संख्या 4/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड की कार्यालय आदेष संख्या 42/आरईजी-21 दिनांक 19.06.1989 के तहत जारी पंजाब राज्य बिजली बोर्ड अभियंता सेवा (सिविल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) में निम्नलिखित संषोधन अधिसूचित करते हैंः-
विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतदद्वारा पंजाब राज्य बिजली बोर्ड अभियंता सेवा (सिविल) भर्ती विनियम, 1965 (ह.रा.बि.बो. के लिए यथा लागू) में निम्नलिखित संषोधन करता हैः-
संषोधन
विनियम-2 के उप-विनियम (जी) के स्थान पर निम्नानुसार रखा जाएगाः-
''अभियांत्रिकी अधीनस्थ'' से अभिप्राय है, कनिष्ठ अभियन्ता, जिसके पास सिविल अभियांत्रिकी में कम से कम 3 वर्ष का डिप्लोमा/उपाधि-पत्र हो।
विनियम-2 के उप-विनियम (एच) का लोप कर दिया जाएगाः-
विनियम-6 के उप-विनियम (सी) के खण्ड (i) के स्थान पर निम्नलिखित रखा जाएगाः-
''उप-विनियम-9 में यथा उप संबंधित सहायक कार्यकारी अभियन्ताओं में से पदोन्नति द्वारा।''
इन्ही विनियमों के विनियम-8 के स्थान पर निम्नलिखित रखा जाएगाः-

(1) किसी भी व्यक्ति को सीधी नियुक्ति द्वारा सहायक अभियन्ता के रूप में नियुक्त नहीं किया जाएगा, जब तक कि उसके पास कम से कम निम्नलिखित अर्हताए न होंः-
(i) परिषिष्ट-'बी' में वर्णित उपाधि/उपाधि-पत्र/प्रमाण-पत्र अथवा
(ii) सिविल इंजीनियरी संस्थान, लंदन का निगमित सदस्य, अथवा
(iii) अभियन्ता संस्थान भारत की सह सदस्यता परीक्षा के भाग 'ए' तथा 'बी' उत्तीर्ण करने लिए हो अथवा (iv) अन्य ऐसी अर्हताएं जिनसे उसे अभियन्ता संस्थान (भारत) की सह सदस्यता परीक्षा में अनुभाग 'ए' तथा 'बी' उत्तीर्ण करने से उसे छूट मिलती हो, अथवा
(v) सिविल अभियन्ता (लंदन) की संस्था की स्नातकत्व परीक्षा।
परन्तुः-
(ए) ऐसा सहायक अभियन्ता एक वर्ष की अवधि के लिए प्रषिक्षण पर रहेगा। बोर्ड किसी सहायक अभियन्ता की सेवाओं को नोटिस के बिना समाप्त कर सकता है, यदि बोर्ड की राय में, उसका कार्य तथा आचरण प्रषिक्षण की अवधि में सन्तोषजनक न पाया जाए।
(बी) परन्तु यह और कि किसी सहायक अभियन्ता की एक वर्ष की प्रषिक्षण अवधि को अध्यक्ष द्वारा छः मास तक घटाया जा सकता है यदि परिस्थितियों की अत्यावष्यकताओं द्वारा ऐसा अपेक्षित हो। (vi) सहायक अभियन्ता के रूप में नियुक्त किए गए उम्मीदवार से 15/-रूपए के गैर अदालती स्टाम्प पेपर पर इस आषय का क्षति पूर्ति वन्ध पत्र निष्पादित करने की अपेक्षा की जाएगी कि वह प्रषिक्षण की समाप्ति के बाद कम से कम दो वर्ष की अवधि के लिए बोर्ड की सेवा करेगा जिसके न होने पर उससे बोर्ड द्वारा उसके प्रषिक्षण पर किए गए सारे खर्च (वेतन तथा भत्ते) लौटाने की अपेक्षा की जाएगी जो राषि कम से कम तीन मास के वेतन भत्तों तथा मांग की तिथि से उस पर ब्याज के सहित होगी। (2) किसी भी व्यक्ति को सहायक अभियन्ता के पद पर सीधी भर्ती द्वारा तब तक नियुक्त नहीं किया जाएगा जब तक कि उसने परिषिष्ठ-सी में यथा विहित मानसिक तथा षारीरिक स्वस्थता का प्रमाण-पत्र चिकित्सा प्राधिकारी से प्राप्त न कर लिया हो तथा सक्रिया वाह्य कार्य के लिए चिकित्सा प्राधिकारी द्वारा सभी दृष्टियों से स्वस्थ न मान लिया जाए।
टिप्पणीः चिकित्सा प्राधिकारी की फीस (षुल्क) उम्मीदवार द्वारा भुगतान योग्य होगी।
(3) बोर्ड की संतुष्टि हो जाए कि उसका चरित्र तथा पूर्ववृत्त ऐसे है जो उसे सहायक अभियन्ता (सिविल) के रूप में नियुक्त के लिए अर्हिता बनाते है।
(4) उसकी एक से अधिक पत्नी जीवित नहीं है अथवा महिला की दषा में वह किसी ऐसे व्यक्ति से विवाहित न हो जिसकी पहले ही एक पत्नी जीवित हो।
परन्तु कोई, यदि उसकी संतुष्टि हो जाए कि सेवा करने के लिए विषेष आधार है तो वह किसी व्यक्ति पर इस षर्त को लागू होने से छूट दे सकता है।
(5) वह सरकार/बोर्ड या सरकारी उपक्रम का पदच्युत कर्मचारी न हो या नैतिक अधमता वाले किसी अपराध का सिद्ध दोष व्यक्ति न हो।
विनियमः-9 के स्थान पर निम्नलिखित रखा जाएगाः-
(1) सहायक अभियन्ता (सिविल) के पद के लिए भर्ती निम्न प्रकार होगीः-
(ए) सीधी भर्ती द्वारा
65 प्रतिषत
(बी) पदोन्नति द्वारा निम्न रीतियां
35 प्रतिषत
(i) विनियम-2 (छ) में यथा परिभारित ऐसे अभियांत्रि की अधीनस्थों में से जिनकी कनिष्ठ अभियन्ता/सिविल के रूप में 5 वर्ष की सेवा हो।
22½ प्रतिषत सहायक अभियन्ता के 35 प्रतिषत पदो के हिस्से कोटे की गणना सहायक अभियन्ताओं के पदों की स्वीकृत संख्या पर की जाएगी।
12½ प्रतिषत
(ii) विनियम-2 (छ) में यथा परिभारित ऐसे अभियांत्रि की अधीनस्थों में से जिनके पास अभियन्ता संस्थान की स्नातक परीक्षा अभियांत्रि की स्नााक की अर्हता हो तथा इस रूप में 5 वर्ष की सेवा हो।1410 HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) [PART-I परन्तु यदि पूर्वाक्त पैरा (ii) में अर्हित व्यक्ति उपलब्ध न हो तो रिक्तियां प्रवर्ग (i) से समकक्ष संख्या की पदोन्नति द्वारा भरी जा सकती हैं तथा इसके विपरीत भी यह बात लागू होगी।
स्पष्टीकरणः
अभियन्ता संस्थान सह सदसदस्यता परीक्षा/अभियांत्रि की स्नातक में से 12½ प्रतिषत कोटे संबंधी पदोन्नति के लिए विचार हेतु पात्रता का निष्चय ऐसी परीक्षा में अर्हित होने की तिथि से किया जाएगा। परन्तुः-
(i) अभियन्ता संस्थान सह सदस्यता परीक्षा/अभियांत्रि की स्नातक परीक्षा में अर्हित होने तथा संवर्ग में 5 वर्ष की सेवा पूरी करने के बाद, सहायक अभियन्ता के रूप में उनकी पदोन्नति के लिए अभियांत्रि की अधीनस्थों की स्थापना सूची प्रत्येक वर्ष की जनवरी के प्रथम दिन की सामान्य रूप से तैयार की जाएगी तथा सभी संबंधित व्यक्तियों को यथा विधि अधिसूचित कर दी जाएगी।
(ii) पात्र उम्मीदवार/उम्मीदवारों के नाम उनके अभियन्ता संस्थान सह सदस्यता परीक्षा/अभियांत्रि की स्नातक परीक्षा उत्तीर्ण करने की तिथि के क्रम में रखे जाएंगे जो कनिष्ठ अभियन्ता, अभियन्ता संस्थान सह सदस्यता परीक्षा/अभियांत्रि की स्नातक परीक्षा में बाद के वर्ष में अर्हित हो, उनका/उनके नाम स्थापना सूची से ऐसे उम्मीदवारों के नाम/नामों के नीचे जोड़ दिए जाएंगे, जिन्होंने उक्त परीक्षा, पिछले वर्ष में उत्तीर्ण कर ली हो। (2) उपर्युक्त विनियम-9 (1) के उपबन्धों के अधीन रहते हुए सहायक अभियन्ता, वरिष्ठता एवं गुण के आधार पर सहायक कार्यकारी अभियन्ता, कार्यकारी अभियन्ता तथा अधीक्षक अभियन्ता के पद के लिए उन्नति हेतु पात्र होंगे परन्तु इस प्रकार पदोन्नति कोई भी कार्यकारी अभियन्ता, अधीक्षक अभियन्ता की पदवी पर उन्नति के लिए तब तक पात्र नहीं होगा जब तक कि उसके पास सिविल अभियांत्रिकी में उपाधि अथवा अभियन्ता संस्थान/सह सदस्यता परीक्षा/अभियांत्रिकी स्नातक परीक्षा की उपाधि न हो।
(3) कार्यालय अधिसूचना संख्या 26/वि-35, दिनांक 03.10.88 में यथा उल्लिखित अभियांत्रिकी अधिकारियों के लिए अभीष्ट विभागीय लेखा परीक्षा का ऐसे अभियांत्रिकी अधीनस्थी तक विस्तृत किया जाता है जो कि सहायक अभियन्ता के रूप में कोटा पदो ंके प्रति पदोन्नति के लिए पात्र हो।
परन्तु कोई कनिष्ठ सिविल अभियन्ता अपने से वरिष्ठ किसी और कनिष्ठ अभियन्ता सिविल के ऊपर केवल इस आधार पर पदोन्नति का दावा करने के लिए हकदार नहीं होगा कि उसने अपने वरिष्ठ से पूर्व विभागीय लेखा परीक्षा उत्तीर्ण कर ली है या उसके वरिष्ठ ने उक्त परीक्षा उत्तीर्ण नहीं की है।
विनियम-15(1) के दूसरे प्रावधान के उपखण्ड (बी) के स्थान पर, निम्नलिखित रखा जाएगाः-
सहायक अभियन्ताओं तथा ऊपर के पदों पर उन्नति द्वारा नियुक्ति सेवा के सदस्यों की दषा में, ऐसे निम्नतर श्रेणी में उनकी वरिष्ठता के अनुसार जिसमें वे पदोन्नत किए गए थे, जब तक कि निम्न श्रेणी का सदस्य उसी श्रेणी के किसी ऐसे सदस्य से पहले पदोन्नत नहीं कर दिया जाता जोकि उससे वरिष्ठता हो और उत्तरोक्त को पदोन्नति के लिए अनुपयुक्तता अथवा अपात्रता के आधार पर छोड़ दिया गया हो उस दषा में निम्न श्रेणी का पहले पदोन्नत सदस्य, उच्चतर श्रेणी में निम्न श्रेणी के ऐसे सदस्यों से ऊपर स्थान ले लेना यदि और जब उपरोक्त को सहायक अभियन्ता और या उच्चतर पद पर उन्नत कर दिया जाये।
विनियम-15(1) के पांचवे परन्तुक के स्थान पर, निम्नलिखित रखा जाएगाः-
''परन्तु पांचवे, यदि सेवा को कोई सदस्य अपने वरिष्ठ से पूर्व वरिष्ठ की अकुषलता या पदोन्नति के लिए उसकी अपात्रता से निम्न किन्हीं अन्य कारणों से पद पर अस्थाई रूप से उन्नत कर दिया जाए, उनका परस्पर किसी स्थापन क्रम उस श्रेणी में कर्मिक वरिष्ठता के आधार पर होगा, जिससे वे पदोन्नत किए गए थे।''
उक्त विनियमों के विनियम-18 के स्थान पर निम्नलिखित रखा जाएगाः-
18. विभागीय लेखा परीक्षाः
(1) सेवा में सदस्यों से, समय समय पर यथा संषोधित आदेष संख्या 26/वि-35, दिनांक 3.10.88 द्वारा अधिसूचित अभियन्ता अधिकारियों/अभियांत्रिकी अधीनस्थों के लिए विहित विभागीय लेखा परीक्षा उत्तीर्ण करने की अपेक्षा की जाएगी।
(2) किसी सहायक अभियन्ता को विभागीय लेखा परीक्षा में उत्तीर्ण होने के लिए चार अवसर दिए जाएंगे जो कि सक्षम प्राधिकारी द्वारा छः अवसरों तक बढाए जा सकते है। यह बढ़ोतरी केवल दुर्लभ तथा अपवादात्मक मामलों में स्वीकार की जाएगी।
टिप्पणी-(ए) जिस सहायक अभियन्ता ने 50 वर्ष की आयु पार कर ली है उसके बारे में पूर्णकालिक सदस्यों की सिफारिष पर विभागीय लेखा परीक्षा उत्तीर्ण करने से छूट के लिए विचार किया जा सकता है परन्तु यदि उसका सेवावृत्त सन्तोषजनक हो।PART-I] HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) 1411 टिप्पणी-(बी) विभागीय लेखा परीक्षा होने पर किसी सहायक अभियन्ता के बारे मान लिया जाएगा कि यद्यपि वह परीक्षा में न बैठे उसने अवसर का लाभ उठा लिया है। किन्तु भर्ती पर पदोन्नति की, जैसी भी स्थिति हो, तिथि से 6 महीने के भीतर किसी परीक्षा को उपरिनिर्दिष्ट 4 अवसरों में षामिल नहीं किया जाएगा। (3) अवधि जिसके भीतर किसी अधिकारी से परीक्षा उत्तीर्ण करने की अपेक्षा की जाती है तथा उसमें उत्तीर्ण न हो पाने के लिए षास्तियां।
(4) यदि कोई सहायक अभियन्ता दो वर्ष की निर्धारित अवधि के भीतर विभागीय लेखा परीक्षा में उत्तीर्ण न हो पाए तो उस अवधि की समाप्ति पर उसे देय होने वाली वेतन वृद्धियां रोक ली जाएगी और उसके द्वारा परीक्षा उत्तीर्ण करने पर उन्हें भूतलक्षी प्रभाव पिछली तिथि से स्वीकृत नहीं की जाएगी।
उक्त परीक्षा में उत्तीर्ण होने पर उससे छूट प्राप्त करने पर, वह ऐसी तिथि से, बाद की तिथि, जिसको परीक्षा समाप्त हुई और पूर्वोक्त छूट की तिथि से, ऐसी वेतन छूट का हकदार होगा जो उसे तब ग्रह्य होगी, यदि उसके द्वारा परीक्षा उत्तीर्ण न कर पाने के लिए उसकी वेतन वृद्धि न रोक ली गई होती। किन्तु यदि वह अपने वष से परे की परिस्थितियों के कारण परीक्षा में उत्तीर्ण न हो पाए तो बोर्ड उसे वेतन वृद्धि देने पर विचार कर सकता है।
(5) विनियमों के अधीन अनुमत्य सभी अवसरों का लाभ उठाने के बाद भी यदि वह सभी अवसरों का लाभ उठाने के बाद भी पूर्वोक्त विभागीय लेखा परीक्षा में अर्हित नहीं हो पाता तो बोर्ड उसे उसकी सेवाओं से अलग कर सकता है, यदि वह सीधी भर्ती किया गया था अथवा उसे ऐसे पिछले पद पर प्रतिवर्तित कर सकता है जिससे वह पदोन्नत किया गया था और सेवा से हटाया जाना/प्रतिवर्तन, हरियाणा राज्य बिजली कर्मचारियों को यथा लागू पंजाब राज्य बिजली बोर्ड (दण्ड तथा अपील विनियम) विनियमों के अर्थ के भीतर षास्ति नहीं माना जाएगा। परन्तु ऐसे प्रतिवर्तन से कोई प्रतिवर्तित कर्मचारी विभागीय लेखा परीक्षा में बैठने तथा उसमें उत्तीर्ण होने से विवर्जित नहीं होगा। वह पात्र उम्मीदवारों के समूह में नए सिरे से पदोन्नति के लिए पात्र होगा और उसे मूल वरिष्ठता के आधार पर वरिष्ठता का कोई अधिकार नहीं होगा
इससेे सभी संबंद्ध नियम, विनियम, अनुदेष आदि निरस्त हो जाते हैं जो कि उपर्युक्त विनियमों के विरूद्ध या प्रतिकूल हों।
ये संषोधन 19.06.1989 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे। चण्डीगढ़ : दिनांक 11 मई, 2020.

Notification

No. 4/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following amendment in the Punjab State Electricity Board Service of Engineers (Civil) Recruitment Regulations, 1965 (as applicable to the HSEB) issued by erstwhile HSEB vide Office Order No. 42/REG-21 dated 19.06.1989 w.e.f date of office order:-
In exercise of the powers conferred by Clause (c) of Section 79 of the Electricity (Supply) Act, 1948 and all other enabling powers in this behalf, the Haryana State Electricity Board is pleased to make the following amendment in the Punjab State Electricity Board Service of Engineers (Civil) Recruitment Regulations, 1965 (as applicable to the HSEB) namely:
AMENDMENT
Sub-Regulation (g) of Regulation-2, shall be substituted as under:–
"Engineering Subordinate" means Junior Engineer (Civil), who possesses atleast 3 years Diploma in Civil Engineering.
Sub–Regulation (h) of Regulation 2 shall be deleted.
1412 HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) [PART-IClause (i) of Sub-Regulation (c) of regulation-6, shall be substituted as under:–
"By promotion from amongst Assistant Executive Engineers as provided in regulation-9".
Regulation-8 of the ibid Regulations, shall be substituted as under:–
8. QUALIFICATIONS FOR DIRECT APPOINTMENT
(1) No person shall be appointed as Assistant Engineer by direct recruitment, unless he, possesses at least the following qualification:–
(i) a Degree/Diploma/Certificate mentioned in appendix 'B' or
(ii) a Corporate Member of Institution of Civil Engineers, London, or
(iii) section A & B of the Associate Member-ship Examination of the Institute of Engineers (India), has been passed, or
(iv) other such qualifications which exempt him from passing Section A & B of the Associate Membership Examination of the Institute of Engineers (India) or
(v) the Graduateship Examination of the Institution of Civil Engineers (London).
Provided that:–
(a) Such A.E. shall remain on training for a period of one year. The Board can terminate the services of an Assistant Engineer without notice, if his work and conduct during the period, in the opinion of the Board, of training, is not found satisfactory.
(b) Provided further that one year's training period of an AE can be curtailed to six months by the Chairman if exigencies of circumstances require.
(vi) A candidate so appointed as Assistant Engineer will be required to execute an indemnity Bond on NJSP of Rs. 15/- to the effect that he will serve the Board for a minimum period of two years after completion of training failing which, he will be required to refund to the Board the entire cost (pay and allowances etc.) incurred by the Board on his training subject to a minimum of three months pay and allowance alongwith interest thereon from the date of demand.
(2) No person shall be appointed to the post of Assistant Engineer by direct recruitment, unless he has obtained from the Medical authority a certificate of mental and physical fitness as prescribed in Appendix-'C' and is considered by the Medical Authority to be fit in all respect for active out-door duty.
NOTE:– Fee to the Medical authority shall be payable by the candidate.
(3) The Board is satisfied that his character and antecedents are such as to qualify him, for appointment as Assistant Engineer (Civil).
(4) He has not more than one wife living or, in the case of a woman she is not married to a person already having a wife living.
Provided that the Board may, if it is satisfied that there are special grounds for doing so, exempt any person from the operation of this conditions.
(5) He may not be a dismissed Government/Board's/Govt. Undertaking's employee or a person convicted of an offence involving moral turpitude.
Regulation:-9 shall be substituted as under:–
(1) Recruitment to the post of Assistant Engineer (Civil) shall be :–
(a) By direct recruitment 65%
(b) By promotion in the manner 35%
as under:–
(i) From amongst Engineering subordinates as defined in Regulation 2 (g) with 5 years service as JE/Civil.
22½ % Share quota of 35% of posts of AEs shall be calculated on the sanctioned strength of posts of Assistant Engineers.
12 ½ %
(ii) From amongst Engineering subordinate as defined in Reg-2 (g) possessing AMIE/BE qualification with 5 years service as such.
PART-I] HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) 1413Provided that if qualified persons from Para (ii) above are not available, the vacancies may be filled-up by promotion of equivalent number from the Category (i) and vice-versa.
CLARIFICATION
The eligibility for consideration for promotion from AMIE/BE against 12 ½% quota shall be determined from the date of qualifying such examination, provided that:-
(i) The ranking list of Engineering subordinates for their promotion as AE after having qualified the AMIE/BE Examination and completion of 5 years service in the cadre, may normally be prepared on first day of January of each year and duly notified to all concerned.
(ii) The name(s) of eligible candidate(s) in the Ranking list, will be arranged in order of their date of passing AMIE/BE Examination. The name(s) of the JEs, who qualify the AMIE/BE Examination, during the subsequent years, will be added in the Ranking list below the name(s) of the candidates, who have passed the said Exam. In the earlier years.
(2) Subject to the provisions of Regulation 9 (1) above an Assistant Engineer, will be eligible for promotion to the post of Assistant Executive Engineer, Executive Engineer and Superintending Engineer on seniority-cum-merit basis provided that no Executive Engineer, so promoted shall be eligible for promotion to the rank of Superintending Engineer unless he holds a degree in Civil Engineering or AMIE/BE.
(3) The scope of Departmental Accounts Examination meant for Engineering officers, as contained in this office Notification no. 26/Reg-35 dated 03.10.1988, is extended to the Engineering subordinates who are eligible for promotion as Assistant Engineer against quota posts.
Provided that a Junior Engineer (Civil) shall not be entitled to claim promotion over another Junior Engineer (Civil) senior to him merely on the ground that he has passed the departmental Accounts Examination prior to his senior or the senior has not passed the said Examination.
Sub Clause (B) of the 2nd provison of Regulation 15(1) shall be substituted as under:-
"In the case of the members of the service appointed as AEs and above by promotion according to their relative seniority in the lower class from which they were promoted unless a member of a lower class, is promoted earlier than another member of that class, who is senior to him and the later has been passed over on the score of unsuitability or in-eligibility for promotion in which case, the member of the lower class first promoted, shall take rank in the higher class above such other members of the lower class if and when the later is promoted as A.E. and/or above".
Fifth provision of Regulation 15(1), shall be substituted as under:-
"Provided, fifthly, that if a Member of the service is promoted temporarily to a post earlier to his senior, for reasons other than in-efficiency of the senior, or his ineligibility for promotion they will rank interse according to their relative seniority in the class from which they were promoted".
Regulation-18 of the said Regulation shall be substitute as under:-
18. DEPARTMENTAL ACCOUNTS EXAMINATION
(1) The member of the service, shall be required to pass the Departmental Accounts Examination prescribed for Engineer Officers/Engineering subordinates notified vide order No. 26/Reg-35 dated 03.10.1988 as amended from time to time.
(2) An Assistant Engineer, will be allowed four chances to clear the Departmental Accounts Examination which can be extended upto six chances by the Competent Authority which will be granted only in rare and exceptional cases.
NOTE (a) An Assistant Engineer, who has crossed the age of 50 years, may be considered for exemption by the Board on the recommendation of WTMs from passing the Departmental Accounts Examination provided he has a satisfactory record of service.
NOTE (b) On Departmental Accounts Examination being held, an Assistant Engineer, shall be considered to have availed of chance even though, he may not appear for it. However, an examination held within 6 months of the date of recruitment or promotion, as the case may be, shall not be included in the 4 chances referred to above.
(3) Period within which an Officer is required to pass the Examination and the penalties for failure to pass it.

GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) [PART-I(4) In case an Assistant Engineer fails to clear the Departmental Accounts Examination within the stipulated period of two years, the increments falling due to him on the expiry of that period, will be withheld and will not be granted with retrospective effect on his passing the Examination.
On passing the said Examination or being exempted from doing so, he shall with effect from the date following that on which the examination ended or from the date of exemption aforesaid be entitled to the rate of pay which would have been admissible to him, had his increment not been withheld, for his failure to pass the examination. However, if he fails to pass the examination, due to circumstances beyond his control, the Board may consider to grant him the increment.
(5) Even after availing himself of all the chances permissible under the Regulations, if he fails to qualify in aforesaid Departmental Accounts Examination after availing the all chances, the Board may dispense with his services if he had recruited directly or revert him to a previous post from which he had been promoted and such removal/reversion shall not be considered as a penalty within the meaning of HSEB (Punishment & Appeal) Regulations, applicable to HSEB employees.
Provided that such reversion shall not debar an reverted employee for appearing and clearing the Departmental Accounts Examination. He will be eligible for promotion a fresh in the batch of eligible candidates and he will have no right to the seniority on the basis of original seniority.
This supersedes all the relating rules, regulations, Instructions, orders etc. which are repugnant or contrary to the above Regulations.
These amendments are deemed to have come into force with effect from 19.6.1989 i.e. actual date of issuance of office order.
