संख्या डी0पी0एच0-एल0ए0-2020/31.- हरियाणा पंचायती राज अधिनियम 1994 (1994 का 11) की धारा 41 की उप-धारा (1) के खण्ड(ख) द्वारा प्रदत्त शक्तियों तथा इस बारे समर्थ बनाने वाली अन्य सभी शक्तियों का प्रयोग करते हुये, हरियाणा के राज्यपाल, हरियाणा राज्य में सभी ग्राम पंचायतों से सभा क्षेत्र में स्थित अचल सम्पति के विक्रय, उपहार, बंधक तथा अन्य हस्तातंरण के लेख-पत्र पर भारतीय स्टाम्प अधिनियम, 1899 द्वारा सम्पति के हस्तातंरण के लिये प्रत्येक लेख-पत्र पर निर्धारित राषि के दो प्रतिषत की दर से अधिभार के रूप में शुल्क लगाने की अपेक्षा करते हैं।
यह शुल्क राजस्व एवं आपदा प्रबंधन विभाग द्वारा संग्रहित किया जायेगा और उसी रीति से भुगतान किया जाएगा मानो यह हरियाणा राज्य को भुगतान योग्य स्टाम्प शुल्क था और इसे संबंधित ग्राम पंचायत तथा जिला परिषद् को समान अनुपात में लौटाया जायेगा।
यह शुल्क इस आदेष के राजपत्र में प्रकाषित होने की तिथि से पन्द्रह दिन की अवधि के भीतर प्रत्येक ग्राम पंचायत द्वारा उद्ग्रहणीय होगा।

Order
The 10th December, 2020
No. DPH-LA-2020/31.— In exercise of powers conferred by clause (b) of Sub-section (1) of Section 41 of the Haryana Panchayati Raj Act, 1994 (11 of 1994), and all other powers enabling him in this behalf, the Governor of Haryana hereby requires all the Gram Panchayats within the State of Haryana to impose a duty at the rate of two percent of the amount specified on each instrument for transfer of property in the form of surcharge on the duty imposed by the Indian Stamp Act, 1899, on instruments of sale, gift, mortgage and other transfers of immovable property situated in the Sabha area.
This duty shall be collected by the Revenue and Disaster Management Department and paid in same manner, as if it was stamp duty payable to the Government of Haryana and the same shall be remitted in equal proportion to the concerned Gram Panchayat and Zila Parishad.
This duty shall be leviable by each Gram Panchayat within a period of 15 days from the date of publication of this order in the official Gazette.
