संख्या 2/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल 19.04.2019 को हरियाणा सरकार के राजपत्र में प्रकाशित पूर्व अधिसूचना संख्या 18 के अधिक्रमण में कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड के कार्यालय आदेष संख्या 167/आरईजी-21/एल-II दिनांक 12.10.1993 के तहत जारी पंजाब राज्य बिजली बोर्ड अभियंता (इलैक्ट्रिकल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) में निम्नलिखित संषोधन अधिसूचित करते हैंः- विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड ने 27/9/1993 को हुई इसकी बैठक में अपने निर्णय दिनांक 16/1/91 को समीक्षा की तथा एतदद्वारा कार्यालय आदेश संख्या 21/आर.ई.जी.-18 दिनांक 19/2/88 के साथ पठित अधिसूचना संख्या 89/आर.ई.जी.-18/एल-II दिनांक 13.02.1991 के तहत संशोधित पंजाब राज्य बिजली बोर्ड अभियंता सेवा (इलैक्ट्रिकल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) के विनियम-9 में निम्नलिखित प्रतिस्थापन करता हैः-
डी. विनियमः-9 के स्थान पर निम्नलिखित रखा जाएगा :-
(9) (I) सहायक अभियन्ताओं के पद के लिए भर्ती निम्न प्रकार होगीः-
(ए) सीधी भर्ती द्वारा
65 प्रतिषत (बी) सामान्य संवर्ग के लिए पदोन्नति द्वारा निम्न रीति सेः-
35 प्रतिषत (i) विनियम-2 (जी) (i) में यथा परिभाषित ऐसे अभियांत्रिकी अधीनस्थों में से जिनकी कनिष्ठ 22½ प्रतिषत अभियन्ता-I के रूप में 5 वर्ष की सेवा हो।
(ii) सामान्य संवर्ग के ऐसे अभियांत्रिकी अधीनस्थों में से जिनके पास ए.एम.आई.ई./बी.ई. की 12½ प्रतिषत अर्हता हो तथा इस रूप में 5 वर्ष की सेवा हो।

(i) विनियम-2 (जी) (ii) में यथा परिभाषित ऐसे अभियांत्रिकी अधीनस्थों में से जिनकी कनिष्ठ 22½ प्रतिषत अभियन्ता-I /बॉयलर नियंत्रकों के रूप में 5 वर्ष की सेवा हो।
(ii) सामान्य संवर्ग के ऐसे अभियांत्रिकी अधीनस्थों में से जिनके पास ए.एम.आई.ई./बी.ई. की 12½ प्रतिषत अर्हता हो तथा इस रूप में 5 वर्ष की सेवा हो।
परन्तु आगे यह कि सहायक अभियंताओं के शेयर कोटा के पदों की गणना उन रिक्तियों के आधार पर की जाएगी जो या तो नए सृजन, सेवानिवृति, पदोन्नति आदि द्वारा सृजित किए गए हों।
परन्तु आगे, यदि उपरोक्त (बी) (ii) तथा (सी) (ii) से पात्र उम्मीदवार उपलब्ध नहीं हैं, तो उनकी रिक्तियां क्रमशः पात्र उम्मीदवारों की उपलब्धता तथा इसके विपरित क्रम के आधार पर श्रेणी (बी) (i) तथा (सी) (i) से अधिक संख्या की पदोन्नति द्वारा भरी जाएंगी।
ये संषोधन 12.10.1993 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे। चण्डीगढ़ : दिनांक 11 मई, 2020.

No. 2/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following amendment in the Punjab State Electricity Board Service of Engineers (Electrical) Recruitment Regulations, 1965 (as applicable to the HSEB) issued by erstwhile HSEB vide Office Order No. 167/REG-21/L-II dated 12.10.1993 w.e.f date of office order in supersession to the earlier notification No. 18 published in Haryana Government Gazette on 19.04.2019:-
In exercise of powers conferred by Clause (c) of Section 79 of the Electricity (Supply) Act, 1948 and all other enabling powers in this behalf, the Haryana State Electricity Board reviewed its decision dated 16/1/91 in its meeting held on 27/9/93 and hereby makes the following substitution in Regulation-9 of P.S.E.B Service of Engineers (Electrical) Recruitment Regulations, 1965 (as applicable to the HSEB) as amended vide O/o no. 21/REG-18 dated 19.2.88 read with notification no. 89/REG-18/L-II dated 13/2/91:-
D. Regulation-9 shall be substituted as under:–
(9) (I) Recruitment to the post of Assistant Engineers shall be made:-
(a) By direct recruitment
65% (b) By Promotion for General cadre in the manner as under:- 35%
22 ½ % (i) From amongst Engineering subordinates as defined for General Cadre under Regulation-2(g) (i) with 5 years service as Junior Engineer-I
12 ½ % (ii) From amongst Engineering subordinates of General cadre possessing
AMIE/BE qualification and having 5 years service as such
(c) By promotion for Generation Cadre in the manner as under:-
22 ½ % (i) From amongst Engineering subordinates of Generation cadre as defined in Regulation-2(g) (ii) with 5 years service as JE-I/Boiler Controllers.
12 ½ % (ii) From amongst Engineering subordinates of Generation cadre possessing AMIE/BE qualification and having 5 years service as such.

Provided further, if qualified candidates from (b) (ii) and (c) (ii) above, are not available, their vacancies may be filled-up by promotion of excess number from the category (b) (i) and (c) (i) respectively on the availability of qualified persons and vice versa.
These amendments are deemed to have come into force with effect from 12.10.1993 i.e. actual date of issuance of office order.
