संख्या 1.- विद्युत (प्रदाय) अधिनियम, 1948 (अब निरस्त), की धारा 79 (सी) द्वारा प्रदत शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल कार्यालय आदेेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड के कार्यालय आदेष संख्या 176/ईजी-450 दिनांक 07.05.1986 के तहत जारी पंजाब राज्य बिजली बोर्ड अभियंता (विद्युतीय) सेवा भर्ती विनियम, 1965 में निम्नलिखित संषोधन अधिसूचित करते हैः-

पंजाब राज्य बिजली बोर्ड अभियंता (विद्युतीय) सेवा भर्ती विनियम, 1965 का विद्यमान विनियम-9 तुरन्त प्रभाव से निम्न प्रकार रखा जाएगाः-
विनियम-9 (1) (i)ः
अनुरक्षण संस्था तथा वाहक संचार संस्था के अन्तर्गत पदों को छोड़कर, सहायक अभियंता के संवर्ग पदों की कुल संख्या के 35% (पैंतीस प्रतिषत) तक तथा भाखड़ा ब्यास प्रबंध बोर्ड/भाखड़ा नियंत्रण बोर्ड तथा भारत अथवा विदेष में प्रतिनियुक्ति के पदों के तहत अथवा वे पद जहां हरियाणा राज्य बिजली बोर्ड प्रत्यक्ष रूप से अपने अधिकारियों को नियुक्त नहीं कर सकता, उनको बोर्ड के तहत अभियान्त्रिकी अधीनस्थ की विभिन्न श्रेणियों में से पदोन्नित द्वारा भरा जाए। इस 35% कोटा में विभिन्न श्रेणियों का हिस्सा निम्न प्रकार होगाः-
(ए) मान्यता प्राप्त संस्थानों के विद्युतीय तथा यान्त्रिक अभियान्त्रिकी में सभी प्रकार के उपाधि पत्र अभियान्त्रिकी अधीनस्थ बोर्ड में 5 वर्ष की सेवा के साथ जिसमेेंं से 20% (बीस प्रतिषत) तक कनिष्ठ अभियंता वर्ग-I के रूप में एक वर्ष की सेवा होनी चाहिए।
(बी) चित्रकला स्थापना (केवल उपाधि-पत्र धारक) मुख्य प्रारूपकार के पद धारक तथा 4% (चार प्रतिषत) तक एक वर्ष के अनुभव सहित।
(सी) अभियान्त्रिकी अधीनस्थ जिन्होंने बोर्ड की सेवा के दौरान 11% (ग्यारह प्रतिषत) की सीमा तक से स्नातक पास की है
बषर्तें कि यदि उपरोक्त एक अथवा अधिक श्रेणियों में से योग्य उम्मीदवार पदोन्नित के लिए उपलब्ध नहीं है, तो उनकी पदोन्नित की रिक्तियों को उपरोक्त श्रेणियों में ज्यादा संख्या होने पर जिसमें पात्र उम्मीदवार उपलब्ध हाें, पदोन्नित के द्वारा भरा जाए।

केवल ऐसे उपाधि-पत्र धारकों को 20% (बीस प्रतिषत) कोटे में पदोन्नित के लिए विचार किया जाएगा जो षेष स्नातक तथा सहसदस्य अभियंता संस्थान तथा उपरोक्त से कनिष्ठ अभियंता वर्ग-I के रूप में वरिष्ठ हों।
विनियम-9 (1) (ii)ः
विद्यमान उप-विनियम-9(1)(ii) का एतद्द्वारा लोप किया जाता है।
विनियम 9 (2)ः
सभी सहायक अभियन्ता, चाहे अभियान्त्रिकी अधीनस्थों में से पदोन्नत है अथवा सीधे भर्ती किए गए हैं, वे भविष्य में बिना किसी सीमा के सहायक कार्यकारी अभियन्ता तथा केवल वरिष्ठता एवं गुण आधार पर कार्यकारी अभियन्ता के पदों की पदोन्नित के लिए पात्र होंगे। परन्तु कार्यकारी अभियन्ता के पद की पदोन्नित के लिए, दोनों उपाधि-पत्र धारक तथा उपाधि धारकों के लिए सहायक अभियन्ता/सहायक कार्यकारी अभियन्ता के रूप में कम से कम अर्हक सेवा अवधि निरन्तर 8 वर्ष हो। बषर्ते कि एक उपाधि-पत्र धारक जो सहायक अभियन्ता के रूप में पदोन्नत है, उसको केवल वरिष्ठता एवं गुण के आधार पर कार्यकारी अभियन्ता के स्तर तक पदोन्नत किया जाएगा।
विनियम 9 (3)ः
अभियान्त्रिकी अधीनस्थ से पदोन्नत सहायक अभियन्ता सहायक कार्यकारी अभियन्ता के पद की पदोन्नित पर पहले से पदोन्नत सभी सहायक कार्यकारी अभियन्ताओं से कनिष्ठ होंगे। अन्य शब्दों में, इन विनियमों के विनियम 15 के 5वें नियम का प्रावधान पूर्व पदवी (अर्थात् सहायक अभियन्ता) में उनकी वरिष्ठता के आधार पर वरिष्ठता पुनः प्राप्त करने के प्रयोजन हेतु ऐसी पदोन्नित के लिए उपलब्ध नहीं होगा।
विनियम 9 (4)ः
इस उप-विनियम के तहत विद्यमान प्रावधान समाप्त किए जाते है तथा उसकी जगह निम्नलिखित रखे जाते हैंः- 'अनुरक्षण संस्था तथा वाहक संचार संस्था में, सहायक अभियन्ताओं के संवर्ग पदों के 25% (पच्चीस प्रतिषत) वरिष्ठता एवं गुण के आधार पर परीक्षण निरीक्षक, टेलीफोन पर्यवेक्षक तथा टेलीफोन निर्माण फोरमैन के पदों से पदोन्नत कनिष्ठ अभियंता वर्ग-I के लिए आरक्षित होंगे'।
विनियम 9 (5)ः
बिजली षाखा आदेष पुस्तिका के परिषिष्ट (एल) में निहित अभियान्त्रिकी अधिकारियों के लिए बनाए गए विभागीय लेखा परीक्षा का स्कोप अभियान्त्रिकी अधीनस्थ तक बढ़ाया गया है जो कोटे के पद अर्थात् कनिष्ठ अभियंता, सेक्षन अधिकारी आदि के विरूद्ध सहायक अभियन्ता की पदोन्नित के लिए पात्र है।
एक कनिष्ठ अभियान्त्रिकी अधीनस्थ जो परीक्षा पास करेगा वह वरिष्ठ उम्मीदवारों से ऊपर पदोन्नति का हकदार नहीं होगा जिन्होंने मात्र इस प्रयोजन के लिए परीक्षा पास नहीं की है।
विनियम 9 (6)ः
विनियम 9(4) के प्रावधानों के तहत पदोन्नत सहायक अभियन्ताओं को सहायक अभियन्ताओं की संयुक्त वरिष्ठता में रखा जाएगा। सहायक कार्यकारी अभियन्ता तथा इससे ऊपर आगे पदोन्नित के लिए षर्तें उनके समान होंगी जो विनियम संख्या 9(2) में संदर्भित है, इसका अर्थ है कि एक उपाधि-पत्र धारक को कार्यकारी अभियन्ता के स्तर से आगे पदोन्नत नहीं किया जाएगा।
2. ये संषोधन 07.05.1986 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे।

Notification
The 19th April, 2019
No. 1.— In exercise of powers conferred under Section 79 (c) of the Electricity (Supply) Act, 1948 (now repealed), the Governor of Haryana is pleased to notify the following amendment in the 'PSEB Service of Engineers (Electrical) Recruitment Regulation, 1965' issued by erstwhile HSEB vide Office Order No. 176/EG-450 dated 07.05.1986 w.e.f. date of office order:-
Amendment
Existing Regulation-9 of the PSEB Service of Engineers (Electrical) Recruitment Regulations, 1965 shall be substituted as follows, with immediate effect:-
REGULATION 9 (1) (i):
Upto 35% (Thirty-Five percent) of the total number of cadre posts of Assistant Engineers, excluding the posts under maintenance Organization and Carrier Communication Organization. And the posts under BBMB/BCB and deputation posts in India or abroad or posts where HSEB cannot directly post its officers may be filled-up by promotion out of various categories of Engineering Subordinate under the Board. The share of various categories in this 35% quota would be as under:-
(a) Engineering subordinates holding Diploma of all types in Electrical and Mechanical Engineering of recognized Institutes with 5 years service in the Board out of which one year service must be as Junior Engineer Gr-I to the extent of 20% (twenty percent).
(b) Drawing Establishment (diploma holders only) holding the post of Chief Draftsman and with one year experience as such to the extent of 4% (four percent)
(c) Engineering Subordinates who pass the Bachelor of Engg. Examination or AMIE during the service of the Board to the extent of 11% (eleven percent).
Provided that if qualified candidates from one or more categories mentioned above are not available for promotion, then their promotion vacancies may be filled up by promotion, of excess number from the categories in which qualified persons as above, are available.
CLARIFICATION
Only such diploma holders shall be considered for promotion in the 20% (twenty percent) quota who are senior as Junior Engineer Grade-I to the remaining Graduate and AMIEs and above.
Regulation 9 (1) (II):
The existing Sub Regulation 9 (1) (ii) is hereby deleted.
Regulation 9 (2) :
All the Assistant Engineers, whether promoted from amongst Engineering Subordinates or directly recruited, will henceforth be eligible for promotion without any limit to the posts of Assistant Executive Engineer and Executive Engineer only on the basis of seniority-cum-merit. But for promotion to the post of Xen, the minimum qualifying period of service however, be 8 years continuous service as AE/AEE both for Diploma holders and degree holders.
Provided that a diploma holder promoted as Assistant Engineer will be promoted only upto the level of Executive Engineer on the basis of seniority-cum-merit.
Regulation 9 (3) :
The Assistant Engineers promoted from Engineering subordinates on promotion to the post of Assistant Executive Engineer shall be placed junior to all Assistant Executive Engineers already promoted as such. In other words, the provision of 5th proviso of Regulation-15 of these Regulations will not be available to such promotion for the purpose of regaining their seniority on the basis of their seniority in the earlier rank (i.e. Assistant Engineer).
Regulation 9 (4) :
The existing provisions under this sub-regulation are deleted and in its place following is substituted:-
'In the Maintenance and Protection and Carrier Communication Organization, 25% (twenty five percent) of the cadre posts of Assistant Engineers shall be reserved for Junior Engineers Grade-I promoted from the posts of Test Inspector, Telephone Supervisor and Telephone Const. Foreman on merit-cum-seniority basis.

The scope of the Departmental Accounts Examination meant for Engineering Officers as contained in Appendix (L) of the Electricity Branch Manual of orders, is extended to the Engineering Subordinates who are eligible for promotion as Assistant Engineer against quota posts viz. Junior Engineer, Chief Draftsman, Sectional Officers etc.,
A Junior Engineering Subordinate who will pass the Examination Shall not be entitled to promotion over senior persons who have not passed examination merely for that reason.
Regulation 9 (6) :
The Assistant Engineers promoted under the provisions of Regulation 9(4) shall be placed in the combined seniority of Assistant Engineers. The conditions for further promotion as Assistant Executive Engineer and above shall be similar to those referred to in Regulation No. 9 (2), meaning thereby that a diploma holder shall not be promoted beyond the level of Executive Engineer.
2. These amendments are deemed to have come into force with effect from 07.05.1986 i.e. actual date of issuance of office order.
