(v) षालाक्य तंत्र के विषय में अनुसंधान (v) षालाक्य तंत्र के विषय में अनुसंधान

प्रकाषन/मूल योगदान।

(iii) दस वर्ष का अध्यापन का अनुभव, जिसमें किसी आयुर्वेद कालेज में अगद तंत्र के विषय में रीडर के रूप में कम से कम पांच वर्ष का अध्यापन अनुभव षामिल होगा ;

(iv) मैट्रिक स्तर तक या उच्चतर षिक्षा में

हिन्दी/संस्कृत ;

अधिमानः

(v) अगद तंत्र के विषय में अनुसंधान

प्रकाषन/मूल योगदान ;

(v) अगद तंत्र के विषय में अनुसंधान प्रकाषन/ मूल योगदान । "। 5. उक्त नियमों में, परिषिष्ट ग तथा घ मेें, खाना 1 तथा 2 के नीचे, 'ग्रुप क' शीर्ष मेें, क्रम संख्या 13 तथा उसके सामने प्रविष्टियों के बाद, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियाँ जोड़ी जाएंगी, अर्थात्‌ः-

Notification

The 12th February, 2019

No. G.S.R.9/Con./Art.309/2019.― In excercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Ayurvedic Education (Group A and B) Service Rules, 1999, namely :-

1. These rules may be called the Haryana Ayurvedic Education (Group A and B) Service (Amendment) Rules,2019.

2. In the Haryana Ayurvedic Education (Group A and B) Service Rules, 1999 (hereinafter called the said rules), in sub-rule (1), in rule 9, under the heading "Group-A", after clause (m), the following clauses shall be added, namely :-

"(n) in the case of Professor of Shalakya Tantra ,-

(i) by direct recruitment; or (ii) by promotion from amongst the Readers of Shalakya Tantra; or (iii) by transfer or deputation of an officer already in the Service of any State Government or the Government of India ;

(o) in the case of Professor of Agad Tantra ,-

(i) by direct recruitment; or (ii) by promotion from amongst the Readers of Agad Tantra; or (iii) by transfer or deputation of an officer already in the Service of any State Government or the Government of India.".

3. In the said rules, in Appendix A, under the heading Group A, under the columns 1,2,3,4,5 and 6, after serial number 13 and entries thereagainst, the following serial numbers and entries thereagainst shall be added, namely :-

"14 Professor of Shalakya Tantra - 1 1 FPL-14, (Cell -1) Rupees 118500 15 Professor of Agad Tantra - 1 1 FPL-14, (Cell -1 ) Rupees 118500 .".

4. In the said rules, in Appendix B, under the heading Group A under the columns 1,2,3 and 4, after serial number 13 and entries thereagainst, the following serial numbers and entries thereagainst shall be added, namely :-

I. By promotion :

Five years experience as Reader of 14 Professor of Shalakya Tantra

Shalakya Tantra;

II. By transfer or deputation :

(i) Post Graduate qualification in the subject of Shalakya Tantra as recognised under the Indian Medicine Central Council Act,1970 (Central Act 48 of 1970);

(i) Post Graduate qualfication in the subject of Shalakya Tantra as recognised under the Indian Medicine Central Council Act, 1970 (Central Act 48 of 1970);

(ii) Degree in Ayurveda from any recognised University or Statutory Board / Faculty / Examining Body of Indian Medicine or its equivalent as recognised under the Indian Medicine Central Council Act, 1970 (Central Act 48 of 1970);

(iii) Ten years teaching experience including at least five years teaching experience as Reader in the subject of Shalakya Tantra in any Ayurvedic College;

(iv) Hindi/Sanskrit upto Matric Standard

or Higher Education;

(iii) Ten years teaching experience including at least five years teaching experience as Reader in the subject of Shalakya Tantra in any Ayurvedic College;

(iv) Hindi/Sanskrit upto Matric

Standard or Higher Education;

Preferential :

(v) Research publication / original contribution in the subject of Shalakya Tantra.

I. By promotion :

15 Professor of Agad Tantra

Five years experience as Reader of

Agad Tantra;

II. By transfer or deputation :

(i) Post Graduate qualification in the subject of Agad Tantra as recognised under the Indian Medicine Central Council Act, 1970 (Central Act 48 of 1970);

(iii) Ten years teaching experience including at least five years teaching experience as Reader in the subject of Agad Tantra in any Ayurvedic College;

(iv) Hindi/Sanskrit up to Matric Standard

or Higher Education;

Preferential :

(iii) Ten years teaching experience including at least five years teaching experience as Reader in the subject of Agad Tantra in any Ayurvedic College;

(v) Research publication / original contribution in the subject of Agad Tantra.

(iv) Hindi/ Sanskrit up to Matric Standard or Higher Education;

Preferential :

(v) Research publication / original contribution in the subject of Agad Tantra.".

5. In the said rules, in Appendices C and D, under the heading Group A, under columns 1 and 2, after serial number 13 and entries thereagainst, the following serial numbers and entries thereagainst shall be added, namely :-

"14 Professor of Shalakya Tantra

15 Professor of Agad Tantra .".
