संख्या 85/REG-253/Vol-IV.— विद्युत प्रदाय अधिनियम, 1948 की धारा 79 (सी) में निहित प्रावधानों की अनुपालना में दिनांक 15.03.1984 से 13.08.1998 तक यथा लागू तथा हरियाणा विद्युत सुधार अधिनियम, 1997 (1998 की हरियाणा अधिनियम संख्या 10) की धारा 56 (vi) में निहित प्रावधानों के साथ पठित, हरियाणा के राज्यपाल कार्यालय आदेष की तिथि से तत्कालीन हरियाणा राज्य बिजली बोर्ड के कार्यालय आदेष संख्या 13/आरईजी-20/एल. दिनांक 24.12.1985 के तहत जारी ''ह.रा.बि.बोर्ड कर्मचारी (आचरण) विनियम, 1984'' की विनियम संख्या-24 में निम्नलिखित संषोधन/परिवर्धन करते हैंः- विद्युत (प्रदाय) अधिनियम, 1948 की धारा-79 के खण्ड (सी) द्वारा प्रदत शक्तियों तथा इस संबंध में अन्य सभी सक्षम शक्तियों का प्रयोग करते हुए, हरियाणा राज्य बिजली बोर्ड एतद्द्वारा ''ह.रा.बि.बोर्ड कर्मचारी (आचरण) विनियम, 1984'' की विनियम संख्या-24 में निम्नलिखित संषोधन/परिवर्धन करता हैः-
विनियम संख्या 24 के विद्यमान उपबन्ध को विनियम संख्या 24 (i) के रूप में पुनः संख्यांकित किया जाएगा तथा उप विनियम (ii) को इस प्रकार जोड़ दिया जाएगाः-
(ii) बोर्ड में सुरक्षा अमले का कोई भी सदस्य अपने कर्त्तव्य के स्वरूप के कारण बोर्ड के अन्य कर्मचारियों द्वारा बनाए गए श्रमिक संघों/संगठनों में सम्मिलित होकर अथवा चन्दा देकर अथवा उनकी गतिविधियों में भाग लेकर अपने को सहयोजित नहीं करेगा। किन्तु वे अपने कल्याण की देखभाल के लिए केवल सुरक्षा अमले का ही अपना निजी संघ बना सकते है।
ये संशोधन 24.12.1985 अर्थात कार्यालय आदेश जारी होने की वास्तविक तिथि से लागू माने जाएंगे।

No. 85/REG-253/Vol-IV.— In compliance with provisions contained in section 79(c) of Electricity Supply Act, 1948 as applicable w.e.f. 15.03.1984 to 13.08.1998 and read with provisions contained in section 56 (vi) of Haryana Electricity Reform Act, 1997 (Haryana Act No. 10 of 1998), the Governor of Haryana is pleased to notify the following amendment / addition in Regulation No. -24 of the "H.S.E.B. Employees (Conduct) Regulation, 1984" issued by erstwhile HSEB vide Office order No. 13/REG-20/L dated 24.12.1985 w.e.f. date of office order:-
In exercise of the powers conferred by clause (c) of Section 79 of the Electricity (Supply) Act, 1948, and all other enabling powers in this behalf, the Haryana State Electricity Board is pleased to make the following amendment / addition in Regulation No. -24 of the "H.S.E.B. Employees (Conduct) Regulation, 1984":-
The existing provision of Regulation No.-24 will be numbered as Regulation No.-24(i) and addition of sub-regulation (ii) will be made as under:-
(ii) No member of security staff in the Board, by dint of their duties, will associate by joining or contributing to Trade Unions/ Associations or with their activities, formed by the other employees of the Board. They can, however form their own Association, consisting of only security staff to look-after their welfare.
These amendments are deemed to have come into force with effect from 24.12.1985 i.e. actual date of issuance of office order.
