गृृह विभाग (पुलिस), की वर्ष 2017 की प्रशासनिक रिपोर्ट का पुनर्विलोकन

No. 3986/जी०ए० 2.— राज्य में चारों ओर शांति का वातावरण है। वर्ष 2017 में अपराध की स्थिति पूर्णतः नियन्त्रण में रही। राज्य में इस वर्ष के दौरान कोई भी उग्रवाद की घटना नहीं हुई। राज्य में समस्त जातियां शांतिपूर्वक रह रही हैं। राज्य की औद्योगिक ईकाइयों में कोई बडी हड़ताल नहीं हुई और विद्यार्थियों ने किसी हड़ताल में भाग नहीं लिया। राज्य सरकार द्वारा समाज के विभिन्न समुदायों, महिलाओं तथा कमजोर एवं निम्न वर्गों को पूरी तरह से सुरक्षा प्रदान की गई। अपराध स्थिति :-
वर्ष 2016 में भारतीय दण्ड संहिता के अन्तर्गत कुल 88231 अभियोग अंकित हुए जबकि गत वर्ष इसी अवधि के अन्तर्गत भारतीय दण्ड संहिता के अन्तर्गत कुल 97392 अभियोग अंकित हुए थे। 9161 अभियोगों की वृद्धि हुई है। वर्ष 2016 की तुलना में वर्ष 2017 में सरकारी कर्मचारियों पर हमले के 36 मुकदमों में कमी, हत्या के प्रयत्न 51 मुकदमों की बढ़ोतरी तथा हत्या के 11 मुकदमों में कमी आई है। सभी मुकदमों में सफलता की दर 86.20 प्रतिशत रही है। डकैती के 68 प्रतिशत, लूट के 63 प्रतिशत मुकदमें हल किए गए। सम्पत्ति विरुद्व अपराध में 24.06 प्रतिशत सम्पत्ति बरामद की गई। वर्ष 2017 के दौरान राज्य पुलिस ने लगभग 55 करोड़ रुपये की चोरी शुदा सम्पत्ति बरामद की। इस वर्ष पुलिस ने सराहनी़य कार्य किया।
वर्ष 2016 की तुलना में वर्ष 2017 में अपराध की तुलनात्मक स्थिति
1. सदोष मानव वध में 11 मुकदमों की बढ़ोतरी हुई है।
2. हत्या के प्रयत्न में 51 मुकदमों की बढ़ोतरी हुई है।
3. सरकारी कर्मचारियों पर हमले में 36 मुकदमों की कमी आई है।
4. डकैती में 15 मुकदमों की बढ़ोतरी हुई है।

6. गृह भेदन में 518 मुकदमों की बढ़ोतरी हुई है।
7. चोरी के मुकदमों में 1596 की बढ़ोतरी हुई है।
8. महिला विरुद्व अपराध के मुकदमों में 1062 की बढ़ोतरी हुई है।
9. हत्या के मुकदमों में सफलता की दर 81.73 प्रतिशत रही।
10. सदोष मानव वध के मुकदमों में सफलता की दर 90.56 प्रतिशत रही।
11. चोट के मुकदमों में सफलता की दर 94.65 प्रतिशत रही।
12. अपहरण/अपनयन के मुकदमों में सफलता की दर 75.70 प्रतिशत रही।
13. डकैती के 68 प्रतिशत मुकदमों को हल करके 78.51 प्रतिशत चोरी शुदा सम्पत्ति बरामद की।
14. लूट के 62 प्रतिशत मुकदमों को हल करके 44.17 प्रतिशत चोरी शुदा सम्पत्ति बरामद की।
महिला विरुद्व अपराध
वर्ष 2017 के दौरान महिला विरुद्ध अपराध के अन्तर्गत 244 दहेज हत्या के मुकदमें, 1328 बलात्कार, 2141 छेड़छाड़ के, 3220 अपहरण/अपनयन तथा 3320 दहेज प्रताड़ना के मुकदमें धारा 498-ए के अन्तर्गत दर्ज किए गए।
स्थानीय एवं विशेष अधिनियम
वर्ष 2017 के दौरान 14668 मुकदमें आबकारी अधिनियम, 2247 मादक द्रव्य अधिनियम, 1966 शस्त्र अधिनियम, 400 भ्रष्टाचार निरोधक अधिनियम, 8010 अन्य स्थानीय एवं विषेष अधिनियम तथा 4273 मुकदमें जुआ अधिनियम के अन्तर्गत दर्ज हुए। जुआ अधिनियम के अन्तर्गत सट्टे जुआ से 259.72 लाख रुपये बरामद किये गए।
आधुनिकीकरण :-
पुलिस बल आधुनिकीकरण योजना के अन्तर्गत गत चार वर्ष में हरियाणा पुलिस की उपलब्धि 100 प्रतिशत रही। वर्ष 2017 में 225,84,92,426/- रुपये हरियाणा पुलिस कर्मचारियों के लिए रिहायषी व गैर-रिहायषी भवनों व चल रहे कार्यों के लिए खर्च किए गए हैं।
दूरसंचार
वृहृद क्षेत्र नेटवर्क (WAN)
सूचना प्रोद्योगिकी योजना के अंतर्गत हरियाणा पुलिस की युनिटों में एच०सी०एल० कम्पनी द्वारा लैन/वैन स्थापित किया गया है जिसमें ई-मेल सुविधा उपलब्ध करवाई जा चुकी है, जो बहुत ही उपयोगी सिद्ध हो रही है। इस प्रकार वान द्वारा सूचनाओं के आदान प्रदान से अपराधों की रोकथाम व अन्य प्रशासनिक कार्यों में मदद मिलेगी।
हरियाणा हाईवे पैट्रोल एक आदर्श संस्था :-
हरियाणा सरकार ने राज्य में से गुजरने वाले राष्ट्रीय राज मार्गों पर 'उाम यातायात प्रबन्धन' की ओर विशेष ध्यान दिया है। नैशनल हाई-वेज सेफटी और पैट्रोल की स्थापना की गई है जो कि पुलिस अधीक्षक स्तर के अधिकारी के अधीन कार्य कर रही है। इसके गठन के बाद राज्य में राष्ट्रीय राज मार्गों पर यातायात के प्रबन्धों में काफी सुधार आया है तथा देश के कुछ अन्य राज्य भी हरियाणा की नकल कर रहे हैं।
हरियाणा पुलिस की कल्याणकारी गतिविधियां :-
पुलिस महानिदेशक, हरियाणा के कार्यालय द्वारा पुलिस विभाग के अधिकारियों/कर्मचारियाें के परिवारों के लिए वर्ष 2017 में निम्नलिखित कार्य किये गये हैं :-
1. विषेष अनुग्रहपूर्वक अनुदान राषिः- हरियाणा सरकार की अनुग्रहपूर्वक अनुदान नीति के तहत असामाजिक तत्वों के साथ मुठभेड़ में षहीद होने वाले पुलिस अधिकारियों/कर्मचारियों के आश्रितों को हरियाणा सरकार द्वारा 10 लाख रूपये व गंभीर रूप से घायल होने पर 5 लाख रूपये विषेष अनुग्रहपूर्वक अनुदान के रूप में प्रदान किये जाते हैं व इसके अतिरिक्त हरियाणा सरकार की नीति दिनांक 01.01.2014 के अनुसार शहीद परिवार के एक आश्रित को सरकारी नौकरी प्रदान की जाएगी। माननीय मुख्यमंत्री, हरियाणा सरकार द्वारा दिनांक 17-08-2016 को ए लेवल कल्याण गोष्ठी के दौरान शहीद कर्मचारी के परिवार को 10 लाख की बजाय 30 लाख व गंभाीर रूप से घायल पुलिस कर्मचारी को 5 लाख की बजाय 15 लाख करने की घोषणा की गई है। उपरोक्त के संदर्भ में एक प्रस्ताव इस कार्यलय के पत्र क्रमांक 7264/डब्लयू-3 दिनांक 13.12.2016 द्वारा हरियाणा सरकार को भेजा गया है, जो सरकार के पास विचाराधीन है।श्SUPPLT. GAZ., MAY 7, 2019 (VYSK. 17, 1941 SAKA) 67 2. अनुग्रहपूर्वक अनुदान राषिः- वर्तमान सरकार के कार्यकाल के दौरान 212 मृतक पुलिस अधिकारियों/ कर्मचारियों के आश्रितों को 25,000/- रूपये प्रत्येक के हिसाब से अनुग्रहपूर्वक अनुदान राषि के रूप में वितरित की गई है। 3. मासिक वित्तीय सहायताः- वर्तमान सरकार के कार्यकाल के दौरान 216 मृतक पुलिस अधिकारियों/कर्मचारियों के आश्रितों को मासिक वित्तीय सहायता प्रदान की गई है।
4. पुलिस पब्लिक स्कूलः- हरियाणा पुलिस विभाग द्वारा 18 पुलिस पब्लिक स्कूल जो कि मधुबन, पानीपत, अम्बाला, हिसार, कुरूक्षेत्र, भौंडसी, सुनारिया, रेवाडी, सोनीपत, भिवानी, करनाल, जीन्द, मेवात, पंचकुला, कैथल, झझर, सिरसा व नूहं में चलाये जा रहे है, माननीय मुख्यमंत्री हरियाणा सरकार द्वारा दिनांक 17-08-2016 को ए लेवल कल्याण गोष्ठी के दौरान घोषणा की है कि बाकि जिलों में पुलिस पब्लिक स्कूल खोलने के लिए प्रत्येक स्कूल के लिए 4 करोड़ रूपये की राषि सरकार द्वारा की जाएगी।
5. मैचिंग ग्रांटः- इस वर्ष 2016-2017 के लिए मैचिंग ग्रांट 4 करोड़ हरियाणा सरकार से इस कार्यालय में प्राप्त हो चुकी थी। माननीय मुख्यमंत्री हरियाणा सरकार द्वारा दिनांक 17-08-2016 को ए लेवल कल्याण गोष्ठी के दौरान घोषणा की है कि पुलिस अधिकारियों एवं कर्मचारियों की कल्याण कोष की कटौती के बराबर सरकार द्वारा मैचिंग ग्रांट दी जाएगी। 6. राज्य, जिला और पुलिस स्टेषन स्तर पर विषेष कक्ष स्थापित किये गये हैं ताकि जाति आधारित अत्याचारों की त्वरित पंजीकरण और निष्पक्ष जांच सुनिष्चित हो सके। पुलिस मुख्यालय पर सामाजिक न्याय विभाग इस सम्बन्ध में जिला पुलिस ईकाईयों के काम पर नजर रखता है। जिला स्तर पर, पुलिस आयुक्त/पुलिस अधीक्षक कार्यालयों में एक SCs/STs संरक्षण कक्ष की स्थापना की गई है जो अनुसूचित जातियों/जनजातियों अधिनियम, 1989 एवं संषोधित अधिनियम, 2015 के तहत पंजीकृत मामलों पर नजर रखता है और जाति आधारित अत्याचारों को रोकने के लिए कदम उठाता है। पुलिस स्टेषन स्तर पर, थाना प्रबन्धक की निगरानी में NGOs/ORs की टीम विषेष रुप से जातिगत अत्याचारों के केसों एवं षिकायतों पर डील करती है। दिनांक 01.04.2017 से 31.12.2017 की अवधि के दौरान, कुल 660 मामलें अनुसूचित जाति/जनजाति (अत्याचार की रोकथाम) अधिनियम, 1989 के तहत दर्ज किये गये। इसी प्रकार, दिनांक 01.01.2018 से 31.03.2018 तक कुल 208 मामलें इसी अधिनियम के तहत दर्ज किये गये।
मानव अधिकार :-
हरियाणा पुलिस द्वारा राज्य में मानव अधिकारों का उल्लंघन रोकने के लिए पुलिस महानिदेशक, हरियाणा की अघ्यक्षता में पुलिस मुख्यालय पर एक मानव अधिकार सैल की स्थापना की गई है, जिसमें अतिरिक्त पुलिस महानिदेषक, कानून एवं व्यवस्था द्वारा सहयोग प्रदान किया जा रहा है। अतिरिक्त पुलिस महानिदेषक, कानून एवं व्यवस्था को नागरिक अधिकार सुरक्षा सैल का मुखिया बनाया गया है। महिलाओं के विरुद्ध अपराध के कार्य की देख-रेख अतिरिक्त पुलिस महानिदेषक के पद के अधिकारी द्वारा की जा रही है।

CRIME AND LAW AND ORDER SITUATION
There is an atmosphere of all-round peace in the State. The crime situation remained well under control during the year 2017. There has been no terrorist incident in the State during the year. All communities in the State are living peacefully. There has been no major strike in any industrial unit. Students have concentrated on their studies and have not indulged in strike, violence, etc. The minorities, women and the weaker sections of the society have been given full protection by the State Police.
During the year 2017, a total number of 97392 cases have been registered under Indian Penal Code as against 88231 cases registered during the year 2016. There was an increase of 9161 cases.
In comparison to the last year, in the year 2017, there was an decrease of 36 cases of assault on government servants, increase of 51 cases of attempt to murder and decrease of 11 cases of murder. It is also mentioned here that the over-all percentage of worked out cases was 86.20%. The percentage of worked out cases of dacoity and robbery were 68% and 63% respectively. The percentage of recovery in total property offences was 24.06%. The State Police recovered stolen property worth Rs. 55 crore during the year 2017. Thus the police has done commendable work during this period.

1. Culpable homicide cases increased by 11.
2. Attempt to murder cases increased by 51.
3. Assault on Govt. servants cases decreased by 36.
4. Dacoity cases increased by 15.
5. Robbery cases increased by 209.
6. Burglary cases increased by 518.
7. Theft cases increased by 1596.
8. Crime against women cases increased by 1062.
9. The success rate in solving the murder cases was approximately 81.73%.
10. The success rate in solving culpable homicide cases was 90.56%.
11. The success rate in solving hurt cases was 94.65%.
12. Cases of kidnapping/abduction solved was 75.70%.
13. After solving 68% cases of dacoity, amount of stolen property recovered was 78.51%.
14. After solving 62% cases of robbery, amount of stolen property recovered was 44.17%.
CRIME AGAINST WOMEN
During the year 2017, under the head "Crime Against Women", 244 cases of dowry death, 1328 cases of rape, 2141 cases of molestation, 3220 cases of kidnapping/abduction and 3320 cases of dowry harassment were registered.
LOCAL AND SPECIAL LAW
During the year 2017, 14668 cases under the Excise Act, 2247 cases under NDPS Act, 1966 cases under the Arms Act, 4273 cases under the Gambling Act, 400 cases under Prevention of Corruption Act and 8010 cases under Other Local & Special Laws were registered. Recovery of Rs. 259.72 lacs was made under the Gambling Act. MODERNISATION:-
The performance of Haryana Police under modernization during last 4 years is 100%. In the year 2017, Rs. 225,84,92,426/- were utilized for residential and non residential buildings for Haryana Police employees and on going projects.
TELECOMMUNICATION
WIDE AREA NETWORK (WAN)
Under the IT policy, LAN/WAN has been established in the Haryana Police units by HCL company in which e-mail facility is being provided which is proving much useful. Sending information through WAN ID is very helpful for controlling crime and other administrative works.
HARYANA HIGHWAY PATROLLING, AN IDEAL INSTITUTION
Haryana Government has given special attention to "Best Traffic Management" on National Highways in the State. National Highway Safety and Patrol unit has been established which is working under a Superintendent of Police level officer. After its establishment on the National Highways, there is a lot of improvement in Traffic Management and other States are also following Haryana model.
HARYANA POLICE WELFARE ACTIVITIES
In the year 2017, the office of DGP, Haryana has done the following welfare activities in favour of families of officers/officials of Haryana Police:-
1. Special Ex-gratia grant:- A sum of Rs. 10 lacs will be given to the dependents of the deceased employees who die in action and Rs. 5 lacs shall be given to those who sustain grievous injuries in similar situations. The State Govt. has framed an ex-gratia policy for the family members of Martyrs of the Police department on 01.01.2014 in which it has been decided that one dependent of the deceased family should be provided a Govt. Job. Due to the efforts of Police department the State Govt. has approved to provide Ex-gratia employment to the wards of the Police Personnel who have died while fighting with anti-social elements since 1991. DuringSUPPLT. TO HARYANA GOVT. GAZ., MAY 7, 2019 (VYSK. 17, 1941 SAKA) 69 the "A" level welfare meeting on 17-08-2016 at Panchkula, Hon'ble CM announced to increase the Special Ex-gratia grant from Rs. 10 lacs to 30 lacs and from Rs. 5 lacs to 15 lacs. On the subject noted above, a proposal has been sent to the Haryana State Govt. vide this office letter No.7464/W-3 dated 13.12.2016, which is under consideration of the Govt.
2. Ex-gratia grant :- 212 dependents of deceased Police personnel have been sanctioned Ex-Gratia Grant @ Rs. 25,000/- each.
3. Monthly Financial Assistance:- As per State Govt. Policy/Rules 216 dependents of deceased Police personnel have been sanctioned Monthly Financial Assistance.
4. Police Public School:- The Police Department has established 14 Police Public Schools at Madhuban, Panipat, Ambala, Hisar, Kurukshetra, Bhondsi (Gurugram), Sunaria (Rohtak), Rewari, Sonipat, Bhiwani, Panchkula, Karnal, Jind, Mewat, Kaithal, Jhajjar, Sirsa and Nuh. During the "A" level welfare meeting on 17-08-2016 at Panchkula, Hon'ble CM announced that State Govt. will provide Rs. 4 Crore for establishment of new Police Public Schools in remaining Police lines.
5. Matching grant: - During the financial year 2016-2017 matching grant amounting Rs. 4 Crore has been received in this office from the State Govt. During the "A" level welfare meeting on 17-08-2016 at Panchkula, Hon'ble CM announced that State Govt. will provide Matching grant to police department equal to the contribution of police employees.
6. Special Cells have been set up at State, District and Police Station level to ensure prompt registration and fair and impartial investigation of caste-based atrocities. Social Justice Wing at Police Headquarters monitors the working of field units on this count. At District level, there is a SCs/STs Protection Cell at CP/SP office that monitors investigation of cases registered under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and Amended Act, 2015 and takes steps to prevent caste-based atrocities. At Police Station level, a team of NGOs/ORs under SHO's supervision specifically deals with the cases and complaints of atrocities expected and reported. During the period from 01.04.2017 to 31.12.2017, total 660 cases were registered under the Scheduled Castes and the Scheduled Tribes (PoA) Act, 1989. Similarly, 208 cases have been registered under the same Act during the period from 01.01.2018 to 31.03.2018.
HUMAN RIGHTS
To curb Human Rights violations in the State, a Human Rights Cell has been set up at the Police Headquarters under the supervision of the Director General of Police, Haryana assisted by the Addl. Director General of Police, Law & Order. Addl. Director General of Police, Law & Order has also been made Head of the Protection of Civil Rights Cell, whereas Crime against Women Cell is being supervised by another officer of the rank of Addl. Director General of Police.
