संख्या-4/40/2017-4एस०वाई०ए०.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा प्रतिभाषाली खिलाड़ी (भर्ती तथा सेवा षर्ते) नियम, 2018, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं,
अर्थात् :-
1. (1) ये नियम हरियाणा प्रतिभाषाली खिलाड़ी (भर्ती तथा सेवा षर्ते) संषोधन नियम, 2019, कहे जा सकते हैं। (2) ये नियम 5 सितम्बर, 2018 से लागू हुए समझे जाएंगे।
2. हरियाणा प्रतिभाषाली खिलाड़ी (भर्ती तथा सेवा षर्तें) नियम, 2018 (जिन्हें, इसमें, इसके बाद, उक्त नियम कहा गया है) में, नियम 3 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात् :-
''3 (1) विष्व चैम्पियनषिप, एषियन चैम्पियनषिप, कामनवेल्थ चैम्पियनषिप तथा विष्व विष्वविद्यालय क्रीड़ाओं के मामले में नियुक्ति के लिए विचारे जाने वाले खेल इवेन्ट उपनियम (2) तथा (3) में यथा उपबन्धित किये जाएंगे। (2) या तो अनुसूची-I या अनुसूची-II की प्रवर्ग संख्या 2, 5क, 6क या 7क के अधीन नियुक्ति के लिए केवल ठीक आगामी ओलम्पिक खेलों में षामिल खेल इवेन्ट विचारे जाएंगे।
(3) या तो अनुसूची-I या अनुसूची-II की प्रवर्ग संख्या 5ख, 6ख या 7ख के अधीन नियुक्ति के लिए खेल इवेन्ट जो ठीक आगामी ओलम्पिक खेलों में षामिल नहीं हैं, किन्तु ठीक आगामी एषियन खेलों या ठीक आगामी कामनवेल्थ खेलों में षामिल हैं, विचारे जाएंगे।''
3. उक्त नियमों में, नियम 4 में, उपनियम (3) में ''क्रीड़ाओं/क्रीड़ाए'' षब्दों के स्थान पर ''मैचों/मैच षब्द प्रतिस्थापित किए जाएगें।
4. उक्त नियमों में, नियम 6 में, उपनियम (2) के स्थान पर, निम्नलिखित उपनियम प्रतिस्थापित किया जाएगा' अर्थात्ः- "2 प्रतिभाषाली खिलाड़ी राष्ट्रीय स्तर पर या तो हमेषा राज्य के लिये खेला हो या हरियाणा का अधिवासी/निवासी हो" 5. उक्त नियमों में, नियम 9 में, उपनियम (4) में, ''विभाग'' षब्द के स्थान पर, ''नियुक्ति देने वाले विभाग'' षब्द प्रतिस्थापित किये जायेंगे।

(i) क्रम संख्या 4 के सामने, ''प्रतिभागी'' षीर्ष में, ''क्वार्टर फाईनल या उससे ऊपर'' खाना, के नीचे, ''षुन्य'' षब्द के स्थान पर, "ग्रुप ग" षब्द प्रतिस्थापित किया जाएगा।
(ii) "ग्रुप ख" षब्द जहां कहीं भी आये, के स्थान पर, "गु्रप ख (हरियाणा पुलिस सेवा से भिन्न)" षब्द तथा कोष्ठक प्रतिस्थापित किये जाएंगे।
(iii) प्रयुक्त संकेताक्षर ''एच.सी.एस." के स्थान पर ''हरियाणा सिविल सेवा (कार्यकारी षाखा)'' षब्द प्रतिस्थापित किये जायेंगे।
(iv) प्रयुक्त संकेताक्षर ''एच.पी.एस." के स्थान पर ''हरियाणा पुलिस सेवा'' षब्द प्रतिस्थापित किये जायेंगे। 7. उक्त नियमों में, अनुसूची-II में, -
(i) उक्त नियमों में, अनुसूची-II में, "ग्रुप ख" षब्द जहां कहीं भी आये, के स्थान पर, "ग्रुप ख (हरियाणा पुलिस सेवा से भिन्न)" षब्द तथा कोष्ठक प्रतिस्थापित किये जाएंगे।
(ii) प्रयुक्त संकेताक्षर ''एच.सी.एस." के स्थान पर ''हरियाणा सिविल सेवा (कार्यकारी षाखा)'' षब्द प्रतिस्थापित किये जायेंगे।
(iii) प्रयुक्त संकेताक्षर ''एच.पी.एस." के स्थान पर ''हरियाणा पुलिस सेवा'' षब्द प्रतिस्थापित किये जायेंगे। 8. उक्त नियमों में, प्ररूप-I में, क्रम संख्या 11 में, "खेल विषय'' षब्दों के स्थान पर, "खेल इवेन्ट" षब्द प्रतिस्थापित किए जायेंगे। 9. उक्त नियमों में, प्ररूप- II में,-
(ंi) क्रम संख्या 11 में, "खेल विषय" षब्दों के स्थान पर, ''खेल इवेन्ट'' षब्द प्रतिस्थापित किए जाएंगे, तथा (ंii) क्रम संख्या 12 में, खण्ड (viii) तथा (ix) में, ''खेलों'' षब्द के स्थान पर, ''मैचों'' षब्द प्रतिस्थापित किए जाएंगे। दिनांकः 9 मार्च, 2019.

No. 4/40/2017-4SYA.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules, further to amend the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018, namely:-
1. (1) These rules may be called the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Amendment Rules, 2019.
(2) These rules shall be deemed to have come into force from the 5th September, 2018.
2. In the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018 (hereinafter called the said rules), for rule 3, the following rule shall be substituted, namely:-
"3. Sports events to be considered.- (1) Sports events to be considered for appointment in the case of World Championship, Asian Championship, Commonwealth Championship and World University Games shall be as provided under sub-rule (2) and (3).
(2) Sports events included in the immediate next Olympic Games only shall be considered for appointment under category numbers 2, 5A, 6A or 7A of either Schedule-I or Schedule-II.

(EXTRA.), MAR. 9, 2019 (PHGN. 18, 1940 SAKA)(3) Sports events not included in the immediate next Olympic Games, but included in either the immediate next Asian Games or the immediate next Commonwealth Games, shall be considered for appointment under category numbers 5B, 6B or 7B of either Schedule-I or Schedule-II.
3. In the said rules, in rule 4, in sub-rule (3), for the word "games", the word "matches" shall be substituted.
4. In the said rules, in rule 6, for sub-rule (2), the following sub-rule shall be substituted, namely :-
"(2) The outstanding sportsperson must have either played for the State at the national level throughout or be a domicile/resident of the State."
5. In the said rules, in rule 9, in sub-rule 4, for the word "Department" existing at the end, the word "appointing Department" shall be substituted.
6. In the said rules, in Schedule-I,-
(i) under heading "Participant", under column "Quarter Finals or above", against category number 4 for the "Nil" entry, the following entry shall be substituted, namely :- "Group C", and
(ii) for the entry "Group B" wherever occurring the following entry shall be substituted, namely:- "Group B (other than Haryana Police Service)".
(iii) the abbreviation "HCS" means "Haryana Civil Service (Executive Branch)".
(iv) the abbreviation "HPS" means "Haryana Police Service".
7. In the said rules, in Schedule-II,
(i) for the entry "Group B" wherever occurring, the following entry shall be substituted, namely:-
"Group-B (other than Haryana Police Service)".
(ii) the abbreviation "HCS" means "Haryana Civil Service (Executive Branch)".
(iii) the abbreviation "HPS" means "Haryana Police Service".
8. In the said rules, in Form-I, for the entry against serial number 11, for the words "Sports Discipline", the words "Sports Event" shall be substituted.
9. In the said rules, in Form-II,-
(i) for the entry against serial number 11, for the words "Sports Discipline", the words "Sports Event" shall be substituted, and
(ii) in sub-clause (viii) and (ix) of serial number 12, for the word "games", the word "matches" shall be substituted.
