संख्या 6/1/2020 - 1 मंत्रिमंडल.- भारत के संविधान के अनुच्छेद 166 के खण्ड (2) तथा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मैं, सत्यदेव नारायण आर्य, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाता हूँ अर्थात् :-
1. ये नियम हरियाणा सरकार कार्य (आंबटन) संषोधन नियम, 2020, कहे जा सकते हैं।
2. हरियाणा सरकार कार्य (आंबटन) नियम, 1974 में, अनुसूची में, ''सामान्य प्रषासन विभाग (मुख्य सचिव के माध्यम से)'' शीर्ष के नीचे, उपषीर्ष ''(च) सामान्य सुधार'' तथा उसके नीचे विद्यमान प्रविष्टियों के बाद, निम्नलिखित उप-षीर्ष तथा उसके नीचे निम्नलिखित प्रविष्टियां जोड़ी जाएंगी, अर्थातः-
''(छ) विदेषी सहकारिता
1. राज्य में निवेष, रोजगार, षिक्षा तथा कौषल विकास को प्रोन्नत करने और हरियाणवी संस्कृति को बढ़ावा देने और हरियाणवी प्रवासियों के कल्याण के लिए देष-वार रणनीतियाँ बनाना।
2. सार्वजनिक और निजी क्षेत्र संगठन के सहयोग को शामिल करते हुए राज्य के हित के विषयों को आगे बढ़ाने के उद्देष्य से द्विपक्षीय और बहुपक्षीय मंचों पर भागीदारी करना ।
3. भारत सरकार के विदेष मंत्रालय के परामर्ष से इन-बाउंड और आउट-बाउंड दोनों में व्यापार और निवेष के क्षेत्र में विदेषी देषों में राज्य के हितों को बढ़ावा देने के दृष्टिगत द्विपक्षीय कार्य प्रणाली वाले समूहों में भागीदारी करना ।
4. निवेश, रोजगार, षिक्षा, कौषल विकास, संस्कृति और अनिवासी भारतीय/भारतीय मूल के व्यक्ति के मामलों के संबध में हरियाणा राज्य से संबंधित मामलों में नई दिल्ली में भारतीय मिषनों के विदेष मंत्री/विदेष मन्त्रालय /विदेष मिषनों के साथ संपर्क करना ।
5. हरियाणवी प्रवासियों के साथ मजबूत संबंध सुनिष्चित करने के लिए वैष्विक देष-वार विपणन और संचार रणनीतियाँ विकसित करना ''।

No 6/1/2020.-1Cabinet.— In exercise of the powers conferred by clauses (2) and (3) of article 166 of the Constitution of India, I, Satyadeo Narain Arya, Governor of Haryana, hereby make the following rules further to amend the Business of the Haryana Government (Allocation) Rules, 1974, namely:–
1. These rules may be called the Business of the Haryana Government (Allocation) Amendment Rules, 2020.
2. In the Business of the Haryana Government (Allocation) Rules, 1974, in the Schedule under heading ―GENERAL ADMINSTRATION DEPARTMENT (Through the Chief Secretary),‖ after sub-head ―(F) Administrative Reforms‖ and entries thereunder, the following sub-head and entries thereunder shall be added, namely:-
" (G) Foreign Cooperation
1. Formulation of country-wise strategies for promotion of investment, employment in the State, education and skill development and promotion of Haryanvi culture and welfare of Haryanvi diaspora.
2. Participation at bilateral and multilateral fora with the objective of pursuing issues of interest of the State involving cooperation in public and private sector organization.
3. Participation in bilateral working groups with a view to promote State's interest in foreign countries in the area of trade and investment both in-bound and out-bound in Consultation with the Ministry of External Affairs, Government of India.
4. Liaison with Indian Missions aborad/Ministry of External Affairs/Foreign Missions at New Delhi on matters pertaining to the State of Haryana with regard to investments, employment, education, skill development, culture and NRI/PIO affairs.
5. Development of global country-wise marketing and communication strategies to ensure strong links with Haryanvi diaspora‖.
