संख्या 1/1/2020-1CRID.- चूंकि, आधार का उपयोग पहचान दस्तावेज के रूप में सेवाओं या लाभों या सब्सिडी का वितरण सरकारी वितरण प्रक्रिया को सरल करता है, पारदर्षिता और दक्षता लाता है, और लाभार्थियों को किसी की पहचान को साबित करने के लिए कई दस्तावेजों को प्रस्तुत करने की आवष्यकता को पूरा करके एक सुविधाजनक और निर्बाध तरीके से सीधे अपने अधिकार प्राप्त करने में समर्थ बनाता है ;

और चूंकि, नागरिक संसाधन सूचना विभाग, हरियाणा (जिसे, इसमें, इसके बाद विभाग के रूप में निर्दिष्ट किया गया है), हरियाणा के सभी नागरिकों के लिए परिवार पहचान पत्र का संचालन कर रहा है;

और चूंकि, परिवार पहचान पत्र एक अद्वितीय पारिवारिक पहचान प्रदान करता है जिसके माध्यम से एक इकाई के रूप में कुटुम्ब या परिवार को प्राप्त निम्नलिखित स्कीमों के अधीन लाभ और सब्सिडी, प्रदान करता है अर्थात्‌ :-

(क) आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षियत परिदान) अधिनियम, 2016 (2016 का केन्द्रीय अधिनियम 18) की धारा 7 के अधीन आधार के प्रयोजनों के लिए स्कीम के रूप में दिनांक 6 फरवरी, 2020 को अधिसूचित मुख्यमंत्री परिवार समृद्धि योजना;

(ख) आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षियत परिदान) अधिनियम, 2016 (2016 का केन्द्रीय अधिनियम 18) की धारा 7 के अधीन आधार के प्रयोजनों के लिए स्कीम के रूप में दिनांक 4 अगस्त, 2017 को अधिसूचित वृद्धावस्था सम्मान योजना;

(ग) सरकार परिवार पहचान पत्र के अधीन आदेष द्वारा समय-समय पर कोई अन्य योजना सम्मिलित कर सकती है।

और चूंकि, पूर्वोक्त विभिन्न योजनाओं के कार्यान्वयन में हरियाणा समेकित निधि से उपगत आवर्ती व्यय शामिल हैं।

(599)600 HARYANA GOVT. GAZ., (EXTRA.), APR. 22, 2020 (VYSK. 2, 1942 SAKA) इसलिए, अब, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षियत परिदान) अधिनियम, 2016 (2016 का केन्द्रीय अधिनियम 18) की धारा 7 के अनुसरण में, हरियाणा सरकार, इसके द्वारा, निम्नलिखित अधिसूचित करती है, अर्थात्‌ :-

1. (i) उन व्यक्तियों जो किसी परिवार का गठन करते हैं तथा सरकार की किसी स्कीम के अधीन लाभ प्राप्त करने के लिए पात्रता हेतु परिवार पहचान पत्र प्राप्त करने के इच्छुक हैं, इसके द्वारा आधार संख्या के स्वामित्तव या आधार अधिप्रमाणीकरण के सबूत प्रस्तुत करने की अपेक्षा की जाएगी।

(ii) ऐसे व्यक्तियों, जो परिवार का गठन करते हैं और सरकार की किसी योजना के अधीन लाभ प्राप्त करने के लिए पात्रता हेतु परिवार पहचान पत्र प्राप्त करने के इच्छुक हैं, और जिनके पास आधार संख्या नहीं है या अभी आधार के लिए नामांकन नहीं किया है, से आधार नामांकन के लिए आवेदन करने की अपेक्षा की जाएगी बषर्ते कि ऐसे व्यक्ति उक्त अधिनियम की धारा-3 के अनुसार आधार प्राप्त करने के लिए हकदार हैं और ऐसे व्यक्ति आधार के लिए नामांकन करने हेतु किसी आधार नामांकन केन्द्र (भारतीय विषिष्ट पहचान प्राधिकरण की वैबसाइट www.uidai.gov.in पर उपलब्ध सूची) देखेंगे। (iii) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार विभाग से ऐसे लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की अपेक्षा की जाती है जो आधार के लिए अभी तक नामांकित नहीं है और यदि संबंधित ब्लॉक या तहसील में कोई भी आधार नामांकन केन्द्र अवस्थित नहीं है तो विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से विद्यमान भारतीय विषिष्ट पहचान प्राधिकरण के रजिस्ट्रारों से समन्वय करके या स्वयं भारतीय विषिष्ट पहचान प्राधिकरण का रजिस्ट्रार बनते हुए सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा : परंतु जब तक किसी व्यक्ति को आधार नहीं दिया जाता है तब तक ऐसे व्यक्तियों से निम्नलिखित दस्तावेजों में से कोई एक प्रस्तुत करने की अपेक्षा की जा सकती है, अर्थात्‌ :- (क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; तथा (ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात्‌ :-

(i) फोटो सहित बैंक या पोस्ट ऑफिस पासबुक; या (ii) स्थायी खाता संख्या (पैन) कार्ड; या (iii) पासपोर्ट; या (iv) मतदाता पहचान पत्र; या (v) राजपत्रित अधिकारी या तहसीलदार द्वारा शासकीय पत्र हैड पर जारी किये गये ऐसे व्यक्ति की फोटो वाला पहचान प्रमाण पत्र; या (vi) विभाग द्वारा यथानिर्दिष्ट कोई अन्य दस्तावेज ; परंतु यह और कि उपरोक्त दस्तावेजों को विभाग द्वारा उस प्रयोजन के लिए विषेष रूप से पदाचिन्हित किसी अधिकारी द्वारा जांचा जा सकता है।

2. सभी मामलों में जहां लाभार्थी का आधार अधिप्रमाणीकरण खराब बॉयोमैट्रिक्स के कारण या किसी अन्य कारण से विफल हो जाता है, तो निम्नलिखित सुधारात्मक प्रक्रिया अपनायी जाएगी, अर्थात :-

(क) अधिप्रमाणीकरण के लिए खराब फिंगर प्रिंट गुणवत्ता, आईरिस स्कैन या फेस अधिप्रमाणीकरण सुविधा की दषा में अपनायी जाएगी और विभाग अपनी कार्यन्वयन एजेंसी के माध्यम से सीवनहीन रीति में लाभ देने के लिए फिंगर प्रिंट अधिप्रमाणीकरण के साथ-साथ आईरिस स्कैनर या फेस अधिप्रमाणीकरण के लिए प्रावधान करेगा।

(ख) यदि फिंगर प्रिंट या आईरिस स्कैन या फेस प्रमाणिकरण के माध्यम से बॉयोमैट्रिक अधिप्रमाणीकरण सफल नहीं होता है, तो जहां कहीं सीमित समय वैधता सहित आधार वन टाइम पासवर्ड या टाइम-आधारित वन-टाइम पासवर्ड, जैसी भी स्थिति हो, द्वारा व्यवहार्य और स्वीकार्य अधिप्रमाणीकरण प्रस्तुत किया जाएगा;

(ग) सभी अन्य मामलों में जहां बॉयोमैट्रिक या आधार वन-टाइम पासवर्ड या टाइम-आधारित वन-टाइम पासवर्ड अधिप्रमाणीकरण संभव नहीं है, तो योजना के अधीन लाभ फिजीकल आधार पत्र के आधार पर दिये जा सकते हैं, जिनकी प्रामाणिकता आधार पत्र पर मुद्रित क्विक रिस्पॉन्स कोड के माध्यम से सत्यापित की जा सकती है और रीडर की आवष्यक व्यवस्था विभाग द्वारा अपनी कार्यान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर प्रदान की जाएगी।

Notification

No. 1/1/2020-1CRID.— Whereas, the use of Aadhar as identity document for the delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Citizen Resources Information Department, Haryana (hereinafter referred to as the Department), is administering the Parivar Pehchan Patra for all citizens of Haryana;

And whereas, the Parivar Pehchan Patra provides a unique family identity through which benefits and subsidies under the following schemes, accrue to the household or family as a unit, namely;

(a) Mukhyamantri Parivar Samriddhi Yojana notified dated the 6th February, 2020 as a scheme for the purposes of Aadhar under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016);

(b) Old Age Samman Scheme notified dated the 4th August, 2017 as a scheme for the purposes of Aadhar under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016);

And whereas, the implementation of the various schemes aforesaid involves recurring expenditure incurred from the Consolidated Fund of Haryana.

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016) (hereinafter referred to as the said Act), the Government of Haryana hereby notifies the following, namely:-

1. (i) Individuals who constitute a family and desirous of obtaining Parivar Pehchan Patra for eligibility to receive benefits under any scheme of the Government shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(ii) Individuals who constitute a family desirous of obtaining Parivar Pehchan Patra for eligibility to receive benefits under any scheme of the Government, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment provided that such individuals are entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India website www.uidai.gov.in) to get enrolled for Aadhaar.

(iii) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India or by becoming a Unique Identification Authority of India, Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, such individuals may be required to produce any one of the following documents, namely :–

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :-

(i) Bank or Post office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Voter Identity Card; or

(v) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(vi) any other document, as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-

(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication and the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in a seamless manner;

(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at convenient locations by the Department through its Implementing Agency.
