संख्या 6/2/2020-1 मंत्रिमंडल.- भारत के संविधान के अनुच्छेद 166 के खण्ड (2) तथा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मैं, सत्यदेव नारायण आर्य, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाता हूँ, अर्थात्ः- 1. ये नियम हरियाणा सरकार कार्य (आंबटन) द्वितीय संषोधन नियम, 2020, कहे जा सकते हैं। 2. हरियाणा सरकार कार्य (आंबटन) नियम, 1974 में, अनुसूची में, "सामान्य प्रषासन विभाग (मुख्य सचिव के माध्यम से)" षीर्ष के नीचे, उप-षीर्ष ''(छ) विदेषी सहकारिता'' तथा उसके नीचे विद्यमान प्रविष्टियों के बाद, निम्नलिखित उप-षीर्ष तथा उसके नीचे निम्नलिखित प्रविष्टियाँ जोड़ी जाएंगी, अर्थातः-
"(ज) नागरिक संसाधन सूचना
1. परिवार पहचान-पत्र । 2. सूचना विज्ञान और सूचना अवसरंचना के उपयोग से सामान्य डेटाबेस के रूप में नागरिक संसाधनों के विकास की सूची तैयार करना ।
3. नागरिक सेवाओं के लिये सरकारी प्रदाय हेतू भू-सूचना विज्ञान सहित विभागों, सामान्य नेटवर्कों तथा सूचना विज्ञान में सामान्य डाटाबेस का उन्नयन तथा विकास करना।
4. सरकारी स्कीमों के कार्यान्वयन तथा सरकारी सेवाओं के प्रदाय हेतु शासन-नागरिक सहभागिता के लिए ई-षासन।
5. विभागों और एजेंसियों द्वारा सरकारी सेवाओं के प्रदाय में अन्य सरकारी विभागों और एजेंसियों के उपयोग के लिए वैयक्तिक, पारिवारिक और संपत्ति डाटा को जोड़ने वाले लिन्कड डाटाबेस बनाना। 6. ई-षासन तथा शासन सेवाओं के प्रदाय के लिए परिवार पहचान-पत्र को बढ़ावा देने हेतु सूचना अवसंरचना को स्थापित करना।"।

No 6/2/2020.-1Cabinet.- In exercise of the powers conferred by clauses (2) and (3) of article 166 of the Constitution of India, I, Satyadeo Narain Arya, Governor of Haryana, hereby make the following rules further to amend the Business of the Haryana Government (Allocation) Rules, 1974, namely:-
1. These rules may be called the Business of the Haryana Government (Allocation) Second Amendment Rules, 2020.
2. In the Business of the Haryana Government (Allocation) Rules, 1974, in the Schedule under heading "GENERAL ADMINSTRATION (Through the Chief Secretary)", after sub-head "(G) Foreign Cooperation and entries thereunder, the following sub-head and entries thereunder shall be added, namely:-
"(H) Citizen Resources Information
1. Parivar Pehchan Patra.
2. Development of Citizen Resource's inventory as a common database with use of informatics and information infrastructure.
3. Promotion and development of common database across Departments, common networks and informatics including geoinformatics for delivery of Government to citizen services.
4. E-Governance for Government-Citizen engagement for implementation of Government schemes and delivery of Government services.
5. To establish linked database connecting individual, family and property data for utilization by other Government Departments and agencies in the delivery of Government services by the Departments and agencies.
6. To establish information infrastructure for Parivar Pehchan Patra, promotion of e-Governance and delivery of Governance Services.".
