संख्या 108/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड की अधिसूचना संख्या 162/आरईजी-119 दिनांक 09.03.1993 के तहत जारी निम्नलिखित श्रेणियों के संबंध में भर्ती तथा पदोन्नति नीति अधिसूचित करते हैः-
विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) के तहत प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतदद्वारा निम्नलिखित श्रेणियों के संबंध में भर्ती तथा पदोन्नति नीति निर्धारित करता हैः-
1.0 क्लीनरः
1.1 क्लीनर के पद उन उम्मीदवारों से सीधी भर्ती द्वारा भरे जाएंगे, जो न्यूनतम प्राथमिक योग्यता रखते हैंः- 2.0 हल्के वाहनों के लिए चालकः
2.1 चालक के पद बोर्ड के क्लीनरों/अन्य श्रेणी-IV कर्मचारियों में से नियुक्ति द्वारा भरे जाएंगे, जो पढ़ तथा लिख सकते हैं और हल्के वाहनों के वैध लाईसैंस के साथ 5 वर्ष का अनुभव रखते हो। यद्यपि, यह नियुक्ति 3 अधिकारियों की एक कमेटी द्वारा चालकों के लिए कुषलता परीक्षा संचालित करने के बाद की जाएगी। इस कमेटी का गठन मुख्यालय स्तर पर सचिव/अतिरिक्त सचिव, सर्कल स्तर पर संबंधित अधीक्षण अभियन्ता तथा परियोजना के संबंधित मुख्य अभियन्ता द्वारा किया जाएगाः-
2.2 यदि पात्र विभागीय उम्मीदवार उपलब्ध न हो तो ये रिक्त्यिां उन उम्मीदवारों से सीधी भर्ती द्वारा भरी जाएंगी जो, 3 अधिकारियों की एक कमेटी द्वारा कुषलता परीक्षा पास करने पर निम्नलिखित अर्हताएं/अनुभव रखते होः-
(1929)HARYANA GOVT. GAZ., AUG. 11, 2020 (SRVN. 20, 1942 SAKA) [PART I 1930 (i) अर्हता ः आठवीं पास होना चाहिए।
(ii) अनुभव ः उसके पास पिछले 5 वर्ष से हल्के वाहनों का वैध ड्राईविंग लाईसैंस तथा कम से कम 5 वर्ष का ड्राईविंग अनुभव होना चाहिए।
3.0 भारी वाहनों के लिए चालकः
3.1 चालक के पद बोर्ड के क्लीनरों/अन्य श्रेणी-IV कर्मचारियों में नियुक्ति द्वारा भरे जाएंगे, जो पढ़ तथा लिख सकते हैं और भारी वाहनों के वैध लाईसैंस के साथ 5 वर्ष का अनुभव रखते हो। यद्यपि, यह नियुक्ति 3 अधिकारियों की एक कमेटी द्वारा चालकों के लिए कुषलता परीक्षा संचालित करने के बाद की जाएगी। इस कमेटी का गठन मुख्यालय स्तर पर सचिव/अतिरिक्त सचिव, सर्कल स्तर पर संबंधित अधीक्षण अभियन्ता तथा परियोजना के संबंधित मुख्य अभियन्ता द्वारा किया जाएगाः-
3.2 यदि पात्र विभागीय उम्मीदवार उपलब्ध न हो तो ये रिक्त्यिां उन उम्मीदवारों से सीधी भर्ती द्वारा भरी जाएंगी जो, 3 अधिकारियों की एक कमेटी द्वारा कुषलता परीक्षा पास करने पर निम्नलिखित अर्हताएं/अनुभव रखते होः-
(i) अर्हता ः आठवीं पास होना चाहिए।
(ii) अनुभव ः उसके पास पिछले 5 वर्ष से भारी वाहनों का वैध ड्राईविंग लाईसैंस तथा कम से कम 5 वर्ष का ड्राईविंग अनुभव होना चाहिए।
3.3 नियुक्ति एवं दण्ड प्राधिकारीः
सचिव/अतिरिक्त सचिव मुख्यालय हेतु चालकों के संबंध में नियुक्ति एवं दण्ड प्राधिकारी तथा परियोजना के संबंधित मुख्य अभियन्ता परियोजना के चालकों के संबंध में नियुक्ति एवं दण्ड प्राधिकारी और संबंधित अधीक्षण अभियन्ता बोर्ड के फील्ड कार्यालयोें के चालकों के संबंध में नियुक्ति एवं दण्ड प्राधिकारी होंगे।
4.0 उपरोक्त प्रावधानों में दी गई कोई भी बात राज्य सरकार/बोर्ड द्वार इस संबंध में भारत के संविधान के अनुच्छेद-16 (4) के अनुसरण में, समय-समय पर जारी किए गए आदेषों/अनुदेषों के अनुसार अनुसूचित जातियों/पिछड़े वर्गों के सदस्यों को दिए जाने के लिए निर्धारित रिक्तियों को भरने के आरक्षणों तथा अन्य रियायतों को प्रभावित नहीं करेगी। ये संषोधन 09.03.1993 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे।

No. 108/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f. 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the Recruitment and Promotion Policy in respect of following categories issued by erstwhile HSEB vide notification No. 162/REG-119 dated 09.03.1993 w.e.f. date of office order:-
In exercise of the powers conferred under Clause (c) of Section-79 of the Electricity (Supply) Act, 1948 and all other enabling powers in this behalf, the H.S.E.B. hereby lays down the Recruitment & promotion Policy in respect of the following categories:-
1.0 CLEANERS:
1.1 The post of Cleaners shall be filled-up by direct recruitment from the candidates, who possess minimum primary qualification.
2.0 DRIVERS FOR LIGHT VEHICLES:
2.1 The post of Driver shall be filled-in by appointment from amongst the Cleaners/ other Class-IV employees of the Board, who can read and write and possess 5 years experience with valid license for LT Vehicles. The appointment will, however, be made after conducting proficiency test for Drivers byPART I] HARYANA GOVT. GAZ., AUG. 11, 2020 (SRVN. 20, 1942 SAKA) 1931 a Committee consisting of 3 officers. The committee shall be constituted by the Secretary/Addl. Secretary at the Head Office level, respective CEs of the Projects and by the respective SEs at the Circle level.
2.2 In case the departmental eligible candidates are not available, the vacancies will be filled-up by direct recruitment from the candidates, who posses following minimum qualification/ experience subject to clearance of proficiency test conducted by the Committee consisting of 3 officers:-
(i) Qualification : Must be Middle pass.
(ii) Experience : Should be experienced hand and possesses valid Driving License for the last 5 years for Light Vehicles experience of Driving must be minimum for 5 years
3.0 DRIVERS FOR HEAVY VEHICLES:
3.1 The post of Drivers shall be filled-up by appointment from amongst the Cleaners/other Class-IV employees of the Board, who can read and write and possess 5 years experience with valid licence for Heavy Motor Vehicle. The appointment will, however, be made after conducting proficiency test for Drivers by a Committee consisting of 3 officers. The Committee shall be constituted by the Secretary/Addl. Secretary at the Head office level, respective CEs of the Projects and by the respective SEs at the Circle level.
3.2 In case the departmental eligible candidates are not available, the vacancies will be filled up by direct recruitment from the candidates, who possess following minimum qualification/experience subject to clearance of proficiency test conducted by the Committee consisting of 3 officers:-
(i) Qualification : Must be Middle pass.
(ii) Experience : Should be experienced hand and possesses valid Driving Licence for the last 5 years for Heavy Vehicles experience of Driving must be minimum for 5 years.
3.3 APPOINTING/PUNISHING AUTHORITY:
The Secretary/Addl. Secretary will be appointing/punishing authority in respect of Drivers for Head office and the respective CEs of the Project will be Appointing/Punishing Authority in respect of Drivers of the Project and respective SEs will be Appointing and Punishing Authority in respect of Drivers for the Field offices of the Board.
4.0 Nothing contained in the above provision, will in any case effect the reservation of filling of vacancies ear- marked for Members of SC/BC or Ex-Servicemen which shall be governed by special instructions issued by the State Govt./Board from time to time, in pursuance of Article-16 (4) of the Constitution of India.
These amendments are deemed to have come into force with effect from 09.03.1993 i.e. actual date of issuance of office order.
