संख्या 5/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि अर्थाा 31.07.1995 से तत्कालीन हरियाणा राज्य बिजली बोर्ड की अधिसूचना संख्या 198/आरईजी-27/भाग-VII दिनांक 31.08.1995 के तहत जारी आरेखन अमले के लिए निम्नलिखित भर्ती तथा पदोन्नति नीति अधिसूचित करते हैं :-
विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतदद्वारा इसके आरेखन अमले के लिए निम्नलिखित भर्ती तथा पदोन्नति नीति बनाता हैः-
1.0 कनिष्ठ प्रारूपकार (1200/2040 रू.)
1.1 इन पदों को किसी प्रतिष्ठित फर्म/संगठन में कम से कम दो वर्षों के अनुभव सहित, उक्त प्रमाण-पत्र प्राप्त करने के बाद प्रारूपकार ट्रेड में 2 वर्षों के आई.टी.आई. प्रमाण-पत्र सहित मैट्रिक तक की न्यूनतम शैक्षणिक योग्यता वाले व्यक्तियों में से सीधी भर्ती द्वारा भरा जाएगा।
अथवा
वास्तुकला सहायता में तीन वर्षों का डिप्लोमा।
नोटः- उपरोक्त प्रतिस्थापन इस शर्त पर होगा कि यदि, उम्मीदवार के पास वास्तुकला सहायता कोर्स में 3 वर्षों का उपाधि पत्र है, को बोर्ड में कनिष्ठ प्रारूपकार के पद पर च्यनित किया जाता है, वे उच्च वेतनमान के हकदार नहीं होंगे। उन्हें साक्षात्कार से पहले वचनबद्धता करनी होगी कि यदि वे कनिष्ठ प्रारूपकार के पद के लिए च्यनित हो जाते हैं, तो वे उच्चतर योग्यता के दृष्टिगत किसी भी उच्चतर वेतनमान का दावा नहीं करेंगे। 2.0 प्रारूपकार (1400/2600 रू.)ः
2.1 भर्ती वरिष्ठता एवं गुण के आधार पर कनिष्ठ प्रारूपकारों में से पदोन्नति द्वारा की जाएगी।
(1415)1416 HARYANA GOVT. GAZ., JULY 28, 2020 (SRVN. 6, 1942 SAKA) [PART-I 3.0 प्रधान प्रारूपकार (1640/2900 रू)ः
3.1 प्रधान प्रारूपकार की भर्ती वरिष्ठता एवं गुण के आधार पर प्रारूपकारों में से पदोन्नति द्वारा की जाएगी। 4.0 सर्कल प्रधान प्रारूपकार (2000/3200 रू)ः
4.1 भर्ती वरिष्ठता एवं गुण के आधार पर प्रधान प्रारूपकार में से पदोन्नति द्वारा की जाएगी, बशर्तें कि वह 2 वर्ष के आई.टी.आई. प्रारूपकार पाठ्यक्रम सहित कम से कम मैट्रिक की योग्यता रखता हो।
5.0 मुख्य प्रारूपकार (2000/3500 रू)ः
5.1 भर्ती वरिष्ठता एवं गुण के आधार पर सर्कल प्रधान प्रारूपकार में से पदोन्नति द्वारा की जाएगी, बशर्तें कि वह 2 वर्ष के आई.टी.आई. प्रारूपकार पाठ्यक्रम सहित मैट्रिक न्यूनतम योग्यता रखता हो।
6.0 डिजाईन इंजीनियर (2200/4000 रू.)ः
6.1 भर्ती वरिष्ठता एवं गुण के आधार पर मुख्य प्रारूपकार में से पदोन्नति द्वारा की जाएगी, बशर्तें की वह 2 वर्ष के आई.टी.आई. प्रारूपकार पाठ्यक्रम सहित मैट्रिक न्यूनतम योग्यता तथा कम से कम 5 वर्षाें का मुख्य प्रारूपकार का अनुभव रखता हो।
7.0 आरक्षणः
इस नीति में कुछ निहित नहीं अनुसूचित जाति, अनुसूचित जन जाति, पिछडे वर्गोंं, भूतपूर्व सैनिक, शारीरिक विकलांग व्यक्ति अथवा समय-समय से बोर्ड द्वारा अपनाए गए तथा इस संबंध में सरकार द्वारा जारी आदेशों की अनुपालना में व्यक्तियों की श्रेणी के किसी अन्य वर्ग के लिए आरक्षण तथा अन्य छूट देने की आवश्यकता होगी। उपरोक्त नीति आरेखन अमले के संबंध में भर्ती तथा पदोन्नति नीति से संबंधित समय-समय पर बोर्ड जारी पूर्व सभी नियमों, विनियमों, आदेशों तथा अनुदेषों को निरस्त करती हैं।
ये संषोधन 31.08.1995 अर्थात् कार्यालय आदेष जारी होने की वास्तविक तिथि से लागू माने जाएंगे। चण्डीगढ़ : दिनांक 11 मई, 2020.

No. 5/REG-253/Vol-IV.— In compliance with provisions contained in Section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following Recruitment and promotion policy for Drawing Staff issued by erstwhile HSEB vide Notification No. 198/REG-27/Vol-VII dated 31.08.1995 w.e.f. date of office order i.e. 31.08.1995:–
In exercise of powers conferred under Clause (c) of Section-79 of Electricity (Supply) Act, 1948 and all other enabling powers in this behalf the Haryana State Elecy. Board is pleased to make the following Recruitment and promotion policy for its Drawing Staff:-
1.0 Junior Draftsman (Rs. 1200/2040)
1.1 These posts will be filled up by direct recruitment out of the persons having minimum qualification as Matric with 2 years ITI Certificate in Draftsman Trade with minimum two years experience in a reputed Firm/Orgn., after having obtained the said Certificate.
OR
Three years Diploma in Architecture Assistantship.
NOTE: The above substitution shall be subject to the condition that in case, the candidates, who possess 3 years Diploma in Architecture Assistantship Course, are selected for the post of J.D.M. in the Board, they will not be entitled for higher pay scale. They would also be required to tender an undertaking to the effect that if they are selected for the post of J.D.M., they will not claim any higher scale in view of the higher qualification before they are interviewed.

2.1 The recruitment will be by promotion from amongst the Junior Draftsman on seniority-cum-merit basis.
3.0 Head Draftsman (Rs. 1640/2900)
3.1 The recruitment to the post of Head Draftsman shall be by promotion from amongst the Draftsman on seniority-cum-merit basis.
4.0 Circle Head Draftsman (Rs. 2000/3200)
4.1 The recruitment will be by promotion from Head Draftsman on seniority-cum-merit basis, provided he possesses the minimum qualification as Matric with 2 years I.T.I. Draftsman course.
5.0 Chief Draftsman (Rs. 2000/3500)
5.1 The recruitment will be by promotion from Circle Head Draftsman on seniority-cum-merit basis, provided he possesses the minimum qualification as Matric with 2 years I.T.I. Draftsman course.
6.0 Design Engineer (Rs. 2200/4000)
6.1 The recruitment will be by promotion from Chief Draftsman on seniority-cum-merit basis, provided he possesses the minimum qualification as Matric with 2 years ITI Draftsman course and has at least 5 years experience as Chief Draftsman.
7.0 Reservation:
Nothing contained in this policy, shall affect reservation and other concessions required to be provided for scheduled caste, scheduled Tribe, Backward Classes, Ex-Serviceman, Physically Handicapped persons or any other class of the category of persons in accordance with the orders issued by the Govt. in this regard and adopted by the Board from time to time.
The above policy supersedes all earlier Rules, Regulation, orders and instructions issued by the Board from time to time relating to Recruitment and Promotion policy in respect of Drawing Staff.
These amendments are deemed to have come into force with effect from 31.08.1995 i.e. actual date of issuance of office order.
