No. 5/19/201-2IE(PF).— Consequent upon the amendments in the Notification of Haryana Act No. 21 of 2010 of Haryana Services of Engineers, Group-A vide No. Leg. 3/2019 dated 17.01.2019 by way of Haryana Act No. 3 of 2019, the Governor of Haryana is pleased to bifurcate and identify the separate cadres of Engineering i.e. Civil, Mechanical, Electrical & Computer for the members who have joined the cadre of Group-A of Engineers on or after 25.10.2010 as under:-

1. Engineer-In-Chief:- The post of Engineer-In-Chief will be filled up from amongst the Chief Engineers on the basis of seniority. In case two or more Chief Engineers from different cadres have same seniority at the level of Chief Engineer, promotion shall be done on the basis of recommendations of a committee by adopting a specified criteria as fixed at the time of its constitution.

2. Chief Engineer:- The posts of Chief Engineers except one will be filled up from the post of Superintending Engineers in order of seniority from Civil Cadre. One post of Chief Engineer will be filled up from the Superintending Engineers either from the Mechanical or Electrical cadre, who will be senior in the seniority. He can be posted on any of the following posts of Chief Engineers:-

(i) Chief Engineer/Lift Canal Unit

(ii) Chief Engineer/Co-ordination

(iii) Chief Engineer-cum-Principal Director, HIRMI

(iv) Chief Engineer/BBMB

(v) General Manager

(a) Posts of Superintending Engineers Mechanical/Electrical

1. S.E. LWS Circle, Bhiwani

2. S.E. Workshop Circle, Karnal

3. S.E. BBMB (Against the share of Haryana)

4. S.E. JLN Circle, Rewari.

5. S.E. JLN W.S. Circle, Narnaul

6. S.E. JWS Circle, Jhajjar

7. Superintending Engineer, Vigilance Circle, Panchkula/ Rohtak (only 1 Superintending Engineer of Mechanical or Electrical Cadre can be posted if required meaning thereby that at least 1 post of Superintending Engineer Vigilance will always be filled by Superintending Engineer of Civil Cadre)

4. Executive Engineers:-

The following Divisions are hereby identified for Mechanical Cadres:-

6. With the above posts shown at Sr. No. 1 to 4, the following will be bifurcated position of Civil, Mechanical, Electrical and Computer Cadre:-

7. The members of Group-A Engineering Cadre, who have joined the cadre on or after 25.10.2010, will not be considered for promotion as long as any eligible officer of same rank, who had joined the cadre before 25.10.2010, is available for promotion.
