संख्या : 1/8/2020-1CRID.- चूंकि, आधार का उपयोग सेवाओं या लाभों या सब्सिडी के वितरण के लिए पहचान दस्तावेज के रूप में सरकारी वितरण प्रक्रिया को सरल करता है, पारदर्षिता और दक्षता लाता है, और लाभार्थियों को किसी की पहचान को साबित करने के लिए कई दस्तावेजों को प्रस्तुत करने की आवष्यकता को पूरा करके एक सुविधाजनक और निर्बाध तरीके से सीधे अपने अधिकार प्राप्त करने में समर्थ बनाता है ;
और चूंकि, नागरिक संसाधन सूचना विभाग, हरियाणा (जिसे, इसमें, इसके बाद विभाग के रूप में निर्दिष्ट किया गया है), हरियाणा सरकार के लिए हरियाणा उद्यम ज्ञापन (एचयूएम) का संचालन कर रहा है।
और चूंकि, हरियाणा उद्यम ज्ञापन, नागरिक संसाधन सूचना विभाग (सीआरडीआई), उद्योग एवं वाणिज्य विभाग तथा श्रम विभाग के सहयोग से विकसित किया गया है, जो प्रदेष में सभी उद्यमों को एक विषिष्ट पहचान प्रदान करता है, जिसमेंः- (क) सभी उद्यमों, चाहे दुकानें, एमएसएमईएस, बड़े और मेगा उद्योगों के लिए एच.यू.एम. पहचान संख्या की आवष्यकता होगी;
(ख) एच.यू.एम. पहचान संख्या परमिट, लाइसेंस और सेवाओं का आधार बनेगी और सरकार के विभागों जिसमें श्रम और रोजगार विभाग शामिल हैं, द्वारा उद्यमों को दी जाएगी;
(ग) एच.यू.एम. पोर्टल श्रम कानूनों को लागू करने के लिए उद्यमों द्वारा लगाए गए श्रमिकों के पंजीकरण को सक्षम करेगा;
(घ) उपक्रमों के श्रमिकों के एच.यू.एमण् डेटाबेस का उपयोग संकट के समय में कल्याणकारी लाभ/वित्तीय सहायता प्रदान करने के लिए किया जाएगा।
और चूंकि, उपरोक्त उल्लेखित कार्यों के कार्यान्वयन में आवर्ती व्यय शामिल हैं जो हरियाणा की समेकित निधि से वहन किया जाएगा।
इसलिए, अब, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का केंद्रीय अधिनियम 18) (जिसे, इसमें, इसके बाद, उक्त अधिनियम के रूप में निर्दिष्ट किया गया है) की धारा-7 का अनुसरण करते हुए हरियाणा सरकार ने निम्नलिखित को सूचित किया है, अर्थात् :-
1. (i) वे व्यक्ति जो उद्यम (एचयूएम पोर्टल के संचालन के लिए) के अधिकृत उपयोगकर्ता हैं साथ ही, उद्यम में लगे श्रमिक/कर्मचारी, एचयूएम पहचान (उद्यम के लिए) प्राप्त करने के इच्छुक हैं, उन्हें सरकार की किसी भी योजना के तहत लाभ प्राप्त करने की पात्रता के लिए आधार संख्या के अधिकार के प्रमाण को प्रस्तुत करने या आधार प्रमाणीकरण से गुजरने की आवष्यकता होगी।

(EXTRA.), JULY 14, 2020 (ASAR. 23, 1942 SAKA) (ii) व्यक्ति जो परिवार बनाते हैं, सरकार की किसी भी योजना के तहत पात्रता प्राप्त करने के लिए परिवार पहचान पत्र प्राप्त करने का इच्छुक हैं जिनके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अपना नाम दर्ज नहीं किया है, को आधार नामांकन के लिए आवेदन करना होगा बषर्ते कि ऐसे व्यक्ति उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने के हकदार हों और ऐसे व्यक्ति आधार नामांकन के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण की वेबसाइट www.uidai.gov.in पर लिस्ट उपलब्ध है) पर जा सकते हैं।
(iii) आधार (नामांकन और अद्यतन), विनियम, 2016 के विनियम 12 के अनुसार, विभाग को उन लाभार्थियों को आधार नामांकन की सुविधा प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए पंजी—त नहीं हैं और यदि संबंधित खंड या तहसील में आधार नामांकन केंद्र नहीं है, विभाग अपनी कार्यान्वयन एजेंसी के माध्यम से भारतीय विषिष्ट पहचान प्राधिकरण के मौजूदा रजिस्ट्रारों के साथ समन्वय कर या स्वयं भारतीय विशिष्ट पहचान प्राधिकरण, रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करेगाः
परन्तु जब तक व्यक्ति को आधार सौंपा नहीं जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज प्रस्तुत करना होगा :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पत्र पर्ची; और
(ख) निम्नलिखित में से कोई भी एक दस्तावेज, अर्थात्ः-
(i) फोटो के साथ बैंक या पोस्ट ऑफिस पासबुक; या
(ii) स्थायी खाता संख्या (पैन) कार्ड; या
(iii) पासपोर्ट; या
(iv) मतदाता पहचान पत्र; या
(v) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लैटर हेड पर जारी किया गया ऐसे व्यक्ति की फोटो के साथ पहचान प्रमाण पत्र; या
(vi) विभाग द्वारा निर्दिष्ट कोई अन्य दस्तावेजः
परन्तु उपरोक्त दस्तावेजों की उस उद्देष्य के लिए विभाग द्वारा विषेष रूप से नामित एक अधिकारी द्वारा जांच की जाएगी।
2. ऐसे सभी मामलों, जहां लाभार्थियों के खराब बायोमेट्रिक्स या अन्य किसी कारण से आधार प्रमाणीकरण विफल हो जाता हैै, में निम्नलिखित उपचारात्मक तंत्र अपनाए जाएंगे, अर्थात्ः-
(क) खराब फिंगरप्रिंट के मामले में प्रमाणीकरण के लिए, आंखों की पुतलियों केे स्कैन या चेहरे के प्रमाणीकरण की सुविधा अपनाई जाएगी तथा विभाग निर्बाध रूप से लाभ पहुंचाने के लिए अपनी कार्यान्वयन एजेंसी के माध्यम से फिंगरप्रिंट प्रमाणीकरण के साथ आंखों की पुतलियों केे स्कैन या चेहरे के प्रमाणीकरण के लिए प्रावधान करेगा;
(ख) यदि फिंगरप्रिंट या आंखों की पुतलियों केे स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होता है, वहां आधार वन टाइम पासवर्ड या सीमित समय के साथ समय आधारित वन-टाइम पासवर्ड, जैसी भी स्थिति हो, द्वारा व्यवहार्य और स्वीकार्य प्रमाणीकरण दिया जाएगा;
(ग) अन्य सभी मामलों में जहां बायोमेट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन-टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के लाभ भौतिक आधार पत्र के आधार पर दिए जा सकते हैं, जिसकी प्रमाणिकता को आधार पत्र पर छपे क्विक रिस्पांस कोड के माध्यम से सत्यापित किया जा सकता है और विभाग द्वारा अपनी कार्यान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर क्विक रिस्पांस कोड रीडर की आवष्यक व्यवस्था की जाएगी।

Notification
The 14th July, 2020
No. 1/8/2020-1CRID.— Whereas, the use of Aadhar as identity document for the delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Citizen Resources Information Department, Haryana (hereinafter referred to as the Department), is administering the Haryana Udhyam Memorandum (H.U.M.) for Government of Haryana ;
And whereas, the H.U.M., developed under the collaboration of Citizen Resources Information Department (CRID), Department of Industries & Commerce and Department of Labour, Government of Haryana provides a unique identity to all enterprises in the state, wherein :
(a) H.U.M. identity number shall be required for all enterprises, whether shops, MSMEs, as also, large and mega industries ;
(b) H.U.M. identity number shall form the basis for permits, licenses and services shall be given to the enterprises by departments of Government including Labour & Employment Department ;
(c) H.U.M. portal will enable registration of labour engaged by the enterprises, for purposes of enforcement of labour laws ;
(d) H.U.M. database of the enterprise labour shall be used for providing welfare benefits/ financial assistance during times of crisis.
And whereas, the implementation of the aforesaid shall involve recurring expenditure incurred from the Consolidated Fund of Haryana.
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016) (hereinafter referred to as the said Act), the Government of Haryana hereby notifies the following, namely:-
1. (i) Individuals who are the authorised users of the Enterprise (for operating the H.U.M. portal) as also the labour/ employees engaged in the enterprise, desirous of obtaining H.U.M. identity (for the enterprise), for eligibility to receive benefits under any scheme of the Government shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(ii) Individuals who constitute a family desirous of obtaining Parivar Pehchan Patra for eligibility to receive benefits under any scheme of the Government, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment provided that such individuals are entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India website www.uidai.gov.in) to get enrolled for Aadhaar.
(iii) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India or by becoming a Unique Identification Authority of India, Registrar themselves :
Provided that till the time Aadhaar is assigned to the individual, such individuals may be required to produce any one of the following documents, namely:–
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and1364 HARYANA GOVT. GAZ. (EXTRA.), JULY 14, 2020 (ASAR. 23, 1942 SAKA) (b) any one of the following documents, namely :-
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Voter Identity Card; or
(v) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or
(vi) any other document, as specified by the Department :
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely :-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication and the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in a seamless manner ;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered ;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at convenient locations by the Department through its Implementing Agency.
