Notification
The 7th May, 2021
No. 674-Agri. II (5)-2021/4264.— In supersession of Government notification No. 1057-Agri. II (5)- 2020/3783, dated 09.07.2020, the Governor of Haryana is pleased to accord approval for implementation of Central Sector Scheme on Formation and Promotion of Farmer Producer Organizations (FPOs) in the States from the year 2020-21 with the following mechanism.
• Small Farmers Agribusiness Consortium Haryana (SFACH) is nominated as Implementing Agency of this scheme for Haryana State.
• Project Management Unit of SFACH shall act as Cluster Based Business Organization (CBBO).
• SFACH will encourage formation of FPOs with the concept of 'One Cluster One Product' in horticulture and 'One District One Product' in agriculture and allied sector.
• For effective implementation, evaluation and monitoring of the Scheme, State Level Consultative Committee (SLCC) and District Level Monitoring Committee (DLMC) have been constituted with the following compositions:

Functions of State Level Consultative Committee (SLCC):
i. Closely and periodically review the developmental activities and functioning of implementing agency including constraints faced by the Farmer Producer Organizations (FPOs).
ii. Synergizing the efforts of various stakeholders in mobilizing the farmers for aggregation.
iii. To facilitate various services relating to production and post-production activities of agriculture and allied sectors.
2. District Level Monitoring Committee (DLMC):

Functions of District Level Monitoring Committee (DLMC):
i. Monitoring of Scheme at District Level/Cluster Level.
ii. Establishing effective coordination among the Stakeholders.

Member Secretary shall have the following roles:
a. To convene meeting of DLMC, circulation of agenda/minutes and follow-up action in consultation and support of DHO office.
b. To submit Minutes of Meeting/ Proceedings/ Action taken report of points of last meeting of DLMC to SLCC through Member Secretary of SLCC.
c. The compliance of SLCC agenda points emerged for taking action by DLMC to be put up for review in next DLMC meeting.
d. Establishing effective coordination among the Stakeholders.
e. Monitoring of Schemes at District Level with support of DHO and other district heads of line departments.
f. To take up matters with DLMC regarding duties & responsibilities of DLMC as envisaged under the Operational guidelines of the schemes and instructions to be issued from time to time.
g. Maintenance of records viz. Minutes of Meetings of DLMC, ATR and compliance reports submitted by the parties/departments concerned, instructions issued from time to time by Government of India, State Government, RBI and NABARD etc.
h. All the concerned parties/ Cluster Based Business Organizations (CBBOs) shall report the data on MIS portal of SFACH/portal to be developed by Government of India for compilation and use for review during SLCC and DLMC.
4. Role of Co-Member Secretary:
a. To convene meeting of DLMC whenever DDM/NABARD will not be available.
b. To co-ordinate and support the Member Secretary in matters to be taken up or decided in the SLCC and DLMC.
5. Role of District Project Coordinator (DPC)/ SFACH functionaries at District Level:
a. DPC will act as facilitator in the district and submit report to Member Secretary through Co-Member Secretary for work related to FPOs of SFACH as an Implementing Agency in the manner as prescribed by the SLCC/DLMC.
b. To keep complete record of FPOs promoted by CBBO appointed by Government of Haryana/Deptt. of Horticulture in the office of Co-Member Secretary.
