संख्या 3/REG-253/Vol–IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड के कार्यालय आदेष संख्या 20/आरईजी-21 दिनांक 21.10.1987 के तहत जारी पंजाब राज्य बिजली बोर्ड अभियंता सेवा (सिविल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) में निम्नलिखित संषोधन अधिसूचित करते हैंः-
विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतदद्वारा पंजाब राज्य बिजली बोर्ड अभियंता सेवा (सिविल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) में निम्नलिखित संषोधन करता हैः-
संषोधन
(ए) उपर्युक्त विनियम के विद्यमान उप-विनियम 9 (4) के स्थान पर, निम्नलिखित रखा जायेगाः- ''कार्यकारी अभियन्ताओं के पद सहायक कार्यकारी अभियन्ताओं में से वरिष्ठता एवं गुण के आधार पर पदोन्नति द्वारा भरे जाएंगे बषर्तें कि वे कम से कम सिविल अभियांत्रिकी में उपाधि-पत्र (डिप्लोमा) की न्यूनतम अर्हता रखते हो।
व्याख्याः-
यह स्पष्ट किया जाता है कि ऊपर निर्दिष्ट कार्यकारी अभियन्ताओं के पदों में, बोर्ड में अस्थायी तथा स्थायी पद तथा भाखडा ब्यास प्रबन्ध बोर्ड तथा भाखड़ा नियंत्रण बोर्ड जैसे संगठनों में हिस्सा नियतांष (षेयर कोटा) पद षामिल हो, किन्तु उनमें ऐसे पद षामिल नहीं होंगे जहां अधिकारी भारत में या बाहर, विदेष में प्रतिनियुक्ति पर चले जाएं। PART-I] HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) 1407 (बी) उपर्युक्त विनियम के विनियम 6 के उप-विनियम (सी) के विद्यमान खण्ड (i) के स्थान पर निम्नलिखित रखा जाएगाः-
''उप विनियम 9(4) में यथा उपबन्धित सहायक कार्यकारी अभियन्ताओं में से पदोन्नति द्वारा''। ये संषोधन कार्यालय आदेष में यथा उल्लेखित 29.09.1987 से लागू माने जाएंगे।

No. 3/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f. 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following amendments in the Punjab State Electricity Board Service of Engineers (Civil) Recruitment Regulations, 1965 (as applicable to the HSEB) issued by erstwhile HSEB vide Office Order No. 20/REG-21 dated 21.10.1987 w.e.f. date of office order:-
In exercise of powers conferred by Clause (c) of Section 79 of the Electricity (Supply) Act, 1948 and all other enabling powers in this behalf, the Haryana State Electricity Board is pleased to make the following amendments in the Punjab State Electricity Board Service of Engineers (Civil) Recruitment Regulations, 1965 (as applicable to the HSEB) namely:–
AMENDMENT
(a) The existing Sub-Regulation 9 (4) of the above said Regulations, shall be substituted as
under:-
"The posts of Executive Engineers shall be filled by promotion from amongst the Assistant Executive Engineers on the basis of seniority-cum-merit provided they hold minimum qualifications of a Diploma in Civil Engineering.
EXPLANATION:
It is clarified that the posts of Xens referred to above shall include temporary and permanent posts in the Board and also share quota posts in Organisations like BBMB, B.C.B. but shall not include such posts where officers go on deputation whether in India or abroad".
(b) The existing clause (i) of Sub-Regulation (c) of Regulation 6 of the above said Regulations,
shall be substituted as under:–
"By promotion from amongst the Assistant Executive Engineers as provided in sub-Regulation 9 (4)". These amendments are deemed to have come into force with effect from 29.09.1987 as mentioned in the office order.
